Kennedy Jr. came to the state Capitol to <a href=\"https:\/\/www.pennlive.com\/news\/2026\/01\/rfk-jr-set-to-headline-a-maha-rally-in-harrisburg-this-week.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.pennlive.com\/news\/2026\/01\/rfk-jr-set-to-headline-a-maha-rally-in-harrisburg-this-week.html\">promote his health policy agenda,<\/a> he was surrounded on the steps of the Rotunda by loyal <a href=\"https:\/\/www.pennlive.com\/health\/2026\/01\/health-secretary-rfk-jr-holds-rally-at-pa-capitol-live-updates.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.pennlive.com\/health\/2026\/01\/health-secretary-rfk-jr-holds-rally-at-pa-capitol-live-updates.html\">Republican lawmakers.<\/a><\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"77JFIMEIHBHLXJVEXROUH3ZIGA\">He was also surrounded \u2014 geographically \u2014 by the nation\u2019s most ubiquitous purveyors of snack foods, from the potato chip, cheese puff and pretzel manufacturers of York County to the global confectionery behemoth Hershey Foods just a few miles down the road.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"7YU2POP3O5C63M44E5XCVSYBCQ\">Kennedy, who came to Harrisburg to promote his Make America Healthy Again policies, underscored the new dietary guidelines that he announced a few weeks ago. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"JIRSSQ3RKZBK5AXQBOQHLYJ7F4\">He is urging Americans to reduce their consumption of ultra-processed foods and snacks (a category that now explicitly includes products like white bread, flour tortillas and crackers.) <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"I43VKRBQQFCBLL5Q3CD3VFOSI4\">The buzz phrase of the event \u2014 used over and over by Kennedy and several Republican lawmakers who also spoke \u2014 was \u201ceat real food.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ZJX3Y3QBRBHKRKRRMZ47XPVXCM\">Kennedy criticized agri-food giants that have over decades, courted favor in Congress and transformed the American diet into one of the unhealthiest in the world, leading, he said, to rampant \u201cobesity, diabetes, allergies, autism, autoimmune disease, especially in children.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"EZF5CMHJEZDFXCZH6SAK55M6UU\">\u201cThat impulse, that universal impulse, is what drove Fruit Loops to the top of the food pyramid,\u201d Kennedy said, drawing chuckles from the audience in the Rotunda. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"DZU4REIJFVCYHOEWC37ARFU6FU\">\u201cWe\u2019re telling Americans it\u2019s time to start eating real food,\u201d he said. \u201cHoney, dairy, but also eat eggs, meat, fruit, vegetables, high fiber grains. These guidelines are going to drive a change in dietary culture.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"AUZNKXTIP5FZTOHG4PWO56F3SQ\">Kennedy said the new guidelines would not only change school lunches and meals provided to veterans, but \u201cit\u2019s going to drive change to the marketplace.\u201d <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ETH6P4IJBVAGLNDRGQ2DPDENW4\">The message \u2014 a clear signal from the top health official in the country \u2014 delivers a direct signal that ultra-processed foods are unhealthy, contribute to chronic illness and run counter to his national health policy agenda called MAHA, or Make America Healthy Again.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"P74QBZ2BWJEQ3NEGXFUAQVKAYY\">It\u2019s a message celebrated by the commonwealth\u2019s vast agricultural sector, which churns out an annual bounty of some of the nation\u2019s most popular orchard fruits, as well as dairy products and billions in revenue.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"J6G2W6A2XBEYXBFJN5RGO6Y544\">\u201cMy district is heavily agrarian, run by hard-working farming families that put food on the table for millions of Americans and as an agricultural powerhouse, Pennsylvania is the perfect place to kick off the \u2018Eat Real Food\u2019 tour,\u201d said Rep. David Rowe, a Republican whose district spans Snyder, Juniata, Mifflin and Union counties. \u201cEating Real Food matters because Americans, including Pennsylvanians, are facing worse health outcomes now than ever before.\u201d <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"LLYU2JZWDVAM7DSARDJEG2M3HE\">But it\u2019s a message that seems to run up against Pennsylvania\u2019s snack food industry, which generates over $5.1 billion in annual sales, with estimates for the specific \u201csnack food production\u201d market size at around $3.3 billion in 2026, according to industry advocates.