{"id":407679,"date":"2026-01-15T00:26:29","date_gmt":"2026-01-15T00:26:29","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/407679\/"},"modified":"2026-01-15T00:26:29","modified_gmt":"2026-01-15T00:26:29","slug":"fractious-portland-city-council-finally-breaks-impasse-elects-reluctant-hero-as-new-president","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/407679\/","title":{"rendered":"Fractious Portland City Council finally breaks impasse, elects \u2018reluctant hero\u2019 as new president"},"content":{"rendered":"<p class=\"article__paragraph article__paragraph--left\" id=\"PYWZGLCBRBEFDNMPG2CHMAYCT4\">After hours of deadlock, debate and<a href=\"https:\/\/www.oregonlive.com\/politics\/2026\/01\/portland-city-council-fails-to-elect-next-president-amid-fractious-political-fight.html\" target=\"_blank\" rel=\"nofollow noopener\"> deepening signs of discord,<\/a> the Portland City Council elected its next president Wednesday.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ETG7BQRKDFGURFLO326RKCL7WU\">Councilor<a href=\"https:\/\/www.oregonlive.com\/editors\/2024\/09\/jamie-dunphy-portland-city-council-district-1.html\" target=\"_blank\" rel=\"nofollow noopener\"> Jamie Dunphy<\/a>, an east Portland representative and member of the council\u2019s<a href=\"https:\/\/www.oregonlive.com\/politics\/2025\/08\/portland-city-councilors-accused-of-breaking-public-meetings-law.html\" target=\"_blank\" rel=\"nofollow noopener\"> progressive caucus<\/a>, secured the post in a 9-3 vote in a 13th round of voting that occurred across three separate days.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"I4VAI7LCU5DPJFNFFRJQPNT6MM\">Four additional councilors \u2014 <a href=\"https:\/\/www.oregonlive.com\/politics\/2025\/12\/she-has-the-worst-job-in-oregon-politics-why-portlands-council-president-hopes-to-keep-it.html\" target=\"_blank\" rel=\"nofollow noopener\">Elana Pirtle-Guiney<\/a>, who served as council president last year, Sameer Kanal, Steve Novick and Loretta Smith \u2014 had also vied for the role but could not muster a majority of support.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"PD56LWVTLVC4XFJM7NZXDD7TJE\">Kanal, a fellow progressive caucus member, added Dunphy\u2019s name to the list of nominees after securing six votes in 11 consecutive rounds. Pirtle-Guiney, who earlier Wednesday had thrown her support behind both Novick and Smith, subsequently cast the first and only vote for Dunphy in the 12th round.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"NO324VXBEREGFPKIHFRSKJ5PRU\">By the next round, eight other councilors \u2014 Dunphy, Kanal, Candace Avalos, Olivia Clark, Mitch Green, Tiffany Koyama Lane, Angelita Morillo and Eric Zimmerman \u2014 had all joined Pirtle-Guiney. <\/p>\n<p><img fetchpriority=\"low\" loading=\"lazy\" decoding=\"async\" alt=\"Portland City Council\" class=\"article__image-content\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2026\/01\/NCVMJH4VBNFFRHX3FIOTO2IYV4.jpg\"  \/>Portland Council President Jamie Dunphy. Sean Meagher\/The Oregonian<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"GGOBCRMFSVCIHPCJ64HTAOJVMU\">\u201cThis is not something that I have been seeking and is not something I am excited about,\u201d said Dunphy, as deliberations that began in a meeting seven days ago neared their 12th and final hour Wednesday afternoon. \u201cBut if the only way out of an entrenched 6-6 stalemate is for me to step into this role, then I\u2019m willing, not happy, but willing to do this in service of this institution.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"W7FBGVPRDJDNVD6PWQ6NISZUC4\">After Dunphy assumed the role of council president, the body nominated and approved Councilor Olivia Clark, who represents the city\u2019s westside and a portion of Southeast Portland, as council vice president in an 11-0 vote.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"OQP452GLEFCF3M6CNYT3TBXUOU\">Smith declined to support Clark\u2019s candidacy.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"6T7JLUSGOBA35P74H26UGF5EAI\">Dunphy\u2019s election caps a chaotic week at City Hall in which council factions remained deadlocked over their preferred picks, refused to budge and ratcheted up attacks on colleagues.