The One Big Beautiful Bill Act \u2013 also known as the Working Families Tax Cuts \u2013 is now law, and Kansans will see the benefit when they file their taxes. The bill not only implements new provisions for working Kansans, it also prevents the largest tax hike in history.<br \/>&#13;\n<\/p>\n<p>&#13;<br \/>\n&#13;<\/p>\n<p style=\"text-align: left;\">This year, Kansas families are estimated to receive a tax refund of about $4,000, and refunds are expected to be about $1,000 more than last year. In fact, families can earn up to $73,000 and have NO tax liability. Additionally,  AARP estimates that the Senior Tax Deduction will result in an average saving of $1,320 per senior over age 65 making between $44,000 and $75,000. The bill is also estimated to help inflation-adjusted wage growth in Kansas of $3,400 to $6,100 over the next four years.<\/p>\n<p>As a member of the Ways and Means Committee \u2013 the chief tax-writing committee in Congress \u2013 Rep. Ron Estes was instrumental in authoring and shaping the tax policy in the Working Families Tax Cuts.<\/p>\n<p>Below are just some of the provisions that will benefit you and your family.&#13;\n<\/p>\n<p>&#13;<\/p>\n<p><a name=\"preventing\"\/>Preventing the Largest Tax Hike in History<\/p>\n<p>In 2017, Republicans passed landmark tax legislation that reduced taxes for most Americans. Even the <a href=\"https:\/\/www.nytimes.com\/2019\/04\/14\/business\/economy\/income-tax-cut.html\" target=\"_blank\" rel=\"nofollow noopener\">New York Times<\/a> said, &#8220;Ever since President Trump signed the Republican-sponsored tax bill in December 2017, independent analyses have consistently found that a large majority of Americans would owe less because of the law. Preliminary data based on tax filings has shown the same.&#8221;<\/p>\n<p>Had Republicans not prevailed in passing the Working Families Tax Cuts, Kansas families would have faced massive increases. The <a href=\"https:\/\/taxfoundation.org\/data\/all\/federal\/2026-tax-hike-by-congressional-district\/\" target=\"_blank\" rel=\"nofollow noopener\">Tax Foundation<\/a> estimated that Kansans would see an average increase of $2,329 in 2026.<br \/>&#13;\n<\/p>\n<p style=\"text-align: center;\">&#13;<br \/>\n<img loading=\"lazy\" decoding=\"async\" alt=\"Child Tax Credit Graph\" style=\"padding: 10px;\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2026\/02\/aff4b11c-28aa-48d1-aeb0-285e452a351f.png\" width=\"600\" height=\"388\"\/>&#13;<br \/>\n<img loading=\"lazy\" decoding=\"async\" alt=\"Tax Rates Graph\" style=\"padding: 10px;\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2026\/02\/45d39053-dd91-4ee8-b120-9b18bca6ef0f.png\" width=\"600\" height=\"406\"\/>&#13;\n<\/p>\n<p><a name=\"families\"\/>Tax Cuts for Families, Workers &amp; Seniors<\/p>\n<p>&#13;<br \/>\n    &#13;<br \/>\n    Makes the 2017 tax cuts permanent \u2013 protecting the average taxpayer from a 22% tax hike&#13;<br \/>\n    Permanently increases the standard deduction claimed by about 94% of 4th District Kansas taxpayers&#13;<br \/>\n    Permanently increases the Child Tax Credit for millions of families&#13;<br \/>\n    $6,000 Senior Tax Deduction that will cover the costs of Social Security taxes for 88% of seniors, benefitting around 500,000 Kansans&#13;<br \/>\n    No tax on tips,\u00a0impacting about 6% of Kansas workers&#13;<br \/>\n    No tax on overtime, benefiting around 27% of Kansans who regularly work overtime and about 64% of Kansas workers in occupations that are likely elibible for overtime&#13;<br \/>\n    $1,000 \u201cTrump Accounts\u201d