While some view this as a delay to a well-deserved rest, policymakers and labour experts see it as a necessary evolution to meet the demands of an ageing population and dynamic economy.<\/p>\n<p style=\"margin: 12pt 0cm;\">Far from being a setback, the move is helping reshape workplaces and redefine what ageing well can look like for both workers and employers.<\/p>\n<p>Financial security and purpose in later years<\/p>\n<p style=\"margin: 12pt 0cm;\">For older workers, the change offers more than an option to work for longer. It also provides added financial stability and continued purpose.<\/p>\n<p style=\"margin: 12pt 0cm;\">Currently, Singapore\u2019s retirement and re-employment ages stand at 63 and 68. The phased increase over the next five years means workers will have an extra two years\u2014entirely at their own discretion\u2014to earn an income, build up their CPF savings, and remain socially engaged.<\/p>\n<p style=\"margin: 12pt 0cm;\">&#8220;Learning something new keeps the impetus, stimulation, and the incentive to look forward to, at every single milestone of our lives,&#8221; said Manpower Minister Dr Tan See Leng, speaking at the launch of the <a rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.mom.gov.sg\/newsroom\/speeches\/2023\/0130-speech-by-minister-at-launch-of-2023-action-plan-for-successful-ageing-panel-discussion\" target=\"_blank\">Action Plan for Successful Ageing<\/a> in 2023. He emphasised how work, social engagement and lifelong learning are crucial to healthy ageing.<\/p>\n<p style=\"margin: 12pt 0cm;\">Data from the <a rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.mom.gov.sg\/\" target=\"_blank\">Ministry of Manpower\u2019s 2024<\/a> <a rel=\"noopener noreferrer nofollow\" href=\"https:\/\/stats.mom.gov.sg\/iMAS_Tables1\/LabourForce\/LabourForce_2024\/mrsd_2024Labourforce_survey_findings.pdf\" target=\"_blank\">Labour Force Survey<\/a> also reflects a growing trend: more seniors are choosing to stay employed. The employment rate of Singaporeans aged 60 to 64 has risen from 61.2 per cent in 2014 to 67.9 per cent in 2024.<\/p>\n<p style=\"margin: 12pt 0cm;\">NTUC also recognises that for workers to remain employed for longer, they need to ensure they remain relevant and updated in their skillsets.<\/p>\n<p>To support this, NTUC provides training and job-matching support through platforms like <a rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.ntuclearninghub.com\/\" target=\"_blank\">NTUC LearningHub<\/a> and <a rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.e2i.com.sg\/\" target=\"_blank\">NTUC\u2019s e2i<\/a> (Employment and Employability Institute), helping workers stay equipped with in-demand skills for the evolving job market.<\/p>\n<p>A win for employers too<\/p>\n<p style=\"margin: 12pt 0cm;\">Businesses, too, are seeing the upside of a maturing workforce.<\/p>\n<p style=\"margin: 12pt 0cm;\">Older employees bring decades of experience, institutional knowledge, and a sense of commitment that can be hard to replace. Their presence in the workplace offers mentoring opportunities for younger staff, strengthens organisational culture, and can reduce staff turnover.<\/p>\n<p style=\"margin: 12pt 0cm;\">During the <a rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.mom.gov.sg\/newsroom\/speeches\/2023\/0301-speech-by-minister-of-state-for-manpower-ms-gan-siow-huang-at-committee-of-supply-2023\" target=\"_blank\">2024 Committee of Supply<\/a> debate, Minister of State for Manpower Gan Siow Huang shared that over 90 per cent of eligible seniors were re-employed in 2023, an indicator that companies are actively retaining older workers.<\/p>\n<p style=\"margin: 12pt 0cm;\">And for employers concerned about costs, the Government offers tangible support.<\/p>\n<p style=\"margin: 12pt 0cm;\">Under the <a rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.iras.gov.sg\/schemes\/disbursement-schemes\/senior-employment-credit-(sec)-cpf-transition-offset-(cto)-and-enabling-employment-credit-(eec)\" target=\"_blank\">Senior Employment Credit (SEC)<\/a> scheme, employers can receive up to 7 per cent in wage offsets when hiring workers aged 60 and above who earn less than $4,000 per month. Since its launch in 2021, the scheme has disbursed over <a rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.mom.gov.sg\/newsroom\/speeches\/2023\/0130-speech-by-minister-at-launch-of-2023-action-plan-for-successful-ageing-panel-discussion#:~:text=Dr%20Tan%20See%20Leng%2C%20Minister,Manpower%2C%20Ci%20Yuan%20Community%20Club&amp;text=30%20January%202023%20Employment%20practices&amp;text=For%20many%20of%20us%20who,like%20work%2C%20and%20continuous%20learning.