Miles away in St. Paul, Matthew Kearns was questioning unfamiliar individuals near the school he graduated from decades ago.<\/p>\n<p id=\"anchor-e124b5\" class=\"body-graf\">The three are among the volunteers who have begun patrolling streets around elementary and high schools in the Twin Cities, using walkie-talkies, Signal group chats and whistles to warn families and school staff of immigration enforcement activities. The informal patrols have emerged amid a sharp surge of federal immigration personnel in Minnesota and the fatal shooting of Renee Nicole Good by an ICE officer last week.<\/p>\n<p id=\"anchor-5ee28d\" class=\"body-graf\">On Thursday afternoon, about two dozen adults lined the perimeter of Green Central Elementary School in central Minneapolis, just blocks from where Good was killed. Patrol volunteers scanned nearby streets and relayed updates in real time.<\/p>\n<p id=\"anchor-a4d3b7\" class=\"body-graf\">The father, Greg, a 42-year-old who asked that his last name not be published because of safety concerns for his family, said the patrols have forced families into impossible decisions on a daily basis.<\/p>\n<p id=\"anchor-64bf00\" class=\"body-graf\">\u201cEvery morning I feel like I\u2019m forced with the choice of \u2018Do I try to do patrol to protect my daughter and her preschool or do I come to my son\u2019s kindergarten to do patrol here?\u2019\u201d he asked. <\/p>\n<p id=\"anchor-fff014\" class=\"body-graf\">\u201cThose are the kind of choices that the community is being faced with.\u201d<\/p>\n<p id=\"anchor-0dd3d6\" class=\"body-graf\">Greg and eight other volunteers who spoke with NBC News said the patrols are especially aimed at protecting parents and school staff who are not U.S. citizens and fear being detained while coming and going from schools.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2026\/01\/260116-minneapolis-ice-schools-mn-2245-2c0f41.jpg\" alt=\"Minneapolis public school families, educators and students hold signs during a news conference at Lake Hiawatha Park in Minneapolis, on Friday, Jan. 9, 2026, demanding Immigration and Customs Enforcement be kept out of schools.\" height=\"1200\" width=\"1800\"\/>Minneapolis public school families, educators and students hold a news conference in Minneapolis on Jan. 9 to demand ICE be kept out of schools.Kerem Y\u00fccel \/ Minnesota Public Radio via AP<\/p>\n<p id=\"anchor-5bdd1b\" class=\"body-graf\">More than 3,000 federal immigration personnel have <a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/homeland-security-surging-agents-minneapolis-rcna252431\" target=\"_blank\" rel=\"nofollow noopener\">descended on Minnesota in recent<\/a> weeks, and more than 2,500 undocumented immigrants have been apprehended in Minneapolis since November, according to the Department of Homeland Security. The enforcement push \u2014 dubbed Operation Metro Surge \u2014 follows renewed scrutiny of a <a href=\"https:\/\/www.nbcnews.com\/tech\/internet\/ice-raids-minnesota-connect-years-old-fraud-scandal-rcna253151\" target=\"_blank\" rel=\"nofollow noopener\">state fraud investigation involving a number of individuals of Somali descent,<\/a> a link that community leaders say has fueled fear beyond those accused.<\/p>\n<p id=\"anchor-cd35c8\" class=\"body-graf\">The heightened enforcement has coincided with clashes between teachers, parents and federal law enforcement officers.<\/p>\n<p id=\"anchor-042cbf\" class=\"body-graf\">On Wednesday, a parent was detained by ICE at a school bus stop in Robbinsdale, a Minneapolis suburb, according to a <a href=\"https:\/\/www.rdale.org\/discover\/news\/article\/~board\/district-news\/post\/update-federal-ice-activity-within-the-district\" target=\"_blank\" rel=\"nofollow noopener\">statement<\/a> from Robbinsdale Area Schools Superintendent Teri Staloch. And last week, on the day Good was killed, U.S. Border Patrol agents clashed with teachers and protesters at the nearby Roosevelt High School. At least <a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/minneapolis-schools-cancel-classes-ice-raid-high-school-day-renee-nico-rcna253081\" target=\"_blank\" rel=\"nofollow noopener\">one educator was detained and released<\/a>, according to the teachers union.