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"TWJSWFCK2NA27KYPIVFD73PUWU\">It also puts a representative and champion of<a href=\"https:\/\/www.oregonlive.com\/politics\/2024\/10\/east-portlands-years-of-neglect-could-end-as-candidates-vie-for-3-new-city-council-seats.html\" target=\"_blank\" rel=\"nofollow noopener\"> a historically neglected<\/a> part of Portland, one that is also the city\u2019s poorest and most racially diverse, as the most powerful figure on the council, with special agenda-setting authority.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"CSFUAB2FPJBV5OP3WBV5UZUHYQ\">Dunphy, however, made it clear that he intended to disperse some of those duties across the legislative body, and would even \u201cinvite my sharpest critics to be advisors.\u201d He also said that he would not run for the position again next year and agreed to step back from his work on the progressive caucus. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ZDAXRMCV7VEAZKB2DEX3FONXCU\">Members of the group, including Dunphy, currently <a href=\"https:\/\/www.oregonlive.com\/politics\/2025\/12\/ethics-commission-investigates-progressive-portland-city-councilors-over-august-retreat.html\" target=\"_blank\" rel=\"nofollow noopener\">face a state ethics investigation<\/a> into whether they violated public meetings law when they held a retreat last summer.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"DSOSIYGNSVDSBDCIQZZ7ZTYF3Q\">\u201cI will use this role to distribute power, not consolidate it,\u201d he said. \u201cTo build systems that treat each of us the same and protect this council as an equitable body for our colleagues and our constituents. I really don\u2019t want this to be a yearly ritual of hardened battle lines. This has hurt my heart.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"OO7MUAVQ3RBSPB73ZQOPMICRXA\">Dunphy\u2019s willingness to serve as a compromise candidate drew strong praise from some of his colleagues.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"CRNIULJQONAN3JQLZPLGGLXX54\">\u201cYou\u2019re a reluctant hero, and I think sometimes that\u2019s the type of person that is best suited for power, someone who doesn\u2019t strive to have it,\u201d Morillo said.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ZAXQXUVTKJGRZEVXVNPEIR2DYE\">Indeed.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"YR7C6T6UW5AY3ODB4DPBVDQLOY\">Speaking with The Oregonian\/OregonLive last month, Dunphy had called the role he now possesses the \u201cworst job in politics\u201d and said he would consider it \u201cunder no circumstances.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"V36LWSW3URB7ZDDTUS2YY5PKWM\">\u201cThere\u2019s no upside, and almost all downside. The majority of the time you\u2019re just reacting to other people\u2019s priorities,\u201d he said at the time. \u201cI am deeply uninterested in it. I came here to do policy work. I don\u2019t even want to be a committee chair.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"Y6CMTWVK6REXPL4RDJTWD4DBVY\">Deep divisions \u2014 both personal and political \u2014 have been part and parcel of the legislative body since Pirtle-Guiney<a href=\"https:\/\/www.oregonlive.com\/politics\/2025\/01\/portland-city-councilor-elana-pirtle-guiney-elected-to-powerful-council-president-post.html\" target=\"_blank\" rel=\"nofollow noopener\"> narrowly became<\/a> Portland\u2019s first council president under the city\u2019s new form of government last January. Her victory 12 months ago came in a ninth round of voting.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"NZMTV3LTOJHZTCAD5ATYYHD7DU\">Over the last year, the council has been evenly split on a range of issues, often between the closely aligned <a href=\"https:\/\/rosecityreform.substack.com\/p\/the-new-kids-on-the-bloc\" target=\"_blank\" rel=\"nofollow noopener\">six-member progressive caucus<\/a> \u2014 <a href=\"https:\/\/www.oregonlive.com\/politics\/2025\/12\/ethics-commission-investigates-progressive-portland-city-councilors-over-august-retreat.html\" target=\"_blank\" rel=\"nofollow noopener\">known as \u201cpeacock\u201d<\/a> \u2014 and the other six councilors, including Pirtle-Guiney, who are less in lockstep.