What to know about your options"},"content":{"rendered":"<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaqtnjs004026pd57eiaubf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The cavalry is not coming to save the Affordable Care Act\u2019s enhanced premium subsidies before they lapse at year\u2019s end. And while the House is expected to vote in January on a Democratic proposal to extend them for three years, the effort faces significant hurdles in the Senate.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso600053b6p92umq1w7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            This means that <a href=\"https:\/\/www.cnn.com\/2025\/11\/09\/politics\/aca-enrollment-premiums-increase-impact\" rel=\"nofollow noopener\" target=\"_blank\">millions of Americans<\/a> will likely have to shell out more \u2014 in some cases, a lot more \u2014 for coverage in 2026 or go uninsured. They could also try to find less expensive policies, though those usually involve tradeoffs.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso600063b6pqactjjl6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Extending the beefed-up subsidies has been at the center of several battles on Capitol Hill in recent months. Democratic lawmakers refused to fund the federal government this fall unless the <a href=\"https:\/\/www.cnn.com\/2025\/09\/17\/politics\/obamacare-subsidies-extension-government-shutdown\" rel=\"nofollow noopener\" target=\"_blank\">subsidies were renewed<\/a>, leading to a record-long shutdown that only <a href=\"https:\/\/www.cnn.com\/2025\/11\/10\/politics\/government-shutdown-deal-takeaways\" rel=\"nofollow noopener\" target=\"_blank\">ended<\/a> in mid-November with an <a href=\"https:\/\/www.cnn.com\/2025\/11\/09\/politics\/democrats-voting-government-shutdown-deal\" rel=\"nofollow noopener\" target=\"_blank\">agreement<\/a> to hold a vote in the Senate on the matter. Both Democratic and Republican health care bills <a href=\"https:\/\/www.cnn.com\/2025\/12\/11\/politics\/health-care-vote-republicans-congress-obamacare\" rel=\"nofollow noopener\" target=\"_blank\">failed to pass<\/a> the chamber last week.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso600073b6p67smaled@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Moderate House Republicans <a href=\"https:\/\/www.cnn.com\/2025\/12\/15\/politics\/health-care-house-republicans\" rel=\"nofollow noopener\" target=\"_blank\">fought<\/a> with their <a href=\"https:\/\/www.cnn.com\/2025\/12\/15\/politics\/gop-health-care-new-bill-house\" rel=\"nofollow noopener\" target=\"_blank\">leadership<\/a> this past week over temporarily extending the more generous assistance. Four of them ultimately decided to <a href=\"https:\/\/www.cnn.com\/2025\/12\/17\/politics\/obamacare-subsidies-discharge-petition-johnson-healthcare\" rel=\"nofollow noopener\" target=\"_blank\">go nuclear and back<\/a> the Democrats\u2019 proposal.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso600083b6py5rxls1c@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Here\u2019s what you need to know now:\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso6000a3b6pm7uv0pqq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            No! Only the <a href=\"https:\/\/www.cnn.com\/2021\/03\/31\/politics\/affordable-care-act-subsidies-stimulus-april-1\" rel=\"nofollow noopener\" target=\"_blank\">enhanced premium subsidies<\/a> enacted by the Biden administration as part of a 2021 Covid-19 relief package are expiring.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso6000b3b6phge9iaw2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The original subsidies, which are in the 2010 landmark health reform law, will continue to be available. They limit monthly payments for the benchmark plan to no more than about 10% of enrollees\u2019 household income for those earning less than 400% of the federal poverty level, or about $62,600 for an individual and $128,600 for a family of four.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso6000c3b6pqzj0t9ga@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But the enhanced subsidies made Obamacare coverage much more affordable, which helped draw a <a href=\"https:\/\/www.cnn.com\/2025\/01\/08\/business\/obamacare-affordable-care-act-record-signups\" rel=\"nofollow noopener\" target=\"_blank\">record 24.3 million people<\/a> to sign up for 2025 policies. Lower-income Americans were able to enroll in policies with $0 or near $0 monthly premiums, while those in the middle class became eligible for help for the first time. Four out of five consumers were able to find 2025 plans for $10 or less a month.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso6000d3b6pth2cvvay@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Some Americans may also qualify for extra help from their states. Ten states provide eligible residents with additional state-funded subsidies that could blunt some of next year\u2019s premium increase.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso6000e3b6p9in44b9e@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            California, for instance, has allocated $190 million to replace the enhanced subsidies for many of its lowest income enrollees for 2026, said Jessica Altman, executive director of Covered California, the state-run exchange. However, that doesn\u2019t come close to the $2.5 billion in federal enhanced subsidies that Golden State enrollees received this year.