{"id":454359,"date":"2026-02-07T11:18:17","date_gmt":"2026-02-07T11:18:17","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/454359\/"},"modified":"2026-02-07T11:18:17","modified_gmt":"2026-02-07T11:18:17","slug":"portlands-pile-of-unspent-housing-dollars-surges-to-106m-top-bureaucrat-says","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/454359\/","title":{"rendered":"Portland\u2019s pile of unspent housing dollars surges to $106M, top bureaucrat says"},"content":{"rendered":"<p class=\"article__paragraph article__paragraph--left\" id=\"KLTFV7O64NBXLJJHJJF4CLM7Q4\">Portland\u2019s <a href=\"https:\/\/www.oregonlive.com\/politics\/2026\/02\/no-way-to-run-a-city-officials-learn-portland-has-millions-more-in-unspent-housing-funds.html\" target=\"_blank\" rel=\"nofollow noopener\">growing pile of unspent housing funds<\/a> surged Friday to $106 million, the city\u2019s top bureaucrat said in an extraordinary disclosure.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"QN65BXZCZJFTJFGXLYKRB4M2YM\">The announcement by City Administrator Raymond Lee caps a series of revelations about money sitting unused in various Portland Housing Bureau coffers, first reported by The Oregonian\/OregonLive <a href=\"https:\/\/www.oregonlive.com\/politics\/2025\/11\/portland-sitting-on-21m-that-could-have-paid-for-rent-aid-other-services-review-reveals.html\" target=\"_blank\" rel=\"nofollow noopener\">last November and initially believed to be about $21 million<\/a>. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"75VG3O7EXNEZFI2VI75DHWTXIE\">And it comes as Portland grapples with a prolonged homelessness and housing crisis while it faces a series of <a href=\"https:\/\/www.oregonlive.com\/politics\/2025\/12\/portland-officials-forecast-another-sizable-budget-shortfall-for-next-year.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.oregonlive.com\/politics\/2025\/12\/portland-officials-forecast-another-sizable-budget-shortfall-for-next-year.html\">fiscal challenges<\/a>. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"U5MMYN6WTJFW3GGCF24QSYKJXY\">As city officials began to review fund balances across the embattled bureau, they\u2019ve continued to find millions more in previously unreported funds, Lee wrote in a memo to the Portland City Council, which sets the budget under the city\u2019s new form of government.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"X6YYYSHGURASFLJ36ZNAMFCVRE\">\u201cSome of this information has been released over the past several months; other information is newly available,\u201d Lee wrote. \u201cTaken together, it provides a clearer picture of the resources available within the Portland Housing Bureau.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"LNICJNEVWJHCDJRGUMUEHGWZNA\">Prior to Portland\u2019s voter-approved government overhaul, which went into effect last year, the mayor or individual city commissioners controlled bureaus that kept their own budgets and were not overseen by a central administrative branch. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"TXWJ7KTHDFFN3PF6OSULU5ZLDU\">Lee said the city would hire an outside firm to independently investigate the housing funds. He also recommended a \u201csystematic review of all funds in (the) city to confirm that budgeted fund balances reflect actual existing contingencies and reserves.\u201d <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"YCHS7LDEKZAT5PJLQXXTHGPRQU\">The city administrator further suggested instituting a series of rigorous checks and cross-checks against audited financials to confirm fund balances.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"PQIMGRGZLBC3HIDUZ3GIWKLZT4\">\u201cI remain committed to sharing critical information with Council as it becomes known to us, whether that be at a natural next step in the legislative or budget conversations, or via separate communication,\u201d Lee wrote.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"KYFIHGBUDRD67LNNDKX3WMQHDM\">In a statement Friday, Council President Jamie Dunphy credited the city\u2019s new government structure for \u201cunearthing these longstanding problems.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"6OTOPZC6ZNBH3CZEDG24QT7MRU\">\u201cWe are lucky to have lots of opportunity to do good and deliver help to the community, both in programmatic support and in greater transparency and efficacy of our government,\u201d Dunphy said. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"JTHN2VFDT5EMFLBWWFBN3XIZAI\">Mayor Keith Wilson sounded a similar note, expressing his appreciation to the city administrator for swiftly coordinating an independent audit and investigation of the housing funds. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"H4F55AE7XVEWFPO5IA6LTBM7X4\">\u201cGratitude is also owed to the Budget Office and the Portland Housing Bureau for their hard work and diligence,\u201d Wilson said. \u201cOur transformation into a single, unified local government structure has brought budgetary concerns into sharp focus, and I look forward to collaborating with my Council on how to best serve Portland with these funds.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"DXRU4JH25RG3JGGPHZNUC5VOCQ\">A main target of the memo is the Housing Investment Fund, which was established by city ordinance in 2016 and has grown to include several \u201csub-funds\u201d that relate to multifamily housing. Its sources include the general fund, fees on rentals, and a portion of the city\u2019s fees on vacation homes. Many of the funds have limitations or restrictions on their use, and the memo outlines the potential risks of shifting those uses.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"QJ5UWW4ZPVEFDIGT4S2V74YH7I\">Last fall, city staff <a href=\"https:\/\/www.oregonlive.com\/politics\/2025\/11\/portland-sitting-on-21m-that-could-have-paid-for-rent-aid-other-services-review-reveals.html\" target=\"_blank\" rel=\"nofollow noopener\">alerted the City Council to $21 million<\/a> in unspent funds generated by a fee that landlords pay to register new rentals \u2013 money that could have gone to emergency rent assistance, eviction defense or other housing aid. Instead, the funds remained unspent and accumulated over several years. Senior city staff had learned of the money months prior to notifying the council, <a href=\"https:\/\/www.oregonlive.com\/politics\/2025\/12\/blame-game-escalates-over-portlands-previously-undisclosed-21m-for-housing-aid.html\" target=\"_blank\" rel=\"nofollow noopener\">leading policymakers to allege they were kept in the dark<\/a>.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"DQJDRJM4XNFUVF5MMUFHAONPRA\">Then, last week, the council learned that the Housing Bureau had millions more in unspent money at its disposal, <a href=\"https:\/\/www.oregonlive.com\/politics\/2026\/02\/no-way-to-run-a-city-officials-learn-portland-has-millions-more-in-unspent-housing-funds.html\" target=\"_blank\" rel=\"nofollow noopener\">as The Oregonian\/OregonLive first reported<\/a>. The additional unbudgeted funds were initially believed to be at least $15 million, according to a memo from Dunphy. That would have brought the total to at least $36 million. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"BVQHT3C2EBBMTLYJ2VZJJSKLJQ\">Lee\u2019s Friday memo shows unreported funds in the Housing Bureau of roughly triple that figure.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"QTPDX55XGZFHPN45WLXHGRYXQE\">A city spokesperson said in an email statement, \u201cThe majority of the balances were intentionally held for future or planned use but were not incorporated into the City\u2019s formal budget process.
