{"id":352188,"date":"2025-12-16T14:15:07","date_gmt":"2025-12-16T14:15:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/352188\/"},"modified":"2025-12-16T14:15:07","modified_gmt":"2025-12-16T14:15:07","slug":"bbc-could-move-to-netflix-model-or-carry-ads-under-radical-reforms","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/352188\/","title":{"rendered":"BBC Could Move To Netflix Model Or Carry Ads Under Radical Reforms"},"content":{"rendered":"<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tThe <a href=\"https:\/\/deadline.com\/tag\/bbc\/\" id=\"auto-tag_bbc\" data-tag=\"bbc\" rel=\"nofollow noopener\" target=\"_blank\">BBC<\/a> could be required to launch a <a href=\"https:\/\/deadline.com\/tag\/netflix\/\" id=\"auto-tag_netflix\" data-tag=\"netflix\" rel=\"nofollow noopener\" target=\"_blank\">Netflix<\/a>-style subscription service or carry adverts under radical reforms being considered by the UK government.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tIn a policy paper setting out a vision for the BBC\u2019s next charter, ministers said they wanted to keep the licence fee, but reform and reduce the funding model by supplementing it with commercial revenue.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tThe big ideas on the table could see the BBC launch a \u201ctop-up subscription service\u201d for historical BBC content, or a \u201cmore expansive\u201d service putting popular content like The Traitors behind a paywall. <\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tThe latter would be a seismic departure from the BBC\u2019s current universal mission to inform, educate and entertain British audiences.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tThe government\u2019s plan would be to keep BBC News, current affairs, factual, and children\u2019s content universally available through licence fee funding, but put other high-rating content behind a paywall.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\t\u201cThere would also be challenges in determining which content is licence fee funded and which is not \u2013 for example, whether British dramas like Waterloo Road or major sporting events involving the home nations should be offered as public service or paywalled output,\u201d the government said in a 92-page paper.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\t\u201cHowever, it could be accompanied by a reduction in the level of the licence fee to reflect the BBC\u2019s narrower TV remit, reducing cost pressures on households.\u201d<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tOn ads, the government\u2019s paper said the BBC could be allowed to carry \u201climited advertising\u201d on its online  services, such as bbc.co.uk, or be allowed to show ads across its television platforms.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tAgain, ministers said this would be accompanied by a reduction in the licence fee, which generated \u00a33.8B ($5.1B) of income for the BBC last year. The levy is under pressure in the age of streaming, however, with 2.4M households opting out in recent years.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tThe proposals to allow the BBC to become more of a commercial animal will likely face substantial pushback from rivals, including ITV, Sky, and Paramount-owned Channel 5. Netflix and other streamers are unlikely to be thrilled about the idea of a big new competitor in the monthly subscription market.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tIt is also unclear if the BBC would support such proposals. Director general Tim Davie has repeatedly put preserving the BBC\u2019s \u201cuniversality\u201d at the heart of his charter renewal pitch.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tSome observers had expected the government to propose alternatives to the \u00a3174.50 licence fee, but its policy document backs the funding model, albeit on a reduced scale.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\t\u201cAs the licence fee is a tried and tested public funding model, we are not considering replacing it with alternative forms of public funding, such as a new tax on households, funding through general taxation, or introducing a levy on the revenues of streaming services to fund the BBC,\u201d the document said.<\/p>\n<p>\t\t\t\t\t\t<img loading=\"lazy\" class=\"c-lazy-image__img lrv-u-background-color-grey-lightest lrv-u-width-100p lrv-u-display-block lrv-u-height-auto\" src=\"https:\/\/deadline.com\/wp-content\/themes\/pmc-deadline-2019\/assets\/public\/lazyload-fallback.jpg\" data-lazy-src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2025\/12\/Screenshot-2025-07-14-at-16.27.05.png\" alt=\"Lisa Nandy\" data-lazy- data-lazy- height=\"566\" width=\"1024\" decoding=\"async\"\/><\/p>\n<p>\t\t\t\t\t<a href=\"https:\/\/deadline.com\/tag\/lisa-nandy\/\" id=\"auto-tag_lisa-nandy\" data-tag=\"lisa-nandy\" rel=\"nofollow noopener\" target=\"_blank\">Lisa Nandy<\/a><\/p>\n<p>\t\t\t\t\t\t\t\t\tBBC News<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tCulture secretary Lisa Nandy has previously described the licence fee as \u201cinsufficient\u201d and \u201cdeeply regressive,\u201d and the government will explore ways of boosting concessions for lower-income households.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tBBC charter renewal is a once-in-a-decade review of the broadcaster\u2019s funding and operating agreement, with the government\u2019s policy paper forming the backbone of a public consultation that will run until March 10, 2026.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tA white paper will be published next year, setting in stone some of the reforms being made to the BBC. A draft of the new charter will then be published and debated in Parliament before the current one expires at the end of 2027.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tOther reforms being considered by the government include extending the BBC charter beyond a decade to give it greater certainty over its future. The policy paper points to the Bank of England and BFI, which have permanent charters.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tThe BBC could be asked to create a centralized workplace misconduct complaints system, bringing together internal records with concerns raised by people working on shows produced by external suppliers.\u00a0<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tMinisters are looking at compelling the BBC to move more commissioning and budgetary decision-making powers outside of London, including devolving content spend, enhancing quotas, and setting targets for moving senior commissioners to the nations and regions.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tThe government will explore ways to empower the BBC to \u201cmake better use of external video-sharing platforms to deliver its public service content,\u201d which suggests support for putting more shows on YouTube.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tThe government also wants to cut red tape to allow the BBC to boost partnerships with rivals, such as Channel 4, and reduce the time it takes Ofcom to conduct market impact reviews when the BBC makes changes to its services.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tBBC boss Davie said: \u201cWe welcome the publication of the government\u2019s green paper and the start of the public consultation on the future of the BBC.