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"PZVNZAHB2ZGA3MZSJBXGFOWNWU\">In fact, the Consumer Brands Association, a national trade group, has dubbed Pennsylvania the \u201cSnack Food Capital of the World\u201d due to major players like the Hershey Company and Utz Brands, which are part of an overall snacks and packaged goods sector that contributes over $111 billion to the state\u2019s economy. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ZTMJLWU4ZZBGFC3GW2Z5IWP6GI\">Alex Baloga, President and CEO, Pennsylvania Food Merchants Association, suggest the Commonwealth\u2019s snack industry doesn\u2019t have to run afoul of Kennedy\u2019s agenda.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"R34GKBELQRF5ZCXUTMV23NFF7A\">He said providing \u201chealthy, affordable options\u201d has long been part of the industry\u2019s focus. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"2VZICZYANNCEDENDAAHQYIIGI4\">\u201cRetailers are always working to meet consumer demand, and providing healthy, affordable options has long been part of that effort. Ultimately, we believe consumers are best equipped to make decisions for their families, and our members are working to provide choices for them to do so,\u201d Baloga said in an email to PennLive.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"2TBNOABAWZHSJBFGPRFWOPMJA4\">Similarly, the Hershey Company, purveyor of some of the world\u2019s most iconic candy brands, suggested a happy middle ground for the Trump administration and the confectionery.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"JESN4UCJUZCCDOY4IQTXG4XLCQ\">\u201cOur portfolio offers a broad range of snacking choices from individually wrapped treats and portion-controlled options to zero-sugar offerings, salty snacks, and protein bars,\u201d Todd Scott, a company spokesman, said in an email to PennLive. \u201cWe\u2019re focused on meeting consumers across the variety of snacking occasions they\u2019re seeking.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"IH24AXLMZJG23PVAG7HJHFIEEQ\">The Hershey Company, he said, aligns with the vision set forth by the National Confectioners Association to support the new MAHA policy.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"WURQXPRMTJHB3I2HWQWNV66B6I\">\u201cWe support and value the role of the dietary guidelines in promoting balanced nutrition,\u201d the association said in a statement earlier this month following Kennedy\u2019s announcement on the new policy. \u201cThe dietary guidelines have consistently reinforced for consumers what they already know about chocolate and candy \u2014 that they are treats, and not meal replacements \u2014 and this latest iteration reflects that same notion.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"WZOL5H6ER5GMBOPB7RE2ZIPPAE\">Speaking at the podium on Wednesday, Sen. Kristin Phillips-Hill, a Republican from York County, touted the agricultural bounty from her district, including peach growers, beef producers and dairy farms that give the county a \u201crich history as a national leader in agriculture&#8230;and provides some of the very best food for our nation.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"E3VTC77WGNFRVJL2YCCQJPDKUA\">But Phillips-Hill\u2019s district also encompasses some of the biggest manufacturers in the snack food industry, including Utz, Martins and Snyders of Hanover. She said the industry was keeping up with the times and changing attitudes about processed foods.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"CFCNRRBZ3ND3RO6SYVMDIASYBI\">\u201cTake a look at the commitment that many of our snack food manufacturers have made to make their products healthier,\u201d she said. \u201cUtz brands, for example, they announced a major initiative to remove all of the artificial colors and dyes from their products by the end of 2027. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"P5O22FBB4VENRIO5AY4FDVALEY\">\u201cAnd as of the end of 2025, 80% of the products that Utz produces are now free of synthetic dye. They\u2019re really focused on making real and simple products, using potatoes, using oils, not seed oils, using salt and they have really worked hard to make their products healthier.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"465ZZXMXFVHS5A3YASTYO5GV6Y\">Utz, Martins and Herr\u2019s did not immediately respond to requests for comment.