{"id":472665,"date":"2026-02-16T22:09:08","date_gmt":"2026-02-16T22:09:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/472665\/"},"modified":"2026-02-16T22:09:08","modified_gmt":"2026-02-16T22:09:08","slug":"trump-administration-must-restore-slavery-exhibits-at-presidents-house-site-in-philadelphia-federal-judge-orders","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/472665\/","title":{"rendered":"Trump administration must restore slavery exhibits at President&#8217;s House site in Philadelphia, federal judge orders"},"content":{"rendered":"<p class=\"inq-p text-primary  \">A federal judge ordered President <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/donald-trump\" rel=\"nofollow noopener\" target=\"_blank\">Donald Trump<\/a>\u2019s administration to restore the slavery exhibits that the National Park Service <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/nation\/presidents-house-independence-park-exhibits-removed-20260122.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/nation\/presidents-house-independence-park-exhibits-removed-20260122.html\">removed from the President\u2019s House last month<\/a>.<\/p>\n<p class=\"inq-p text-primary  \">U.S. District Judge Cynthia M. Rufe issued a ruling Monday requiring the federal government to \u201crestore the President\u2019s House Site to its physical status as of January 21, 2026,\u201d which is the day before the exhibits were removed.<\/p>\n<p class=\"inq-p text-primary  \">The <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.paed.648842\/gov.uscourts.paed.648842.54.0.pdf\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.paed.648842\/gov.uscourts.paed.648842.54.0.pdf\">order<\/a> does not give the government a deadline for the restoration of the site. It does require that the National Park Service take steps to maintain the site and ensure the safety of the exhibits, which memorialize the enslaved people who lived in George Washington\u2019s Philadelphia home during his presidency. The exhibits were abruptly removed in January following months of scrutiny by the Trump administration. <\/p>\n<p class=\"inq-p text-primary  \">Rufe, a George W. Bush appointee, compares the federal government\u2019s argument that it can unilaterally control the exhibits in national parks to the Ministry of Truth in George Orwell\u2019s 1984, a novel about a dystopian totalitarian regime.<\/p>\n<p class=\"inq-p text-primary  \">\u201cAs if the Ministry of Truth in George Orwell\u2019s 1984 now existed &#8230; this Court is now asked to determine whether the federal government has the power it claims \u2014 to dissemble and disassemble historical truths when it has some domain over historical facts,&#8221; <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.paed.648842\/gov.uscourts.paed.648842.53.0.pdf\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.paed.648842\/gov.uscourts.paed.648842.53.0.pdf\">Rufe wrote<\/a>. \u201cIt does not.\u201d<\/p>\n<p class=\"inq-p text-primary  \">Mayor <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/cherelle-parker\" target=\"_blank\" rel=\"nofollow noopener\"><a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/cherelle-parker\" rel=\"nofollow noopener\" target=\"_blank\">Cherelle L. Parker<\/a>\u2019s administration filed a federal lawsuit against Interior Secretary Doug Burgum and acting National Park Service Director Jessica Bowron, and their respective agencies, the day the exhibits were dismantled. The complaint argued dismantling the exhibits was an \u201carbitrary and capricious\u201d act that violated a 2006 cooperative agreement between the city and the federal government.<\/p>\n<p class=\"inq-p text-primary  \">The federal government has the option to appeal the judge\u2019s order. The Interior Department and National Park Service did not immediately comment on the ruling, which fell on Presidents\u2019 Day, a federal holiday. The U.S. Attorney\u2019s Office for the Eastern District of Pennsylvania declined to comment. <\/p>\n<p class=\"inq-p text-primary  \"><a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/nation\/presidents-house-slavery-exhibits-hearing-friday-20260130.html\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/nation\/presidents-house-slavery-exhibits-hearing-friday-20260130.html\">During a hearing last month<\/a>, Rufe called the federal government\u2019s argument that a president could unilaterally change the exhibits displayed in national parks \u201chorrifying\u201d and \u201cdangerous.\u201d She ordered the federal government to ensure the panels\u2019 safekeeping after an <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/news\/slavery-exhibits-presidents-house-philadelphia-lawsuit-federal-judge-20260202.html\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.inquirer.com\/news\/slavery-exhibits-presidents-house-philadelphia-lawsuit-federal-judge-20260202.html\">inspection and a visit to the President\u2019s House<\/a> earlier this month. <\/p>\n<p class=\"inq-p text-primary  \">Monday\u2019s ruling follows an updated injunction request from the city that asked for the full restoration of the site \u2014 not merely that the exhibits be maintained safely \u2014 and a brief from the federal government arguing the National Park Service has discretion over the exhibits and that the city\u2019s lawsuit should be dismissed on procedural grounds. <\/p>\n<p class=\"inq-p text-primary  \">The <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.paed.648842\/gov.uscourts.paed.648842.52.0.pdf\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.paed.648842\/gov.uscourts.paed.648842.52.0.pdf\">federal government\u2019s brief<\/a> also argued there could be no irreparable harm from the removal of the exhibits because they are documented online and replacement panels would cost $20,000. <\/p>\n<p class=\"inq-p text-primary  \">But the judge found the city is likely to prove its case that the removal was unlawful, and the panels should be restored while the litigation continues.