for  children born after Jan. 1, 2026, to build future financial security&#13;<br \/>\n    New access to Health Savings Accounts to lower costs for millions of Americans&#13;<br \/>\n    Extended paid family and medical leave credit&#13;<br \/>\n    New car loan interest tax deduction on American-made vehicle purchases&#13;<br \/>\n    Enhanced 529 savings accounts to make education more affordable&#13;<br \/>\n    New school choice tax credits to expand education opportunities (pending adoption by the governor)&#13;<\/p>\n<p><a name=\"businesses\"\/>Tax Cuts for Small Businesses<\/p>\n<p>&#13;<br \/>\n    Permanently restores 100% immediate expensing for research and development based on Rep. Estes&#8217; bipartisan American Innovation and R&amp;D Competitiveness Act&#13;<br \/>\n    Expands and makes permanent the 199A small business deduction to 23%, impacting about 44,000 small businesses in Kansas, creating more than 1 million new Main Street small business jobs in the United States and generating $750 billion in economic growth at American small businesses across the country&#13;<br \/>\n    Makes permanent and increases the doubled Death Tax Exemption for more than 2 million family-owned farms&#13;<br \/>\n    Full expensing for new factories and factory improvements&#13;<br \/>\n    Expands Opportunity Zones, unlocking more than $100 billion of investment and more than 1 million jobs for rural and distressed communities, including the 75 Opportunity Zones in Kansas&#13;<br \/>\n    Repeals Democrats&#8217; 1099-K $600 IRS reporting threshold, cutting red tape and creating new opportunities in the gig economy&#13;<br \/>\n    Increases the 1099-MISC threshold to $2,000, reducing the paperwork burden for small businesses and workers&#13;<br \/>\n    &#13;<\/p>\n<p><a name=\"actions\"\/>Rep. Estes&#8217; Actions on the Working Families Tax Cuts<\/p>\n<p>&#13;<br \/>\n    Just a little over a year after the Tax Cuts and Jobs Act passed, Rep. Estes penned an op-ed for the <a href=\"https:\/\/www.kansas.com\/opinion\/guest-commentary\/article226953104.html\" target=\"_blank\" rel=\"nofollow noopener\">Wichita Eagle<\/a> about the benefits of the Tax Cuts and Jobs Act.&#13;<br \/>\n    In 2019, Rep. Estes <a href=\"https:\/\/estes.house.gov\/news\/documentsingle.aspx?DocumentID=2080\" target=\"_blank\" rel=\"nofollow noopener\">introduced bipartisan legislation<\/a> that would become the American Innovation and R&amp;D Competitiveness Act and would eventually be included in the One Big Beautiful Bill Act \u2013 also known as the Working Families Tax Cuts. The bill would encourage U.S. research and development and help make American innovators more competitive globally.&#13;<br \/>\n    Rep. Estes <a href=\"https:\/\/estes.house.gov\/news\/documentsingle.aspx?DocumentID=3888\" target=\"_blank\" rel=\"nofollow noopener\">reintroduced the American Innovation and R&amp;D Competitiveness Act<\/a> on April 18, 2023, and <a href=\"https:\/\/estes.house.gov\/news\/documentsingle.aspx?DocumentID=3890\" target=\"_blank\" rel=\"nofollow noopener\">delivered remarks on the House floor<\/a>. After its introduction, <a href=\"https:\/\/estes.house.gov\/news\/documentsingle.aspx?DocumentID=3944\" target=\"_blank\" rel=\"nofollow noopener\">numerous organizations offered their support for the legislation<\/a>.