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ONNBKDIUAJCRFNPOWSFYR7INW4\">While disagreements between various factions have flared on <a href=\"https:\/\/www.oregonlive.com\/politics\/2025\/05\/portland-city-council-diverts-new-police-dollars-to-parks-during-marathon-budget-meeting.html\" target=\"_blank\" rel=\"nofollow noopener\">policing<\/a>, <a href=\"https:\/\/www.oregonlive.com\/politics\/2025\/11\/portland-city-council-narrowly-rejects-proposal-to-cut-millions-for-homeless-camp-removals.htmlhttps:\/\/www.oregonlive.com\/politics\/2025\/11\/portland-city-council-narrowly-rejects-proposal-to-cut-millions-for-homeless-camp-removals.html\" target=\"_blank\" rel=\"nofollow noopener\">livability<\/a> and other <a href=\"https:\/\/www.oregonlive.com\/politics\/2025\/05\/prosper-portland-avoids-budget-cut-but-faces-scrutiny-over-independence.html\" target=\"_blank\" rel=\"nofollow noopener\">contentious topics<\/a>, there have also been sharp differences on governance and council operations.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"G4Z5XLGGCVEYJAHXLKCYJHSQC4\">Members have at times bristled at Pirtle-Guiney\u2019s leadership and<a href=\"https:\/\/www.oregonlive.com\/politics\/2025\/09\/portland-city-stall-councilors-struggle-to-find-their-governance-groove.html\" target=\"_blank\" rel=\"nofollow noopener\"> struggled to find a functional framework<\/a> for doing business or to even agree on what that might look like. Pirtle-Guiney last year was also unable to forge a governing majority or cement a coherent council policy agenda.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"CGG7GNIIIVDEZBAJBYOJ45HWIU\">For nearly seven hours last Wednesday, she and challenger Kanal, the first choice among Dunphy and other progressive caucus members, remained deadlocked at six votes apiece over nine successive rounds and amid a swirl of increasingly personal and bitter accusations.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"M5YTO645CVGZVK4DE5NSE3LYYA\">At one point, Zimmerman took several minutes to pointedly question Kanal\u2019s temperament, claiming his colleague routinely displayed \u201cjuvenile, disruptive\u201d behavior at council meetings and jeopardized the body\u2019s standing with the city administration.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"2R2SRKL76NCYPHAEKLWM3C3QBM\">The remarks prompted intense pushback from several of the council\u2019s members of color, who said they were often held to a different standard than their white counterparts.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"MLVH3NRBCREEVCUUQBU5KPLGEM\">\u201cI reject and frankly just do not agree with the narrative that is being painted right now about Councilor Kanal,\u201d Koyama Lane, who served as council vice president last year. \u201cAlso, it isn\u2019t lost on me that he is the only man of color on council.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5VMLQVF22JB45GKZJGNOSNUJ6M\">Tensions spilled into the following day, when Novick and Smith entered the council president contest. But the contentious election was soon delayed again after a federal immigration agent<a href=\"https:\/\/www.oregonlive.com\/crime\/2026\/01\/portland-police-responding-to-report-of-shooting-by-federal-immigration-agent.html\" target=\"_blank\" rel=\"nofollow noopener\"> shot two people<\/a> in east Portland.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"DLPLQZB2FFEZVFZH73MRUJWEN4\">Councilors resumed voting Wednesday morning. Four hours later, Dunphy had been chosen as the body\u2019s leader.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"DK4KFC7BYNDDZJDX7PDOBNSTSI\">While Portland\u2019s council president position comes with some agenda-setting authority, it holds far less power than leaders in other legislative bodies.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"AHIWFYEQRJA7BMK4NWXGQ6VHKA\">Under current rules, the council president sets meeting agendas but is required to bring forth any item proposed by a councilor or committee within 90 days. The president doesn\u2019t unilaterally appoint committee chairs or vice chairs like the House Speaker or Senate President in the Oregon Legislature.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"NIMADEFBPFCUTEHESVKHI4KFZY\">Meanwhile, any councilor can send a proposal to the committee of their choosing for discussion.
