It can extend and enlarge PLI support not just for solar modules but also for upstream inputs such as polysilicon, wafers, cells, wind components, battery cells, power electronics and green hydrogen equipment to reduce import dependence and encourage fully integrated manufacturing chains. The budget can introduce long\u2011term deployment targets and purchase guarantees that align with manufacturing capacity growth, giving producers predictable market demand and reducing the risk of overcapacity. It can lower customs duties on critical raw materials not yet produced domestically, and extend duty exemptions for advanced manufacturing equipment to improve competitiveness.<\/p>\n<p>The budget can facilitate special green financing instruments such as targeted lines of credit, low\u2011interest loans, partial credit guarantees and enhanced access to long\u2011term capital for manufacturers, especially MSMEs, to lower cost of capital and accelerate capacity expansion.