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso6000f3b6pc0puzrmz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In Massachusetts, residents with incomes below 400% of the federal poverty level qualify for longstanding state subsidies that will provide some additional aid, though most enrollees will still see their premiums rise, said Audrey Morse Gasteier, executive director of the Massachusetts Health Connector.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso6000g3b6piodpr42q@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Nationwide, enrollees\u2019 annual premium payments are expected to spike by more than $1,000 \u2014 or 114% \u2014 due to the lapsing of the enhanced subsidies, according to KFF, a nonpartisan health policy research group.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso6000i3b6p16o9gd3o@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Shop!\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso6000j3b6pzg3l4wda@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Many Affordable Care Act enrollees allow themselves to be automatically renewed into the same plan year after year. But it\u2019s more important than ever for consumers to log onto their exchange, update their estimated income and check out available plans. They can also get in touch with an enrollment navigator, insurance broker or agent to discuss their medical needs and budget to see what policies might work for them.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso6000k3b6pifspduyi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The phones have been ringing off the hook at the Covering Florida navigator program this enrollment season, said director Xonjenese Jacobs. It has already received more than 1,750 calls this year, compared to around 500 to 750 calls at this time last year.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso6000l3b6px6zhwdhp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Those whose premiums have skyrocketed beyond affordable levels could explore whether other insurers offer less expensive options or whether plans with higher deductibles and out-of-pocket costs have more reasonable premiums. They can check whether policies with narrower doctor networks or more restrictive HMO plans would reduce their monthly tab.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso6000m3b6pbpepz5dk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            If consumers can\u2019t afford any Obamacare policies, Covering Florida navigators also help them review alternatives to Affordable Care Act policies, such as short-term plans. But the navigators want to make sure that people consider plans that meet their medical needs since these alternatives typically don\u2019t offer the comprehensive benefits and protections available in ACA policies.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso6000n3b6pq82ijmtt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            More clients, however, are saying they have to forgo coverage for the coming year because of the higher premiums. In these cases, the navigators point them to federally qualified health centers that have sliding scale prices, Jacobs said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso6000o3b6pmsktglg3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cPeople are talking to you in real time while they\u2019re literally trying to figure out what their next steps are going to be for their life,\u201d she said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso6000p3b6puhx69j6b@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThey\u2019re saying, \u2018I have to have this coverage.\u2019 Or in some instances, they\u2019re like, \u2018I feel like it\u2019s important for me to have health insurance, but I can\u2019t afford this, so I need to figure out how I can make sure I continue to take care of my health care needs,\u2019\u201d Jacobs continued.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso6000q3b6pscplao4u@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Covered California sent enrollees notices that included details about their current policy and subsidy amount but also listed another plan on the exchange with a lower premium so they could see that they have options, Altman said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso6000r3b6pmgr50auw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cMost people in Covered California \u2026 have plans available to them that cost less than the plan they have today,\u201d she said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso6000s3b6pkv3xmym3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            While consumers should seek help if they feel they need it, they should also be aware of scams, said Devon Trolley, executive director of Pennie, Pennsylvania\u2019s Affordable Care Act marketplace. Aware that people are concerned about premium hikes, fraudsters may try to push skimpier plans or fake coverage.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso6000u3b6psn1eftx7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The lapse of the subsidies is already taking a toll, say state exchange leaders. More people have been waiting to explore their options and to pick a plan in the hope that Congress will act before year\u2019s end.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso6000v3b6pwx6gt888@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Several directors told CNN that new enrollment is down, terminations are up and more people are switching to less expensive plans, particularly bronze plans, which have lower premiums but higher deductibles and out-of-pocket costs. (Obamacare plans typically have four metal tiers, ranging from bronze to platinum.)