&#13;<br \/>\n    In June of 2023, Rep. Estes\u00a0<a href=\"https:\/\/estes.house.gov\/news\/documentsingle.aspx?DocumentID=4010\" title=\"https:\/\/estes.house.gov\/news\/documentsingle.aspx?DocumentID=4010\" data-cke-saved-href=\"https:\/\/estes.house.gov\/news\/documentsingle.aspx?DocumentID=4010\" target=\"_blank\" data-cke-saved- rel=\"nofollow noopener\">testified on the legislation in a Small Business Committee subcommittee<\/a>,\u00a0<a href=\"https:\/\/estes.house.gov\/news\/documentsingle.aspx?DocumentID=4023\" title=\"https:\/\/estes.house.gov\/news\/documentsingle.aspx?DocumentID=4023\" data-cke-saved-href=\"https:\/\/estes.house.gov\/news\/documentsingle.aspx?DocumentID=4023\" target=\"_blank\" data-cke-saved- rel=\"nofollow noopener\">discussed the bill during a Ways and Means markup<\/a>\u00a0for the Committee&#8217;s Build It in America Act \u2013 an economic package that included a version of Rep. Estes\u00a0<a href=\"https:\/\/estes.house.gov\/news\/documentsingle.aspx?DocumentID=4259\" title=\"https:\/\/estes.house.gov\/news\/documentsingle.aspx?DocumentID=4259\" data-cke-saved-href=\"https:\/\/estes.house.gov\/news\/documentsingle.aspx?DocumentID=4259\" target=\"_blank\" data-cke-saved- rel=\"nofollow noopener\">spoke to Tax Notes<\/a>\u00a0about the expired provision and published an\u00a0<a href=\"https:\/\/estes.house.gov\/components\/redirect\/r.aspx?ID=11014-74642\" title=\"https:\/\/estes.house.gov\/components\/redirect\/r.aspx?ID=11014-74642\" data-cke-saved-href=\"https:\/\/estes.house.gov\/components\/redirect\/r.aspx?ID=11014-74642\" target=\"_blank\" data-cke-saved- rel=\"nofollow noopener\">op-ed in Newsweek<\/a>\u00a0unpacking the positive outcomes \u2013 for individual taxpayers and across the economy \u2013 made possible by the Tax Cuts and Jobs Act (TCJA) of 2017 and explaining how his bipartisan bill offers a solution to the expired R&amp;D expensing provision that would help restore America\u2019s dominance in R&amp;D and secure American jobs.&#13;<br \/>\n    During a Ways and Means Committee hearing, <a href=\"https:\/\/www.youtube.com\/watch?v=jmLtOgbIgTI\" target=\"_blank\" rel=\"nofollow noopener\">Rep. Estes talked about the facts and misinformation about the Tax Cuts and Jobs Act<\/a>.&#13;<br \/>\n    In April of 2024, Ways and Means Committee Chairman Jason Smith (R-Missouri) and Tax Subcommittee Chairman Mike Kelly (R-Pennsylvania)\u00a0<a href=\"https:\/\/estes.house.gov\/news\/documentsingle.aspx?DocumentID=4507\" title=\"https:\/\/estes.house.gov\/news\/documentsingle.aspx?DocumentID=4507\" data-cke-saved-href=\"https:\/\/estes.house.gov\/news\/documentsingle.aspx?DocumentID=4507\" target=\"_blank\" data-cke-saved- rel=\"nofollow noopener\">named Rep. Estes chair of the newly formed U.S. Innovation Tax Team<\/a>, one of ten working groups comprised of committee members to study key tax provisions from the 2017 Trump tax cuts that were set to expire in 2025.&#13;<br \/>\n    Rep. Estes penned an op-ed for <a href=\"https:\/\/www.newsweek.com\/gop-rep-americans-voted-new-economic-trajectory-congress-should-deliver-opinion-1988559\" target=\"_parent\" rel=\"nofollow noopener\">Newsweek<\/a>, saying that Americans voted for a new economic trajectory, and Congress should deliver.&#13;<br \/>\n    At the beginning of this Congress, Rep. Estes, a member of the Budget Committee, <a href=\"https:\/\/estes.house.gov\/news\/documentsingle.aspx?DocumentID=5885\" target=\"_blank\" rel=\"nofollow noopener\">delivered remarks on the House floor<\/a> in support of the budget reconciliation bill.&#13;<br \/>\n    Rep. Estes <a href=\"https:\/\/estes.house.gov\/news\/documentsingle.aspx?DocumentID=5898\" target=\"_blank\" rel=\"nofollow noopener\">reintroduced the R&amp;D legislation<\/a> in this Congress in March of 2025.
