Cintron\u2019s new compensation is retroactive to Oct. 1, the start of the 2026 fiscal year.<\/p>\n<p>The hospital\u2019s seven-member board of managers voted 6-0 to approve his salary at its public meeting Tuesday, with one member abstaining. The board also approved a bonus of $346,449 based on Cintron\u2019s recent job evaluation, a <a href=\"https:\/\/elpasomatters.org\/2025\/04\/24\/university-medical-center-el-paso-ceo-jacob-cintron-salary-2024-2025\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">significant leap from last year\u2019s bonus<\/a>, as well as the performance metrics for 2025.<\/p>\n<p>El Paso Matters filed a public records request for Cintron\u2019s job evaluation and new performance metrics, but did not receive the documents by the time of publication.<\/p>\n<p>Cintron did not immediately respond to El Paso Matters\u2019 request for comment.<\/p>\n<p>UMC board Chair Kristina Mena said the board \u201cundertakes a fact-based evaluation that includes independent market analysis and a comprehensive review of performance metrics\u201d every year.<\/p>\n<p>\u201cThis year, the data show that Mr. Cintron continues to perform at a level that strengthens our entire Hospital District and healthcare system for the region,\u201d Mena wrote in an emailed statement. \u201cThe compensation adjustment we approved reflects both his achievements and the need to ensure our organization remains competitive in attracting and retaining top-tier executive talent.&#8221;<\/p>\n<p>The board has gradually increased Cintron\u2019s pay raise in recent years with a <a href=\"https:\/\/elpasomatters.org\/2024\/03\/21\/university-medical-center-el-paso-ceo-jacob-cintron-salary-2023\/\" rel=\"nofollow noopener\" target=\"_blank\">7% bump<\/a> in 2024 to a <a href=\"https:\/\/elpasomatters.org\/2025\/04\/24\/university-medical-center-el-paso-ceo-jacob-cintron-salary-2024-2025\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">12.8% increase<\/a> this previous fiscal year. Cintron began leading the county hospital district in 2016.<\/p>\n<p>For comparison, Dr. Frederick Cerise, CEO of Dallas County\u2019s public health system Parkland Health, received a base pay of about $1.02 million in fiscal year 2024, according to the latest available tax filing. Dr. Karen Duncan, <a href=\"https:\/\/fortworthreport.org\/2023\/11\/13\/jps-board-extends-ceos-contract-sets-annual-salary-at-950000\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">CEO of Tarrant County\u2019s public hospital system<\/a> JRS Health Network, received a $950,000 annual salary offer from the board of managers in 2023.\u00a0<\/p>\n<p>Consideration for CEO compensation<\/p>\n<p>UMC is El Paso\u2019s only public, nonprofit hospital. The hospital district oversees a <a href=\"https:\/\/elpasomatters.org\/2025\/08\/05\/umc-el-paso-county-propose-tax-increase-over-voter-approved-bonds\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">2026 expense budget<\/a> of $1.9 billion \u2013 about $200 million more than the previous fiscal year in large part to pay for new and expanding facilities and about 140 additional full-time employees.<\/p>\n<p>Cintron\u2019s rising salary tracks with the rise of CEO salaries at other public and nonprofit hospitals.<\/p>\n<p><a href=\"https:\/\/elpasomatters.org\/2025\/11\/11\/el-paso-childrens-hospital-ceo-salary-cindy-stout-2024\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">READ MORE: How much does El Paso Children\u2019s Hospital CEO Cindy Stout make?<\/a><\/p>\n<p>From 2012 to 2019, the mean salaries for CEOs of nonprofit hospitals and health care systems grew 30% with inflation adjusted, while the mean wages for health care workers grew by only 5.4%, according to a recent <a href=\"https:\/\/journals.lww.com\/lww-medicalcare\/fulltext\/2025\/10000\/nonprofit_hospital_ceo_compensation__does_quality.10.aspx\" rel=\"nofollow noopener\" target=\"_blank\">report<\/a> from Rice University.<\/p>\n<p>In 2023, UMC raised its minimum hiring wage from $14 to $15.<\/p>\n<p>Rice University researchers looked at the link between quality of care and higher pay among nonprofit hospital CEOs. The study found better quality care was associated with higher CEO compensation, but that the association was weaker in 2019 than it was in 2012.<\/p>\n<p>A statement provided through UMC spokesperson Estefan\u00eda Morgan listed several items the board took into consideration for Cintron\u2019s compensation.<\/p>\n<p>This year, the hospital district opened its <a href=\"https:\/\/elpasomatters.org\/2025\/05\/22\/umc-urgent-care-clinic-eastlake-horizon-el-paso-opens\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">first urgent care clinic<\/a>, located near Horizon City. It also added services to its satellite locations, including anemia and orthopedic treatment at the Northeast clinic, and neurosurgery at the Eastside clinic.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2025\/12\/Screenshot-2024-08-12-110736-1024x576.png\" alt=\"\" class=\"wp-image-81252\"\/>UMC El Paso CEO Jacob Cintron speaks at a Aug. 12, 2024 meeting where county commissioners approved putting the hospital district&#8217;s bond request on the November 2024 ballot.<\/p>\n<p>The board credited Cintron\u2019s leadership for the successful passage of the multimillion dollar <a href=\"https:\/\/elpasomatters.org\/2025\/08\/05\/umc-el-paso-county-propose-tax-increase-over-voter-approved-bonds\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">UMC bond<\/a>, which voters approved in November 2024. The bond will expand health care services throughout the county, upgrade the main hospital, form a new burn center and contribute to the upcoming cancer center.<\/p>\n<p>The hospital district brought in $1.8 billion in revenue, a 29% increase over last year. The district also saw a 12% increase in outpatient visits and 11% increase in surgeries, according to the statement.<\/p>\n<p>UMC expects to bring in $175 million in taxpayer dollars this fiscal year, which is about 10% of the hospital\u2019s projected revenue. Patient service fees \u2013 about $874 million \u2013 make up for 46% of the hospital district\u2019s revenue.<\/p>\n<p>Who are the UMC board members?<\/p>\n<p>The UMC board of managers is made up of seven, unpaid members appointed by the El Paso County Commissioners Court, which also must approve the hospital district\u2019s annual budget but does not have a say in the CEO\u2019s salary.\u00a0<\/p>\n<p>The board holds a public meeting once a month on the eighth floor of the hospital, which people can join online or in person.<\/p>\n<p>During the meeting, members discuss and approve various items, including CEO reports, contracts, policy changes and appointments to related organizations, such as Emergence Health Network board of trustees.