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2026\/01\/260108-roosevelt-high-school-minneapolis-ew-345p-58ca6e.jpg\" alt=\"Image: U.S. Border Patrol agents detain a person near Roosevelt High School\" height=\"1667\" width=\"2500\"\/>Border Patrol agents detain a man near Roosevelt High School during dismissal time the same day Renee Good was killed.Kerem Yucel \/ AFP &#8211; Getty Images<\/p>\n<p id=\"anchor-b2993c\" class=\"body-graf\">In response to the disruptions, the Minneapolis Public School District said last week it would offer online classes to its roughly 30,000 students until Feb. 12. St. Paul Public Schools, which serves more than 30,000 students, said Thursday it would offer a similar online option and will close school several days next week to prepare.<\/p>\n<p id=\"anchor-ae10d1\" class=\"body-graf\">DHS spokesperson Tricia McLaughlin said in a statement that \u201cICE is not going to schools to arrest children \u2014 we are protecting children,\u201d and that \u201ccriminals are no longer able to hide in America\u2019s schools to avoid arrest.\u201d<\/p>\n<p id=\"anchor-ae21cc\" class=\"body-graf\">\u201cOur officers are highly trained and in the face of rioting, doxxing, and physical attacks, they have shown professionalism,\u201d she added. \u201cThey are not afraid of loud noises and whistles.\u201d<\/p>\n<p>Bearing witness<\/p>\n<p id=\"anchor-43e8cb\" class=\"body-graf\">Kearns, 56, said the heightened enforcement has been visible beyond the schools where organized patrols first appeared. On Friday afternoon, he drove around Riverview Elementary School on Minneapolis\u2019 west side  \u2014 which has a large Latino population \u2014 watching sites he said have become flashpoints in recent weeks.<\/p>\n<p id=\"anchor-0b9236\" class=\"body-graf\">\u201cWe have basically a Gestapo coming in and infiltrating our neighborhood and just doing whatever they feel like they want to do,\u201d he said.<\/p>\n<p id=\"anchor-cb5d06\" class=\"body-graf\">The sightings pushed Kearns to begin patrolling the area around his former school.<\/p>\n<p id=\"anchor-a14bf1\" class=\"body-graf\">\u201cI grew up, born and raised here, went to this school, played football here, kissed my wife when I was a little boy,\u201d he said, pointing to a field on the school\u2019s property. \u201cWe protect our kids in our community. I mean, that\u2019s what every other community would do in this situation or any situation.\u201d<\/p>\n<p id=\"anchor-9fdf48\" class=\"body-graf\">As NBC News spoke with Kearns, a handful of volunteers \u2014 most of them parents \u2014 watched nearby. Several appeared visibly shaken, declining to discuss how the patrols were organized or how volunteers communicate, citing safety concerns about publicizing their plans. St. Paul Public Schools expressed gratitude for the \u201ccare and concern\u201d from the community but noted the patrols are being organized independently. The Minneapolis Public School District did not immediately return a request for comment.<\/p>\n<p id=\"anchor-588f42\" class=\"body-graf\">The patrols in Minneapolis mirror tactics that have emerged in other Democratic-run cities amid stepped-up immigration enforcement.  In recent months, volunteers in cities including <a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/chicago-teachers-immigration-enforcement-schools-scaring-kids-rcna236734\" target=\"_blank\" rel=\"nofollow noopener\">Chicago<\/a> and <a href=\"https:\/\/lapublicpress.org\/2025\/08\/community-school-ice-patrols\/?utm_source=chatgpt.com\" target=\"_blank\" rel=\"nofollow noopener\">Los Angeles<\/a> have deployed similar patrols.<\/p>\n<p id=\"anchor-6d7cc9\" class=\"body-graf\">Leah Hood, 42, an instructor at a nearby university, said she started patrolling Green Central Elementary School this week after hearing from her friends who were already volunteering. She said the presence of observers feels crucial in a moment when families fear encounters could happen without witnesses.<\/p>\n<p id=\"anchor-bbf4e2\" class=\"body-graf\">\u201cI mean, how horrifying that you would be kidnapped off the street while coming and going from school at all?\u201d she asked. \u201cBut how much more horrifying and terrifying is it to think that that could happen and no one would see it, and no one would be able to attest to the fact that this is real, and they did this to you?\u201d<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2026\/01\/260116-minneapolis-leah-hood-mn-2020-bdad29.jpg\" alt=\"Leah Hood\" height=\"2814\" width=\"4220\"\/>Leah Hood, 42, has been volunteering to patrol streets near Green Central Elementary School in Minneapolis this week. Prosecutors have asked the public to submit videos related to Good\u2019s killing, as much of the evidence gathered by the FBI remains inaccessible to local authorities. Minnesota Gov.