#:~:text=Dr%20Tan%20See%20Leng%2C%20Minister,Manpower%2C%20Ci%20Yuan%20Community%20Club&amp;text=30%20January%202023%20Employment%20practices&amp;text=For%20many%20of%20us%20who,like%20work%2C%20and%20continuous%20learning.\" target=\"_blank\">$450 million<\/a> to nearly 100,000 employers\u2014benefiting some 461,000 senior workers.<\/p>\n<p style=\"margin: 12pt 0cm;\">NTUC too can help employers ensure that their companies remain age inclusive.<\/p>\n<p>To help employers better support and upskill their mature workers, NTUC partners with companies through its <a rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.ntuc.org.sg\/uportal\/programmes\/company-training-committees\" target=\"_blank\">Company Training Committee<\/a> (CTC) initiative.<\/p>\n<p>These committees work closely with unions and management to identify training needs, redesign jobs, and implement workforce transformation plans tailored to each company.<\/p>\n<p>To date, more than 3,000 CTCs have been formed across various sectors, ensuring that both workers and businesses are prepared for future challenges.<\/p>\n<p>Through the <a rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.ntuc.org.sg\/uportal\/programmes\/company-training-committee-grant\" target=\"_blank\">CTC Grant<\/a>, eligible companies can also receive funding support to implement these initiatives effectively.<\/p>\n<p>Building a more inclusive workforce<\/p>\n<p style=\"margin: 12pt 0cm;\">Raising the retirement and re-employment ages is also driving a broader shift towards inclusive hiring practices and job redesign.<\/p>\n<p style=\"margin: 12pt 0cm;\">With schemes like the <a rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.mom.gov.sg\/employment-practices\/schemes-for-employers-and-employees\/part-time-re-employment-grant\" target=\"_blank\">Part-time Re-employment Grant (PTRG)<\/a>, employers are encouraged to offer more flexible work arrangements, part-time options, and structured career planning for older employees. As of late 2023, around <a rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.mom.gov.sg\/newsroom\/speeches\/2023\/0301-speech-by-minister-of-state-for-manpower-ms-gan-siow-huang-at-committee-of-supply-2023\" target=\"_blank\">6,300 employers had tapped into the PTRG<\/a>, supporting nearly 50,000 senior workers.<\/p>\n<p style=\"margin: 12pt 0cm;\">These efforts not only make work more accessible for older employees\u2014they also benefit businesses by boosting morale, retaining talent, and encouraging intergenerational collaboration.<\/p>\n<p>A future-ready labour force<\/p>\n<p style=\"margin: 12pt 0cm;\">NTUC Deputy Secretary-General Desmond Tan recently took to <a rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.facebook.com\/desmondtkm\/posts\/pfbid0ThmGpx5RhGbXNEpFwFsDunuY4ixFAbcL9mEJuJQzdMiUxvf9uwVasSBSHphZ85xWl\" target=\"_blank\">Facebook<\/a> to reiterate the need to better support our senior workforce.<\/p>\n<p style=\"margin: 12pt 0cm;\">\u201cAs our economy continues to transform, we must help our older workers and not leave them behind,\u201d he wrote.<\/p>\n<p style=\"margin: 12pt 0cm;\">As the global workforce ages, Singapore\u2019s proactive stance offers a model for resilience. Raising the retirement and re-employment ages isn\u2019t just a demographic adjustment\u2014it\u2019s a strategic move to ensure the nation remains economically strong and socially cohesive.<\/p>\n<p style=\"margin: 12pt 0cm;\">The benefits are clear:<\/p>\n<p>    For employees: an option to work longer, greater independence, and deeper purpose.<br \/>\n    For employers: retention of experience, continuity, and cost savings.<br \/>\n    For society: a skilled, inclusive, and future-ready workforce.<\/p>\n<p style=\"margin: 12pt 0cm;\">Retiring later may soon be the new norm.