<\/p>\n<p class=\"inq-p text-primary  \">\u201cIf the President\u2019s House is left dismembered throughout this dispute, so too is the history it recounts, and the City\u2019s relationship to that history,\u201d Rufe wrote. <\/p>\n<p class=\"inq-p text-primary  \">The judge also found that the cooperative agreement between Philadelphia and the National Park Service remains in \u201cfull force,\u201d even though the contract is technically expired.<\/p>\n<p class=\"inq-p text-primary  \">Rufe\u2019s memo named the nine enslaved Africans owned by Washington, and noted that two \u2014 Oney Judge and Hercules Posey \u2014 escaped. The removed displays recognize their struggles and the nation\u2019s \u201cprogress away from the horrors of slavery,\u201d the judge wrote.<\/p>\n<p class=\"inq-p text-primary  \">\u201cEach person who visits the President\u2019s House and does not learn of the realities of founding-era slavery receives a false account of this country\u2019s history,\u201d the judge wrote.<\/p>\n<p class=\"inq-p text-primary  \">The injunction does not resolve the underlying lawsuit, and is in effect for the duration of the litigation. In a January hearing, Rufe said she wouldn\u2019t let the case drag into the summer, recognizing the 250th anniversary celebration being planned for Independence Mall. <\/p>\n<p class=\"inq-p text-primary  \">The timing of the ruling underscored its significance to the <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/news\/philadelphia\/presidents-house-slavery-national-parks-trump-20260210.html\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.inquirer.com\/news\/philadelphia\/presidents-house-slavery-national-parks-trump-20260210.html\">Philadelphians pushing for the exhibits\u2019 return<\/a>. <\/p>\n<p class=\"inq-p text-primary  \">Avenging the Ancestors Coalition, the main advocacy organization leading the fight to protect the President\u2019s House, was less than an hour into its Presidents\u2019 Day event at the site when leaders got wind of their victory.<\/p>\n<p class=\"inq-p text-primary  \">The group\u2019s leaders, excited and completely in shock, congregated behind the site\u2019s Memorial Wall to soak in the news before announcing it.<\/p>\n<p class=\"inq-p text-primary  \">Moments later, Michael Coard, an attorney and the coalition\u2019s leader, emerged before the crowd of about 100 people and told them: \u201cThanks to you all, your presence and your activism, I have great news: We just won in federal court.\u201d<\/p>\n<p class=\"inq-p text-primary  \">The crowd erupted in cheers and chants of \u201cWhen we fight, we win!\u201d and \u201cWe have won!\u201d<\/p>\n<p class=\"inq-p text-primary  \">Coard told reporters there was \u201cno other blessing that we could have gotten today.\u201d<\/p>\n<p class=\"inq-p text-primary  \">The coalition has led dozens of rallies and town halls meant to energize the public in opposing the Trump administration\u2019s ongoing scrutiny of the President\u2019s House. The Black-led advocacy group <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/philadelphia\/presidents-house-site-philadelphia-avenging-ancestors-coalition-independence-park-20250809.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/philadelphia\/presidents-house-site-philadelphia-avenging-ancestors-coalition-independence-park-20250809.html\">helped develop the site in the early 2000s<\/a> before it opened in 2010. <\/p>\n<p class=\"inq-p text-primary  \">Dana Carter, the group\u2019s head organizer, said she was in disbelief when she heard about the ruling.<\/p>\n<p class=\"inq-p text-primary  \">\u201cAfter we figured out that it really was the truth, I am just moved. My heart is overflowing with love for the judge who made the ruling, as well as the people who have been with us since the beginning \u2026 and also the people who have joined us in this fight to restore the President\u2019s House,\u201d Carter said.<\/p>\n<p class=\"inq-p text-primary  \">But the fight is not over, advocates said, with Coard expecting the Trump administration to appeal or ignore rulings. <\/p>\n<p class=\"inq-p text-primary  \">\u201cThis is a lawless administration. The people are going to have to take over to force them to do the right thing,\u201d Coard said. <\/p>\n<p class=\"inq-p text-primary  \">The Trump administration\u2019s attempt to alter the President\u2019s House was part of a wider initiative to remove content from national parks that \u201cinappropriately disparage Americans past or living,\u201d following an executive order from Trump. For instance, Park Service employees removed signage about the mistreatment of Native Americans from the Grand Canyon. <\/p>\n<p class=\"inq-p text-primary  \">The fate of the President\u2019s House exhibits was in limbo for months until they were removed by Park Service employees with wrenches and crowbars on Jan. 22. Meanwhile, advocacy groups and creatives behind the President\u2019s House cultivated support for their cause to protect the site. <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/philadelphia-city-council\" rel=\"nofollow noopener\" target=\"_blank\">Philadelphia City Council<\/a> issued a resolution condemning the censorship of the exhibit. <\/p>\n<p class=\"inq-p text-primary  \">\u201cJudge Cynthia Rufe made it clear that historical truth cannot be dismantled or rewritten, and that the federal government does not have the authority to erase or alter facts simply because it has control over a national site. \u2026 We can not let President Donald Trump whitewash African-American history.
