{"id":426724,"date":"2026-01-24T09:03:09","date_gmt":"2026-01-24T09:03:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/426724\/"},"modified":"2026-01-24T09:03:09","modified_gmt":"2026-01-24T09:03:09","slug":"after-accepting-us-deportees-south-sudan-wanted-sanctions-relief-for-top-official-documents-show","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/426724\/","title":{"rendered":"After accepting US deportees, South Sudan wanted sanctions relief for top official, documents show"},"content":{"rendered":"<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">JUBA \u2013 After agreeing to accept deportees from the United States last year, South Sudan sent a list of requests to Washington that included American support for the prosecution of an opposition leader and sanctions relief for a senior official accused of diverting over a billion dollars in public funds.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The requests, contained in a pair of diplomatic communications made public by the State Department this month, offer a glimpse into the kind of benefits that some governments may have sought as they negotiated with the U.S. over the matter of receiving deportees. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In the documents, the U.S. expresses \u201cappreciation\u201d to South Sudan for accepting the deportees and details the names, nationalities and crimes for which each individual was convicted. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In July, South Sudan became the first African country to receive third-country deportees from the U.S. Rwanda, Eswatini, Ghana and Equatorial Guinea have since received deportees. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The eight <a href=\"https:\/\/nam12.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fapnews.com%2Farticle%2Fdeportees-south-sudan-ice-immigration-identities-eddd2d1a172775ec7d9403984ffb41e2&amp;data=05%7C02%7Crmuhumuza%40ap.org%7Cde35d6760f7440fed52b08de5a830c8a%7Ce442e1abfd6b4ba3abf3b020eb50df37%7C1%7C0%7C639047716088990814%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=yly8YU6PpWcmBW6GQ0u2yjGh93wmf90cMNy6CwxKbao%3D&amp;reserved=0\" rel=\"nofollow noopener\" target=\"_blank\">deportees<\/a> to South Sudan included nationals of Mexico, Cuba, Vietnam, Laos, Myanmar and South Sudan itself.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Contentious deportations<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">They <a href=\"https:\/\/apnews.com\/article\/us-south-sudan-immigration-deportations-b4c657794b2d29cc25fec9bc516eded5\" rel=\"nofollow noopener\" target=\"_blank\">arrived in the South Sudanese capital of Juba<\/a> after spending weeks on a U.S. military base in Djibouti, where they were held after a <a href=\"https:\/\/nam12.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fapnews.com%2Farticle%2Fsouth-sudan-deportation-supreme-court-5055bb1560545e3bc0c6592868b07867&amp;data=05%7C02%7Crmuhumuza%40ap.org%7Cde35d6760f7440fed52b08de5a830c8a%7Ce442e1abfd6b4ba3abf3b020eb50df37%7C1%7C0%7C639047716089061971%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=9%2FY%2B%2Bg2LXSB31soAlCxFCSO1v4jxQkboRach7F%2BGE60%3D&amp;reserved=0\" rel=\"nofollow noopener\" target=\"_blank\">U.S. court temporarily blocked<\/a> their deportation. Six of the eight men remain at a residential facility in Juba under the supervision of security personnel. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">South Sudanese national Dian Peter Domach was later freed, according to the Ministry of Foreign Affairs, while Jesus Munoz-Gutierrez, a Mexican, was <a href=\"https:\/\/nam12.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fapnews.com%2Farticle%2Fsouth-sudan-us-mexico-deportations-924ebd609d65efc6681f4bb59b6cc94e&amp;data=05%7C02%7Crmuhumuza%40ap.org%7Cde35d6760f7440fed52b08de5a830c8a%7Ce442e1abfd6b4ba3abf3b020eb50df37%7C1%7C0%7C639047716089238854%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=eh5oQ5DVUSlqX9hy54%2FRK5gPLqEvNZTrsm8ftYwIjPc%3D&amp;reserved=0\" rel=\"nofollow noopener\" target=\"_blank\">repatriated in September.<\/a><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">South Sudanese officials have not publicly said what long-term plan is in place for those still in custody. The third-country deportations were highly contentious, criticized by rights groups and others who expressed concern South Sudan would <a href=\"https:\/\/apnews.com\/article\/south-sudan-explainer-trump-deportees-3552af27dab8a5f68087d4b4e2201118\" rel=\"nofollow noopener\" target=\"_blank\">become a dumping ground<\/a>. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Details of the deal between the U.S. and South Sudan remain murky. It is still unclear what, if anything, South Sudan may have actually received or been promised. The documents only offer a glimpse into what the South Sudanese government hoped to get in return.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In other cases, Human Rights Watch said it saw <a href=\"https:\/\/apnews.com\/article\/eswatini-us-deportees-25a0642299f22ddc4519aacc341c8c45\" rel=\"nofollow noopener\" target=\"_blank\">documents showing the U.S. agreed to pay<\/a> Rwanda\u2019s government around $7.5 million to take up to 250 deportees. The U.S. will give Eswatini $5.1 million to take up to 160 deportees, according to the group. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">For South Sudan, in one communication dated May 12 and marked confidential, South Sudan\u2019s Ministry of Foreign Affairs raised eight \u201cmatters of concern which the Government of South Sudan believes merit consideration.\u201d These ranged from the easing of visa restrictions for South Sudanese nationals to the construction of a rehabilitation center and \u201csupport in addressing the problem of armed civilians.