{"id":405127,"date":"2026-01-13T19:42:12","date_gmt":"2026-01-13T19:42:12","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/405127\/"},"modified":"2026-01-13T19:42:12","modified_gmt":"2026-01-13T19:42:12","slug":"senate-and-house-leaders-want-more-details-about-tax-cut-and-pay-raise-proposals","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/405127\/","title":{"rendered":"Senate and House leaders want more details about tax cut and pay raise proposals"},"content":{"rendered":"<p>West Virginia\u2019s Senate president and House speaker want to know more about the governor\u2019s proposals for tax cuts and state employee pay raises.<\/p>\n<p>And Senate President Randy Smith says that chamber\u2019s Republican supermajority has a plan for the session that starts tomorrow, although he indicated that is largely being shaped by committee chairs. Smith\u2019s comments offered few specifics.<\/p>\n<p>That was all ground covered during the annual Issues &amp; Eggs Legislative Breakfast hosted by the Charleston Area Alliance. This year\u2019s moderator for the panel with Senate President Smith and House Speaker Roger Hanshaw was retired MetroNews Talkline host Hoppy Kercheval.<\/p>\n<p>Gov. Patrick Morrisey\u2019s State of the State speech at 7 p.m. Wednesday will set a tone for the session, and the governor has already proposed additional personal income tax <a href=\"https:\/\/wvmetronews.com\/2026\/01\/05\/as-regular-session-nears-governor-floats-another-tax-cut\/\" rel=\"nofollow noopener\" target=\"_blank\">cuts of 5 to 10%.\u00a0<\/a><\/p>\n<p>The Legislature and the prior administration cut its personal income taxes significantly in recent years through a series of legislative and trigger-based reductions, resulting in a cumulative decrease of more than 20% since 2023.<\/p>\n<p>So while Hanshaw and Smith did not rule out additional tax cuts, they want to know more about the details.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-603800 size-thumbnail\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2026\/01\/Smith_Randy-2025-M-107x150.jpg\" alt=\"\" width=\"107\" height=\"150\"  \/>Randy Smith<\/p>\n<p>\u201cEverybody\u2019s always for cutting taxes,\u201d said Smith, R-Tucker. \u201cI\u2019m a big tax cut guy, as well as probably everybody in this room. But the only difference is, the House and the Senate, sometimes we have to be the adults in the room because we have to pay the bills.<\/p>\n<p>\u201cWe have to make sure that you know that we\u2019re not going to bankrupt the state, or you know we\u2019re not going to destroy programs. So until we see exactly what \u2014 I\u2019m speaking for myself \u2014 until we see exactly what he\u2019s wanting to do, it\u2019s hard to say we\u2019re going to support. I support tax cuts, but I support responsible tax cuts.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-480857 size-thumbnail\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2026\/01\/hanshaw_roger-1-100x150.jpg\" alt=\"\" width=\"100\" height=\"150\"  \/>Roger Hanshaw<\/p>\n<p>Hanshaw followed up by saying, \u201cI don\u2019t know that I\u2019m a no. We want to be the lowest tax environment we can. I think it would be irresponsible for me to prematurely judge the governor\u2019s proposal until he lays it out tomorrow night.<\/p>\n<p>\u201cObviously, there\u2019s an appetite for tax reduction in almost any form. We want to be the lowest tax environment we can. I don\u2019t want to prejudge his proposal until he gives us the details about it tomorrow night. We\u2019re certainly not in no, put it that way.\u201d<\/p>\n<p>Both the governor and the Republican majority in the House have proposed some sort of pay raise, but it\u2019s not yet been clear if there\u2019s agreement on an amount or who would be eligible for the raise.<\/p>\n<p>Delegates last month <a href=\"https:\/\/wvmetronews.com\/2025\/12\/09\/house-majority-previews-a-range-of-economic-development-priorities\/\" rel=\"nofollow noopener\" target=\"_blank\">described a pay raise<\/a> proposal aimed teachers and service personnel.<\/p>\n<p>Morrisey, a few days later, described the <a href=\"https:\/\/wvmetronews.com\/2025\/12\/11\/morrisey-announces-planned-state-pay-increase-expands-on-plans-by-house-republicans\/\" rel=\"nofollow noopener\" target=\"_blank\">outlines of a pay raise<\/a> for all state employees.<\/p>\n<p>\u201cWe discussed our priorities a couple of weeks ago. We talked about the need to continue down the path that we\u2019re on, specific to educators, I believe, I don\u2019t want to misquote the governor, but I believe he called for a broader pay raise a few days later when he gave some public comments,\u201d Hanshaw said.<\/p>\n<p>\u201cSo I think there is every reason to believe there\u2019ll be a pay raise of some sort. We have traditionally done increments of five percentage points over time. I don\u2019t know what he\u2019ll call for tomorrow night, but I think it\u2019s safe to say that\u2019s in the mix of conversations.\u201d<\/p>\n<p>Although the House has been explicit about many of its priorities, mostly having to do with economic and workforce development, the Senate so far <a href=\"https:\/\/wvmetronews.com\/2026\/01\/12\/governor-and-house-have-started-laying-out-proposals-but-senate-is-a-wild-card\/\" rel=\"nofollow noopener\" target=\"_blank\">has been less clear.\u00a0<\/a><\/p>\n<p>Senator Eric Tarr, R-Putnam, made waves when he made a volunteer appearance at Friday\u2019s Legislative Lookahead preview of the session\u00a0<a href=\"https:\/\/www.newsandsentinel.com\/news\/business\/2026\/01\/legislative-lookahead-house-leaders-focus-on-economic-development-senate-focus-unclear\/\" rel=\"nofollow noopener\" target=\"_blank\">and told<\/a> attendees of the West Virginia Press Association event that the Senate has no agenda. Tarr repeated his assessment this week on MetroNews Talkline.<\/p>\n<p>Smith said he took no umbrage but disagreed with the assessment.<\/p>\n<p>\u201cWell, the Senate or the House, either one, can always be a free for all, a chance of it. But, you know, I\u2019ve never read his comments. I\u2019ve had, of course, I\u2019ve had several people (ask). But you know, he\u2019s a state senator. He\u2019s entitled to his his opinion. You know, I like Senator Tarr. He\u2019s a very bright man, you know, he\u2019s got his opinion,\u201d Smith said.<\/p>\n<p>\u201cI\u2019ve got a job to do, and all I can tell you is I\u2019m going to do my job. We do have a plan. I\u2019ve got committee chairs sitting in here that\u2019s been working on this, on things, their agenda since we left last session. So to say that we don\u2019t have a plan is is kind of unfair, because we do have a plan.\u201d<\/p>\n<p>He went on to say, \u201cYou know, I put my committee chairs out there because they\u2019re the experts on whatever they\u2019re running. So I\u2019m not going to go out there and, you know, seek publicity or, you know, bash anybody, because my job is to run the state Senate. I\u2019ve got a good team. I\u2019m proud of all my committee chairs, and they\u2019ve worked hard all summer.\u201d<\/p>\n<p>The Senate president described the full volume of bills that will be introduced and considered, and he said many of them don\u2019t receive a public spotlight.<\/p>\n<p>\u201cWe have a plan. I mean, maybe I should apologize because I\u2019m not out there, you know, having a press conference or whatever. But I\u2019m old school, a blue collar worker. I believe that just going and getting the job done. I don\u2019t want the credit for it, because I\u2019m just the leader.\u201d<\/p>\n<p>The Senate president concluded by saying, \u201cWe\u2019ll be all right.
