{"id":477720,"date":"2026-02-19T11:24:09","date_gmt":"2026-02-19T11:24:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/477720\/"},"modified":"2026-02-19T11:24:09","modified_gmt":"2026-02-19T11:24:09","slug":"oregon-republicans-boycott-floor-session-delaying-action-on-transportation-tax-referendum-move","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/477720\/","title":{"rendered":"Oregon Republicans boycott floor session, delaying action on transportation tax referendum move"},"content":{"rendered":"<p class=\"article__paragraph article__paragraph--left\" id=\"PHWW4HOK6VAT5O4F4M3X4TTZ4I\">Oregon Senate Republicans on Wednesday boycotted an afternoon floor session \u2014 successfully blocking action on a <a href=\"https:\/\/www.oregonlive.com\/politics\/2026\/02\/oregon-transportation-tax-hike-one-step-closer-to-landing-on-may-ballot-following-key-vote.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.oregonlive.com\/politics\/2026\/02\/oregon-transportation-tax-hike-one-step-closer-to-landing-on-may-ballot-following-key-vote.html\">Democrat-backed bill<\/a> to move up a statewide vote on a controversial transportation tax from November to May.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5KQQ6C37JBHJLF5UC2T5NET6A4\">Nearly half an hour after the chamber\u2019s 30 members were scheduled to show up for a series of votes at 1:30 p.m. Wednesday, none of the 12 Republicans had joined their Democratic colleagues on the floor, prompting <a href=\"https:\/\/gov.oregonlive.com\/legislators\/Rob-Wagner\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/gov.oregonlive.com\/legislators\/Rob-Wagner\/\">Senate President Rob Wagner<\/a>, D-Lake Oswego, to call off any floor action until Thursday morning.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"YCGG73A3GBDLBPIU5THJSAMCJM\">The incident marks the first caucus-wide boycott by Oregon Republicans since 2023, when they did not attend floor sessions for six weeks in an attempt to kill various policies put forward by Democrats \u2014 including proposals to expand access to abortions and transgender health care and regulate gun use.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"FGANCFTBTRFFRDVS7SRFM6LKBY\">Lawmakers who rack up 10 or more unexcused absences are banned from running for reelection, making an extended walkout a risky tactic. But Democrats have just <a href=\"https:\/\/www.oregonlive.com\/politics\/2026\/01\/oregon-democrats-must-act-quickly-to-place-gas-tax-repeal-on-may-ballot-secretary-of-state-says.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.oregonlive.com\/politics\/2026\/01\/oregon-democrats-must-act-quickly-to-place-gas-tax-repeal-on-may-ballot-secretary-of-state-says.html\">one week<\/a> to get the tax referendum bill through both chambers and onto Gov. Tina Kotek\u2019s desk in time to move the vote, meaning that Republicans could boycott several sessions to kill the bill without fear of running afoul of that law.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"7OTBQEB5CBD3HEGWW5733WCCRI\">It\u2019s unclear whether Republicans\u2019 absences Wednesday will be considered unexcused absences under that law, Measure 113. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"RYKH2MVYD5H2ZG3KMQ72WQSZ6A\">It\u2019s also unclear if the boycott will extend beyond Wednesday. Spokespeople for Wagner and Senate Majority Leader Kayse Jama, a Portland Democrat, did not immediately respond to requests for comment.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VY3S3ZLUWNGAFDCT7HF4TIBCEE\">In a brief interview Wednesday afternoon, Ashley Kuenzi, a spokesperson for Senate Republican Leader Bruce Starr of Dundee, said she hadn\u2019t been told the specific reason the caucus walked out nor if they would remain away beyond Wednesday. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"LGM5K5UF3RD6PD4PK7P2PA424E\">\u201cSenate Republicans paused the process so there could be more meaningful discussions between the majority and the minority,\u201d she said in a text.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"KBGRMO3NCBA75LS44VDOVP6J6U\">The Senate had convened Wednesday morning prepared to vote on about a dozen bills throughout the day. They voted on two bills earlier in the day before recessing until 1:30 p.m. