{"id":473025,"date":"2026-02-17T02:52:08","date_gmt":"2026-02-17T02:52:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/473025\/"},"modified":"2026-02-17T02:52:08","modified_gmt":"2026-02-17T02:52:08","slug":"sanae-takaichis-plan-to-transform-her-countrys-military","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/473025\/","title":{"rendered":"Sanae Takaichi\u2019s plan to transform her country\u2019s military"},"content":{"rendered":"<p>Japanese Prime Minister Sanae Takaichi and her ruling Liberal Democratic Party (LDP) got a historic landslide victory in last week\u2019s parliamentary elections. <\/p>\n<p>This marks the first time since its founding in 1955 that the conservative LDP controls a two-thirds supermajority in the lower house. If necessary, Takaichi\u2019s cabinet could also overrule any opposition in the upper house of the Diet (Japan\u2019s parliament), where her coalition still lacks a majority.<\/p>\n<p>Given this, Takaichi now has a massive mandate to push her agenda. This includes boosting defence spending, strengthening the military and even potentially <a href=\"https:\/\/asia.nikkei.com\/politics\/armed-with-supermajority-takaichi-eyes-revising-japan-s-constitution\" rel=\"nofollow noopener\" target=\"_blank\">revising Japan\u2019s pacifist constitution<\/a>, which constrains the role of the Self-Defence Forces and forbids going to war. <\/p>\n<p>So, does this mean Japan could become a more militarised state under Takaichi? And if so, what are the implications for regional security?<\/p>\n<p>Countering China\u2019s rise<\/p>\n<p>Takaichi has portrayed herself as <a href=\"https:\/\/theconversation.com\/is-sanae-takaichi-japans-margaret-thatcher-or-its-next-liz-truss-266478\" rel=\"nofollow noopener\" target=\"_blank\">Japan\u2019s Margaret Thatcher<\/a> and the standard-bearer of former Prime Minister Shinzo Abe\u2019s legacy. <\/p>\n<p>Abe, who led the LDP back to power in 2012, had pledged to \u201crestore a strong Japan\u201d. During his eight-year rule, Japan adopted a so-called \u201c<a href=\"https:\/\/link.springer.com\/book\/10.1007\/978-981-10-7659-6\" rel=\"nofollow noopener\" target=\"_blank\">proactive pacifism<\/a>\u201d. Under this new security strategy, Japan began to depart from its<br \/>\npostwar pacifism through a number of ways:<\/p>\n<p>strengthening the military<br \/>\nlifting bans on arms exports<br \/>\nbuilding new security partnerships (including with NATO, the European Union and the Quad)<br \/>\nconsolidating its alliance with the United States. <\/p>\n<p>In 2014, a new interpretation of the constitution also permitted Japan to engage in \u201ccollective self defence\u201d, or aid an ally under attack.<\/p>\n<p>            <img decoding=\"async\" alt=\"\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2026\/02\/file-20260217-56-erkchk.jpg\" class=\"native-lazy\" loading=\"lazy\"  \/><\/p>\n<p>              Then-Prime Minister Shinzo Abe, centre, poses for a photo with his new Cabinet members, including Internal Affairs Minister Sanae Takaichi, bottom right, at the prime minister\u2019s official residence in Tokyo, September 3 2014.<br \/>\n              Eugene Hoshiko\/AP<\/p>\n<p>Takaichi now sees her job as continuing Abe\u2019s work. And her direction is clear.<\/p>\n<p>Shortly after becoming prime minister last year, Takaichi <a href=\"https:\/\/www.nytimes.com\/2025\/11\/26\/world\/asia\/japan-china-taiwan-takaichi-dispute.html\" rel=\"nofollow noopener\" target=\"_blank\">triggered a spat<\/a> with Beijing when she suggested Japan would come to Taiwan\u2019s defence if it was attacked by China. Beijing retaliated with economic pressure and coercive rhetoric, but Takaichi refused to back down. <\/p>\n<p>Neither Takaichi nor China\u2019s leader, Xi Jinping, are in a hurry to <a href=\"https:\/\/theconversation.com\/why-tensions-between-china-and-japan-are-unlikely-to-be-resolved-soon-271527\" rel=\"nofollow noopener\" target=\"_blank\">improve diplomatic relations<\/a>. <\/p>\n<p>Beijing has <a href=\"https:\/\/www.nytimes.com\/2026\/02\/15\/business\/japan-economy-china-tourism.html\" rel=\"nofollow noopener\" target=\"_blank\">urged Chinese tourists not to travel to Japan<\/a> and warned that Takaichi\u2019s moves <a href=\"https:\/\/english.news.cn\/20260213\/f375d2e3fc2f4828a151bce89275c1a5\/c.html\" rel=\"nofollow noopener\" target=\"_blank\">threaten regional security and the international order<\/a>.<\/p>\n<p>Takaichi, meanwhile, is hoping an assertive China will help her overcome domestic opposition to her security agenda. So far, the public supports her government, too. In a poll after the election, <a href=\"https:\/\/asia.nikkei.com\/politics\/takaichi-cabinet-s-support-holds-strong-at-69-after-election-landslide\" rel=\"nofollow noopener\" target=\"_blank\">69% approved<\/a> of her cabinet\u2019s performance.