{"id":357011,"date":"2025-12-19T00:17:08","date_gmt":"2025-12-19T00:17:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/357011\/"},"modified":"2025-12-19T00:17:08","modified_gmt":"2025-12-19T00:17:08","slug":"controversial-plan-to-move-n-j-hospital-clears-major-hurdle-despite-continuing-concerns","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/357011\/","title":{"rendered":"Controversial plan to move N.J. hospital clears major hurdle despite continuing concerns"},"content":{"rendered":"<p class=\"article__paragraph article__paragraph--left\" id=\"VAZEPQDQXJBXXP24BZI3CXAXNI\">A <a href=\"https:\/\/www.nj.com\/healthfit\/2025\/10\/nj-hospital-moving-most-of-its-services-to-another-town-this-lawmaker-blames-murphy.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.nj.com\/healthfit\/2025\/10\/nj-hospital-moving-most-of-its-services-to-another-town-this-lawmaker-blames-murphy.html\">highly disputed plan <\/a>to move many of Monmouth Medical Center\u2019s acute care services out of Long Branch overcame a significant obstacle on Thursday. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5BJQJSKJ6FF7ZAKA5J6HEXK2PM\">The State Health Planning Board voted unanimously in favor of the state Department of Health\u2019s recommendation to approve a Certificate of Need application to relocate hospital services. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"FQYPTIJEM5ELTADWJL6XFFYE4A\">The decision brings Monmouth Medical Center one step closer to relocating its labor and delivery, surgical care, pediatrics and other services to a <a href=\"https:\/\/www.nj.com\/healthfit\/2025\/10\/nj-hospital-is-not-abandoning-its-current-location-despite-moving-services-president-says.html\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.nj.com\/healthfit\/2025\/10\/nj-hospital-is-not-abandoning-its-current-location-despite-moving-services-president-says.html\">new $800 million medical facility<\/a> on the Vogel Medical Campus in Tinton Falls. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"CPXMHREBBNCI5JSIOJ2THRVMGM\">The application now awaits final approval from Acting Health Commissioner Jeffrey A. Brown.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"OP63PZRWVJAFZE4RFC3KEBDFQA\">\u201cWe thank the dedicated, expert staff at the New Jersey Department of Health for their thorough review and approval of the application, and also thank the members of our team along with our patients and families for their participation in the public hearing phase,\u201c said a spokesperson for RWJBarnabas Health, which owns Monmouth Medical Center. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"OQVWBQ3P6ZGNDGOE5WMRDM564M\">\u201cWe remain steadfast in our commitment to transforming health care and bringing world-class care, advanced technologies and innovative academic medicine to all residents of Monmouth County and beyond,\u201d the spokesperson said in a statement sent to NJ Advance Media. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"7KONHLLOXRHMFN6TITD2XTFYIQ\">Before Thursday\u2019s vote, the board reviewed hundreds of written comments and heard more than 10 hours of testimony during what board member Kevin J. Slavin called the most expansive public comment process he\u2019s ever \u201cparticipated in or even heard about in New Jersey.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ZJAICIDUWRF4ROVBSRIKMZN6OQ\">Public hearings held in November and early December <a href=\"https:\/\/www.nj.com\/healthfit\/2025\/11\/blessing-or-big-mistake-nj-community-divided-on-relocation-of-hospital-services.html\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.nj.com\/healthfit\/2025\/11\/blessing-or-big-mistake-nj-community-divided-on-relocation-of-hospital-services.html\">drew hundreds of people<\/a> with mixed opinions on the relocation. Those in support complained about aging infrastructure at Monmouth Medical Center and highlighted the need for additional space and new technology. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"RF6JE5IP7FBQJI7D6AFJ67UAHI\">Opponents raised concerns about accessibility and how the move would impact other hospitals in the region, such as Jersey Shore University Medical Center in Neptune City, Ocean University Medical Center in Brick and Riverview Medical Center in Red Bank.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"EIX7XQGPEBD53PY5I6QF4GMFKE\">The board was originally supposed to take action on the application at its Dec. 4 meeting. However, members <a href=\"https:\/\/www.nj.com\/healthfit\/2025\/12\/controversial-hospital-relocation-plan-in-nj-sent-back-to-drawing-board-after-8-hour-meeting.html\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.nj.com\/healthfit\/2025\/12\/controversial-hospital-relocation-plan-in-nj-sent-back-to-drawing-board-after-8-hour-meeting.html\">deferred taking a vote<\/a>, citing a need for additional information. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"UGYVYKEYFRD2DLCAORMWEVYYLA\">In particular, Slavin said that board members wanted more information about access to transportation, healthcare disparities and workforce and staffing plans. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"XJFY3FJZDZBJRMZKAF62KUHPQQ\">On Thursday, President and CEO Eric Carney said that the project plans already includes a commitment to provide free transportation between the new hospital campus and the existing Long Branch site.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"DNXHQWN5PRGXNMOBUWJ3KMEQUM\">As for public transportation, Carney said the closest NJ Transit stop is in Fort Monmouth, approximately a mile from where the Vogel Medical Campus is being developed. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"AYWZC5QWUNFWVFFQLKVCUVS2LE\">He said the hospital will work with the New Jersey Department of Transportation and NJ Transit to facilitate having bus stops routed to the Vogel Medical Campus. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"SPF6Q2FV6NE5ZDT25V5D5V6PWY\">Long Branch residents have raised concerns that the move will exacerbate disparities by making more health care difficult to access, but Carney said the relocation will actually lead to greater access for patients. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"AJRPVHOAUFELZOW3FZSPUCEXSA\">For example, he said Monmouth Medical Center averages 185 inpatients daily, 86% living outside of Long Branch.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"R3GYZLTASVCAFDDU55CMUEF6FI\">Carney also disagreed that a relocation would overwhelm other hospitals or have a destabilizing effect on health care in the region. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"J5JLHL64AJEVVIYEV74SW5U53I\">He said the hospital plans to hire more staff, host student doctors and recruit from hospitals throughout the country to meet demand. At least 83% of the existing employees in Long Branch are expected to remain in their current roles.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"MBAO7MSTEZB3PERW4Q7MUYSYNM\">\u201cI think it ultimately will improve healthcare outcomes for our community,\u201d Carney said.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"FP4FRCQNABGKLDBLDM7HPWJYSA\">Board members appeared satisfied with the additional information and ultimately accepted the Department of Health\u2019s recommendation for approval. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"2CMR5MSUFVBJZPGA5HCFDQ5TKQ\">\u201cThis is not just a responsible plan for Monmouth County but a forward thinking one for the residents of Monmouth County and all who will benefit,\u201d said Slavin, former president and CEO of St Joseph\u2019s Health. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"7KW3FTQ5HBC6FKWKUUW4TWAVHY\">However, the application was not approved outright. The approval is contingent on 17 conditions outlined by the state Department of Health \u2014 among them, an outreach plan to ensure residents are aware of the move, availability of no-charge transportation from Long Branch to the Vogel Medical Center Campus, an agreement to prioritize hiring current Monmouth Medical Center employees for positions at the new facility and the creation of a Community Advisory Group. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"CLCI25I45VF4NG4TVKJQRKG6MY\">The State Health Planning Board also tacked on three more conditions:<\/p>\n<p>The continuation of outpatient services at Monmouth Medical Center in perpetuity, subject to a state-approved periodic review process.A documented engagement with NJ Transit to expand transportation services to the new hospital facility.A commitment to invest in community public health programs that focus on preventative care.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"WIPNSN3JR5DOJOZKZUM7OP267Y\">Carney said Thursday he was in full agreement with the conditions.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"RZSQEXUUCRFRNOT4EYHXJ7I5MA\">There will still be a range of services available at Monmouth Medical if the move is approved. The hospital will remain open 24 hours a day, seven days a week and maintain its current full-service emergency department.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"QZQDA64WV5F5VPTOOXNNKRWTRM\">The hospital will also continue to offer inpatient and outpatient behavioral health services, imaging services, outpatient surgery and specialty clinic services and adaptable patient rooms capable of providing intensive care.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"IUYZHFPTUFCSDJCDGNKQS3YEL4\"><a href=\"https:\/\/www.nj.com\/healthfit\/2025\/10\/nj-hospital-moving-most-of-its-services-to-another-town-this-lawmaker-blames-murphy.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.nj.com\/healthfit\/2025\/10\/nj-hospital-moving-most-of-its-services-to-another-town-this-lawmaker-blames-murphy.html\">U.S. Rep.