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"NNUDP3HG2JEYBFZWX3R3GH6OYQ\">Most Democratic senators showed up to the afternoon session, chatting with their colleagues and waiting for their Republican counterparts. While Democrats have enough members to approve most policies along party lines, they need some Republicans present to provide a quorum necessary for any votes.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"U7JKHHI5OJER7OCD45YTOKQW7A\">Democrats waited for about 25 minutes before calling it.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"C7LXMFNHIJCVPMEVQYZ42IICXM\">Votes on nearly a dozen bills from Wednesday\u2019s agenda in the Senate will now be delayed until at least Thursday, including the contentious bill to move a series of tax hikes to the May ballot.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ARI6IH64URBCVJWQUMYSBK5U5E\">Over in the House chamber, most Republicans also did not attend a Wednesday afternoon floor session. But Democrats, joined by at least four Republicans, maintained a quorum and passed several bills before adjourning. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"77YC6NZ4L5AK7IOYRGXY27AIUQ\">The tax hikes, passed by Democratic lawmakers last fall, were set to go into effect last month but <a href=\"https:\/\/www.oregonlive.com\/politics\/2026\/01\/a-year-of-failures-how-oregon-democrats-bungled-transportation-funding.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.oregonlive.com\/politics\/2026\/01\/a-year-of-failures-how-oregon-democrats-bungled-transportation-funding.html\">were put on hold<\/a> after a group of Republican opponents gathered enough signatures through a referendum campaign to give voters the final say.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"N6OUTC2FKNCRXHNUTRBYM5MBMY\">Democrats <a href=\"https:\/\/www.oregonlive.com\/politics\/2026\/01\/facing-legal-hurdles-oregon-democrats-will-give-voters-final-say-on-transportation-tax-hikes-in-may.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.oregonlive.com\/politics\/2026\/01\/facing-legal-hurdles-oregon-democrats-will-give-voters-final-say-on-transportation-tax-hikes-in-may.html\">have said they want<\/a> to move the election date in order to get clarity sooner on the state\u2019s available transportation funding. Republicans have slammed the effort, calling it a political move that would violate the intention of the thousands of individuals who signed the referendum to place the tax hikes on the November ballot.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ALIKVPQAD5D6HEPHRX2MNCP6BE\">By law, Kotek must sign the bill by Feb. 25 to get the measure on the May ballot, meaning Democrats are running short on time to get it through both chambers and onto her desk.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"GJKDXERX6RG6DHMTVUZI6D5BME\">The boycott comes two days after top Republican leaders sent a letter to Secretary of State Tobias Read asserting that lawmakers could not legally move the referendum date. The bill establishes special procedures for finalizing the ballot title and related information in time for the May election, which Republicans argue would bypass the process required by law.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"OTHSAKT4UZHP5M4JBWO4JHWLUY\">\u201cYou, as the secretary of state entrusted by the people of Oregon with the integrity of elections, have a choice: comply with the letter and spirit of the law and keep the vote\u201d in November \u201cor join the blatant partisanship and violation of law embodied in Senate Bill 1599,\u201d wrote Starr and House Republican Leader Lucetta Elmer of McMinnville.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"TRHU7UYQFRHDZIRU6OISPJJOHM\">Read responded Wednesday with a short memo, indicating that he plans to comply with any required actions approved by lawmakers.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"6XPCOPBFQ5BSBIBRLHEULF2C3Q\">\u201cI took an oath to uphold the Oregon Constitution and the laws passed by the state legislature,\u201d Read wrote. \u201cI intend to keep it.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"AEEACMWCCJCXNITQG62GLRVP7E\">Regardless of the election date, lawmakers of both parties have said they expect voters will defeat the tax hikes. Voters will decide whether to double the state\u2019s 0.1% payroll tax for public transit, raise the state\u2019s 40 cents per gallon gas tax by 6 cents and increase car title and registration fees.