<\/p>\n<p>How Takaichi wants to transform Japan\u2019s military<\/p>\n<p>Takaichi\u2019s government <a href=\"https:\/\/www.japantimes.co.jp\/news\/2026\/01\/09\/japan\/japan-security-strategy-review\/\" rel=\"nofollow noopener\" target=\"_blank\">will soon begin work<\/a> on a revision of its National Security Strategy from 2022. It is likely to adopt her declared \u201ccrisis management\u201d approach, combining security and economic objectives with industrial policy.<\/p>\n<p>Despite mounting public debt, Takaichi has already increased defence spending to 2% of Japan\u2019s GDP ahead of schedule, and has pledged to <a href=\"https:\/\/mainichi.jp\/english\/articles\/20260107\/p2a\/00m\/0op\/006000c\" rel=\"nofollow noopener\" target=\"_blank\">spend more<\/a>. <\/p>\n<p>Her government is also considering acquiring <a href=\"https:\/\/www.japantimes.co.jp\/news\/2026\/01\/28\/japan\/japan-challenges-nuclear-submarines\/\" rel=\"nofollow noopener\" target=\"_blank\">nuclear submarines<\/a> and has announced plans to further deregulate arms exports, ultimately allowing the transfer of lethal weapons. <\/p>\n<p>Japan has already permitted the export of <a href=\"https:\/\/www.japantimes.co.jp\/news\/2025\/11\/20\/japan\/japan-us-missile-export-pac-3\/\" rel=\"nofollow noopener\" target=\"_blank\">Patriot PAC-3 air defence missile<\/a> systems to the United States to replenish stocks sent to Ukraine and Israel. Japan has also agreed to sell <a href=\"https:\/\/instituteofgeoeconomics.org\/en\/research\/202509030112\/\" rel=\"nofollow noopener\" target=\"_blank\">Mogami-class frigates<\/a> to Australia and has signed deals with Italy and the United Kingdom to co-develop a <a href=\"https:\/\/mainichi.jp\/english\/articles\/20260214\/p2g\/00m\/0na\/022000c\" rel=\"nofollow noopener\" target=\"_blank\">next-generation fighter jet<\/a>. <\/p>\n<p>In addition, Japan is participating in a NATO-led <a href=\"https:\/\/japantoday.com\/category\/politics\/non-nato-member-japan-to-join-framework-to-supply-u.s.-weapons-to-ukraine\" rel=\"nofollow noopener\" target=\"_blank\">initiative<\/a> to supply Ukraine with military equipment. While Japan\u2019s involvement is limited to non-lethal arms, this could lead to more defence cooperation with NATO overall.<\/p>\n<p>On the domestic intelligence front, Takaichi has pledged to pass a new anti-spy law, establish a <a href=\"https:\/\/www3.nhk.or.jp\/nhkworld\/en\/news\/20260214_10\/\" rel=\"nofollow noopener\" target=\"_blank\">National Intelligence Bureau<\/a> modelled on the Central Intelligence Agency (CIA) and issue a national intelligence strategy. <\/p>\n<p>These initiatives are intended to bolster the country\u2019s intelligence capabilities, which have often been hindered by bureaucratic infighting. The long-term aim is eventually <a href=\"https:\/\/www.bloomberg.com\/opinion\/articles\/2024-12-12\/global-spy-network-five-eyes-should-let-japan-join\" rel=\"nofollow noopener\" target=\"_blank\">joining the \u201cFive Eyes\u201d network<\/a>. <\/p>\n<p>Stronger ties with the Trump administration<\/p>\n<p>Faced with threats from China, North Korea and Russia, Japan has little choice but to maintain its security alliance with the US. <\/p>\n<p>At the top of Takaichi\u2019s agenda, therefore, is managing the US\u2013Japan alliance in the era of the so-called \u201c<a href=\"https:\/\/theconversation.com\/the-donroe-doctrine-maduro-is-the-guinea-pig-for-donald-trumps-new-world-order-272687\" rel=\"nofollow noopener\" target=\"_blank\">Donroe doctrine<\/a>\u201d. This is Trump\u2019s new security strategy that shifts the focus of US security towards the Western hemisphere, potentially distracting from the Indo-Pacific. <\/p>\n<p>Trump endorsed Takaichi during her election campaign. And when she <a href=\"https:\/\/www3.nhk.or.jp\/nhkworld\/en\/news\/20260206_N03\/\" rel=\"nofollow noopener\" target=\"_blank\">goes to Washington<\/a> on March 19, she will likely attempt to influence the White House\u2019s China agenda before Trump visits Beijing in April. <\/p>\n<p>In order to offset the potential impact of a trade deal between the US and China, Takaichi could also use her new political capital to accelerate the implementation of Japan\u2019s own <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/japan-accelerate-talks-with-us-first-deals-under-trade-package-2026-02-13\/\" rel=\"nofollow noopener\" target=\"_blank\">US$550 billion (A$777 billion) investment pledge<\/a> in the US.<\/p>\n<p>Big challenges ahead<\/p>\n<p>Ten years ago, Angela Merkel, then-chancellor of Germany, was hailed as the \u201c<a href=\"https:\/\/www.independent.co.uk\/voices\/angela-merkel-donald-trump-democracy-freedom-of-press-a7556986.html\" rel=\"nofollow noopener\" target=\"_blank\">new leader of the free world<\/a>\u201d.
