Uzbekistan, w<a href=\"https:\/\/uza.uz\/en\/posts\/information-on-critical-minerals-essential-for-industry-presented_695749\" rel=\"nofollow noopener\" target=\"_blank\">hich hosts dozens of critical mineral deposits<\/a> (tungsten, lithium, vanadium, titanium, germanium, and graphite), has much to gain from potentially becoming a preferential partner in these new critical mineral frameworks.<\/p>\n<p class=\"sqsrte-large\" style=\"white-space:pre-wrap;\">This MoU builds on the U.S.\u2013Uzbekistan critical minerals cooperation launched in 2024 memorandum signed under the Biden administration, and formalises that cooperation at a higher political level, with a government-to-government MoU signed in February 2026 by Uzbekistan\u2019s foreign minister. It can be read as fitting into the broader pattern of Uzbekistan hedging toward the West.<\/p>\n<p class=\"sqsrte-large\" style=\"white-space:pre-wrap;\">The practical next step will be for the United States to translate this MoU into concrete investment in Uzbekistan. Washington should identify a small set of priority projects, mobilise public and private capital, and ensure they meet transparency and ESG standards\u2014most likely by leveraging U.S. financing tools such as EXIM and the DFC. Getting U.S.-led projects off the ground would show this isn\u2019t just a statement of intent, but rather a policy that can actually be implemented.<\/p>\n<p class=\"sqsrte-large\" style=\"white-space:pre-wrap;\">Uzbekistan follows a multi-vector foreign policy, seeking to balance relationships with Russia, China and the United States. This move will be sure to anger China, which has already <a href=\"https:\/\/www.reuters.com\/world\/china\/china-criticises-us-plan-critical-minerals-trade-bloc-2026-02-05\/\" target=\"_blank\" rel=\"nofollow noopener\">warned<\/a> against \u201cundermining the international economic and trade order through rules imposed by small groups.\u201d<\/p>\n<p class=\"sqsrte-large\" style=\"white-space:pre-wrap;\">Separately, Russia\u2019s neo-Soviet attitude to Uzbekistan, will ensure that Russia treats deeper U.S.\u2013Uzbek cooperation as a sphere-of-influence issue, and Russia still has tools, from migration, remittances and information pressure, to raise the costs of any perceived drift. Similar to J.D.