\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso6000w3b6pj548k1o1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            At Your Health Idaho, the number of new customers fell 22% from last year, while twice as many customers terminated their coverage, said Pat Kelly, executive director of the state-run exchange. People who disenrolled cited affordability at three times the rate of prior years.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso6000x3b6pv5zzhcr7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Also, about 59% of enrollees selected bronze plans for 2026, compared to about 49% for this year.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso6000y3b6p0w30pvqb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cAny time you see a shift in the metal tiers, from gold and silver to bronze, it\u2019s a pretty good indicator of affordability concerns,\u201d Kelly said, noting that open enrollment ended on Monday.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso6000z3b6p38u1jxz2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In New York, consumers are flocking to the New York State of Health website, call center and navigators, but a smaller share are actually selecting plans, Danielle Holahan, executive director of New York State of Health, the state\u2019s exchange, said. Last year, 70% of those found eligible for coverage went on to enroll. This year, the figure is 64%.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso600103b6p12axr70l@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThere\u2019s a lot of shopping and there\u2019s less enrolling,\u201d she said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso600113b6po435c0be@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            New sign-ups are also down considerably in Pennsylvania and California. Overall, the 21 state-based exchanges have seen an 18% decrease in new customers to 210,500 through November 22, according to data released by the Centers for Medicare and Medicaid Services. The federal exchange, healthcare.gov, which handles enrollment for 30 states, has experienced a slight uptick in such consumers to 739,000 through November 29, according to CMS, which did not respond to a request for comment.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso600123b6pysmyx6x0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Exchange leaders consider new enrollments a better indicator than returning consumers or total sign ups, in part because many states saw big jumps in enrollment for 2025 so they expect to see a larger number of returning customers.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso600133b6pcuvu7v7b@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Also, existing customers who are automatically reenrolled into 2026 policies may opt to end their coverage by not making premium payments next year. Those who actively enrolled may try to make some initial payments but find they can\u2019t afford it and drop their policies.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso600143b6pyze8uc08@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Already, the share of Pennsylvania enrollees effectuating their 2026 coverage by making their first month\u2019s payment is 10 percentage points lower than a year ago, Trolley said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso600153b6p626p3x2a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Several exchange directors told CNN they won\u2019t have a good handle on 2026 enrollment \u2014 and the impact of the subsidy lapse \u2014 until April at the earliest. (Consumers who stop paying their premiums remain covered for three months before their policy is terminated.)\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso600163b6p12equ60c@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThere\u2019s going to be a lot of coming and going,\u201d Morse Gasteier said. \u201cParticularly with respect to terminations, that may not be a clear picture right away.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso600183b6pxwlgyow5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The leaders of state-based exchanges told CNN that they will be able to update their systems if Congress acts next month, though it may take time. A straightforward extension of the enhanced subsidies would be the quickest to implement. But if lawmakers make changes \u2014 such as setting an income limit or requiring minimum premium payments \u2014 it could take more time.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso600193b6pvf37hxa2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The state exchanges would let consumers know about the enhanced subsidy renewal and allow them to come back to sign up for coverage or to switch plans, leaders told CNN.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso6001a3b6pf54w6dhy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Massachusetts\u2019 exchange could update its systems and notify consumers in about 15 days if Congress extends the enhanced subsidies with no changes in January, Morse Gasteier said, noting it has a \u201cplan on a shelf.\u201d The marketplace had to make changes to premiums and subsidies in 2021, when the enhanced subsidies were enacted.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmjaquso6001b3b6pbt0hc2wk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Similarly, it would only take New York a week or two to adjust premiums and issue notices if the enhanced subsidies were simply extended, Holahan said.