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VUK2RVCTPBBRJHIVH25CHULH4U\">Phillips-Hill noted that some brands have rolled out healthier alternatives, citing Utz\u2019s Boulder Canyon brand, which the company touts in a \u201cBe for Real\u201d campaign that urges consumers to \u201cdisconnect from digital distractions and reconnect with real moments and simple pleasures\u201d \u2014 such as munching on the chips, which are made with avocado oil, sea salt and potatoes.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"4J2BWXRCNBA4XFJ7I45DYRYCJE\">In an interview with Food Business News last year, Howard Friedman, chief executive officer for Utz Brands, boasted about Boulder Canyon\u2019s unprecedented growth, surpassing $100 million in annual retail sales in 2024, and calling it a \u201cvery on-trend brand.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"2JWRELFGWBF4ZGL6K3YVRTVSLI\">Phillips-Hill suggested that Kennedy\u2019s health policy message resonated not only with everyday Americans but companies such as the ones in her district.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"QPCS7F6GWRD2HJ47H6YFQPTLQQ\">\u201cWhat the secretary of health is doing has really influenced those companies,\u201d she said. \u201cIt\u2019s included in making a better product for their consumers who purchase them and consume them.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"YSATAI756BHGPDYB32M5GBX52A\">For Misty Skolnick, co-owner of<a href=\"https:\/\/us.cisionone.cision.com\/c\/eJwszEtuKyEUhOHVwAyLR_eBM2DgibdhYai-5oZ2OkAsJauPHGX6leov0Ya8aJKIxpNnYqetvMdt23JKCD75NayZl1K81lpbf2MLA1kjMRljNXmwu10NgVkzeSqrWPSoBW_1Q-2pNvShaCu8reRLVvMY3E-vQbZ4n_MYwp2FvQh7-Xzkhv_o_WscHfMbbZzy-y7sRe4oNamOhjSgaom_cP0D4c5WBzJG9jj-NdSJLhZ94PFo9YlXRI7Zgf11dUwmFzIqBzJq8TqoFJJT8I6yDSh-NfIZ7U8AAAD__77dV6I\" target=\"_blank\" rel=\"nofollow noopener\"> <\/a><a href=\"https:\/\/us.cisionone.cision.com\/c\/eJwszEtuKyEUhOHVwAyLR_eBM2DgibdhYai-5oZ2OkAsJauPHGX6leov0Ya8aJKIxpNnYqetvMdt23JKCD75NayZl1K81lpbf2MLA1kjMRljNXmwu10NgVkzeSqrWPSoBW_1Q-2pNvShaCu8reRLVvMY3E-vQbZ4n_MYwp2FvQh7-Xzkhv_o_WscHfMbbZzy-y7sRe4oNamOhjSgaom_cP0D4c5WBzJG9jj-NdSJLhZ94PFo9YlXRI7Zgf11dUwmFzIqBzJq8TqoFJJT8I6yDSh-NfIZ7U8AAAD__77dV6I\" target=\"_blank\" rel=\"nofollow noopener\">Uncle Jerry\u2019s Pretzels<\/a> in Lancaster, the MAHA policy validates a trend she\u2019s watched grow over the years.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"EAEH6UHSKREPFH3OS3WPT655H4\">\u201cConsumers are avoiding highly processed packaged foods, paying more attention to labels and what they\u2019re putting in their bodies,\u201d she said. \u201cThey want brands that they can trust and we\u2019re seeing that already. So it\u2019s just kind of continuing in that trend. Ultra-processed foods. Everyone\u2019s just paying more attention to them.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"3HOZIQQBDBBIVJGKMEK5DTCI5U\">Skolnick\u2019s family business (the Uncle Jerry in the name is her dad) is part of Pennsylvania\u2019s clutch on 80% of the nation\u2019s pretzel production. Her family-owned company has been making hand-twisted pretzels for more than 35 years, and she said they use only five ingredients &#8211; water, flour, yeast, sourdough starter and salt. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"L4DOENXKOBA2ZHXAZVXBBLTPKU\">\u201cWe\u2019re a handmade product,\u201d she said. \u201cWe\u2019ve always done this. So we\u2019re lucky in that we don\u2019t have to shift too much. In a way we welcome it because it shifts the playing field between real food and reformulated ultra-processed foods. We use recognizable ingredients and traditional methods and you just can\u2019t replace that with machine-made products.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"G7XWEOQ25NA7LLORCNOTUWH6EA\">Increasingly, she said, big snack companies are acquiring different brands to expand their portfolios to include more natural, less processed or organic snacks.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"H6T7NAEGWJHYBNWBQCAZDJDF2A\">\u201cA lot of food companies, instead of creating from scratch their own foods that fit into these categories, they\u2019re actually just acquiring new brands,\u201d she said. \u201cThat\u2019s one way that big companies are responding to this.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"GJEYCQMDMNA5PPYL65S3QXQN5I\">Don\u2019t expect her company to change anything in the near future. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"D4PB6YHA2BEM7GBR2V2UINOTTE\">\u201cMy dad, Jerry, is still making deliveries from Lancaster into Philly a couple times a month,\u201d Skolnick said.<\/p>\n","protected":false},"excerpt":{"rendered":"On Wednesday, when U.S. Health Secretary Robert F.