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Request to lift sanctions<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">But an eye-catching ask was for the lifting of U.S. sanctions against former Vice President Benjamin Bol Mel as well as Washington&#8217;s support for the <a href=\"https:\/\/nam12.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fapnews.com%2Farticle%2Fsouth-sudan-opposition-machar-criminal-trial-91ff2b762ddc0ed904843a30cea9b922&amp;data=05%7C02%7Crmuhumuza%40ap.org%7Cde35d6760f7440fed52b08de5a830c8a%7Ce442e1abfd6b4ba3abf3b020eb50df37%7C1%7C0%7C639047716089095131%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=oGmK4S2tZNTt2DFOFLLNuVV%2FZBKkoH%2BMy5j4z4VTRQ0%3D&amp;reserved=0\" rel=\"nofollow noopener\" target=\"_blank\">prosecution of opposition leader Riek Machar<\/a>, the now-suspended first vice president of South Sudan who faces treason, murder and other criminal charges in a controversial case. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The allegations against Machar stem from a violent incident in March, when an armed militia with historical ties to him attacked a garrison of government troops. Machar&#8217;s supporters and some activists describe the charges as politically motivated.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Bol Mel is accused of diverting <a href=\"https:\/\/nam12.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fapnews.com%2Farticle%2Fsouth-sudan-government-corruption-22a118d109ea1947cf3e40fc517e1489&amp;data=05%7C02%7Crmuhumuza%40ap.org%7Cde35d6760f7440fed52b08de5a830c8a%7Ce442e1abfd6b4ba3abf3b020eb50df37%7C1%7C0%7C639047716089127410%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=fA4yrVPL%2BLkBAs14QspVPkbqxFYDoSloZCTyEQQjcBM%3D&amp;reserved=0\" rel=\"nofollow noopener\" target=\"_blank\">more than a billion dollars<\/a> earmarked for infrastructure projects into companies he owns or controls, according to a U.N. report. He wielded vast influence in the government and was touted by some as Kiir&#8217;s likely successor in the presidency <a href=\"https:\/\/nam12.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fapnews.com%2Farticle%2Fsouth-sudan-tension-vice-president-kiir-bol-72c61cb66031d0824015056963e1729d&amp;data=05%7C02%7Crmuhumuza%40ap.org%7Cde35d6760f7440fed52b08de5a830c8a%7Ce442e1abfd6b4ba3abf3b020eb50df37%7C1%7C0%7C639047716089159584%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=wAOy9qo%2BU72KX7lphVIBZOisvorFJ%2BzFMOlx4A19FHY%3D&amp;reserved=0\" rel=\"nofollow noopener\" target=\"_blank\">until he was dismissed<\/a> and placed under house arrest in November. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Bol Mel was also viewed as a key figure behind the prosecution of Machar, one of the historical leaders of South Sudan&#8217;s ultimately successful quest for independence from Sudan in 2011. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Machar was Kiir&#8217;s deputy when they fell out in 2013, provoking the start of civil war as government troops loyal to Kiir fought forces loyal to Machar. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">A 2018 peace agreement brought Machar back into government as the most senior of five vice presidents. His prosecution has been widely criticized as a <a href=\"https:\/\/nam12.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fapnews.com%2Farticle%2Fsouth-sudan-peace-agreement-un-e8d8744615c3fe825f2a211f1dbaf168&amp;data=05%7C02%7Crmuhumuza%40ap.org%7Cde35d6760f7440fed52b08de5a830c8a%7Ce442e1abfd6b4ba3abf3b020eb50df37%7C1%7C0%7C639047716089192131%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=OBAX58o9NGVUkmXVC3%2BTL6BUfAhBl1Ib3KJsA0sS0Jk%3D&amp;reserved=0\" rel=\"nofollow noopener\" target=\"_blank\">violation of that agreement<\/a>, and has coincided with a spike in violence that the U.N. says killed more than 1,800 people between January and September 2025.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The U.N. has also warned that a resurgence of fighting has brought the country \u201cback to the edge of a relapse into civil war.\u201d Machar is under house arrest in Juba while his criminal trial proceeds slowly. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In its communications with the U.S., South Sudan also asked for sanctions to be lifted over South Sudanese oil companies \u201cto encourage direct foreign investments,\u201d and for the U.S. to consider investing in other sectors including fossil fuels, minerals and agriculture.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">When asked if the U.S. government had provided or promised South Sudan anything in return for accepting the deportees, a State Department official said, \u201cIn keeping with standard diplomatic practice, we do not disclose the details of private discussions.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">A spokesman for South Sudan\u2019s Ministry of Foreign Affairs, Thomas Kenneth Elisapana, declined to comment.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">US aid cuts<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Despite accepting the U.S. request to admit deportees, relations between the two governments have been strained in recent months. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In December, the <a href=\"https:\/\/nam12.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fapnews.com%2Farticle%2Fsouth-sudan-us-aid-cuts-food-insecurity-2e0d4d794650cfcd80e9a38da918d215&amp;data=05%7C02%7Crmuhumuza%40ap.org%7Cde35d6760f7440fed52b08de5a830c8a%7Ce442e1abfd6b4ba3abf3b020eb50df37%7C1%7C0%7C639047716089216036%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=Ht249NS2m17NGJihGb%2F9v7TcDE%2F3Teo6OEWu0fjUl3c%3D&amp;reserved=0\" rel=\"nofollow noopener\" target=\"_blank\">U.S. threatened to reduce aid contributions<\/a> to the country, accusing the government of imposing fees on aid groups and obstructing their operations.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The U.S. has historically been one of the largest donors to South Sudan, providing roughly $9.5 billion in aid since 2011.
