Mohammed Shia al-Sudani, the country\u2019s outgoing Prime Minister, suspended his bid for a second term in office earlier this month, clearing the field for al-Maliki to step into the role. Al-Sudani\u2019s bloc won the largest share of seats in the country\u2019s parliamentary elections last November but fell short of a governing majority. The Coordination Framework, a coalition of Shiite parties with close ties to Iran and which acts as the kingmaker for the premiership, <a href=\"https:\/\/apnews.com\/article\/iraq-prime-minister-sudani-maliki-government-cf3291c8325f5e31ebb1a42f2d0c2825\" rel=\"nofollow noopener\" target=\"_blank\">reportedly<\/a> could not choose between the two candidates and left it to them to decide.<\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Trump\u2019s threat puts Iraq in a bind, as it has long navigated a delicate balance between the U.S. and Iran\u2014its two closest allies who have a tense relationship with each other. Iraq is a Shia-majority country. At the time, al-Maliki was <a href=\"https:\/\/www.washingtonpost.com\/opinions\/why-we-stuck-with-maliki--and-lost-iraq\/2014\/07\/03\/0dd6a8a4-f7ec-11e3-a606-946fd632f9f1_story.html\" rel=\"nofollow noopener\" target=\"_blank\">backed<\/a> by the George W. Bush Administration.<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">He rose to prominence after <a href=\"https:\/\/www.npr.org\/2006\/07\/27\/5581690\/nouri-al-malikis-rise-to-leadership\" rel=\"nofollow noopener\" target=\"_blank\">decades in exile<\/a> in Iran and Syria after fleeing Saddam Hussein\u2019s crackdown on Shiite opposition groups in the late 1970s. He returned to Iraq after the 2003 U.S. invasion toppled Saddam, served as a key negotiator for the Shiite alliance in the drafting of the country\u2019s constitution, and positioned himself as capable of restoring order in a country fractured by insurgency.<\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">When al-Maliki came to power in 2006, Iraq was in the midst of sectarian violence between Sunni and Shiite factions, including the bombing of al-Askari Mosque months before he assumed premiership.
