{"id":47794,"date":"2025-07-30T15:15:11","date_gmt":"2025-07-30T15:15:11","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/47794\/"},"modified":"2025-07-30T15:15:11","modified_gmt":"2025-07-30T15:15:11","slug":"fcc-chair-launches-inquiry-into-nbcu-over-treatment-of-local-stations","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/47794\/","title":{"rendered":"FCC Chair Launches Inquiry Into NBCU Over Treatment Of Local Stations"},"content":{"rendered":"<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tThe chairman of the <a href=\"https:\/\/deadline.com\/tag\/fcc\/\" id=\"auto-tag_fcc\" data-tag=\"fcc\" rel=\"nofollow noopener\" target=\"_blank\">FCC<\/a> has opened another inquiry into a major media company, this time over the relationship between <a href=\"https:\/\/deadline.com\/tag\/comcast\/\" id=\"auto-tag_comcast\" data-tag=\"comcast\" rel=\"nofollow noopener\" target=\"_blank\">Comcast<\/a>\u2018s <a href=\"https:\/\/deadline.com\/tag\/nbcuniversal\/\" id=\"auto-tag_nbcuniversal\" data-tag=\"nbcuniversal\" rel=\"nofollow noopener\" target=\"_blank\">NBCUniversal<\/a> and its local broadcast affiliates.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\t<a href=\"https:\/\/deadline.com\/tag\/brendan-carr\/\" id=\"auto-tag_brendan-carr\" data-tag=\"brendan-carr\" rel=\"nofollow noopener\" target=\"_blank\">Brendan Carr<\/a> informed Comcast CEO <a href=\"https:\/\/deadline.com\/tag\/brian-roberts\/\" id=\"auto-tag_brian-roberts\" data-tag=\"brian-roberts\" rel=\"nofollow noopener\" target=\"_blank\">Brian Roberts<\/a> of the inquiry in a letter sent on Tuesday.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tIn the letter, first reported by Newsmax, Carr wrote that the \u201cFCC has an interest in and the authority to promote the public interest and to ensure that local broadcast TV stations retain the economic and operational independence necessary to meet their public interest obligations. I want to ensure that Comcast\u2019s relationships with local broadcast TV stations comply with all of the relevant federal regulations\u2014again, regulations designed to ensure that local stations meet their public interest obligations.\u201d<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tHe wrote that he had heard \u201cnumerous reports that the approach that <a href=\"https:\/\/deadline.com\/tag\/nbc\/\" id=\"auto-tag_nbc\" data-tag=\"nbc\" rel=\"nofollow noopener\" target=\"_blank\">NBC<\/a> and other similarly situated networks are taking in recent negotiations is an attempt to extract onerous financial and operational concessions from local broadcast TV stations. Under this approach, networks threaten termination of long-held affiliations, which could result in blackouts and other harms to local consumers of broadcast news and content.\u201d<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tHe wrote that he had asked the FCC\u2019s media bureau to start the review, asking for affiliation agreements that Comcast holds with local broadcast stations.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tA Comcast spokesperson did not immediately return a request for comment.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tAn FCC spokesperson said, \u201cChairman Carr has made it clear over the past six months that he is focused on the relationship between national programmers and local broadcast TV stations.\u00a0 This letter is consistent with his goal of empowering local broadcast TV stations to meet their public interest obligations.\u201d<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tCarr has long talked about trying to boost the status of local stations, citing polling showing a higher level of trust for local newscasts vs. national content. In his letter to Roberts, he cited a Gallup poll showing low trust in mass media, and wrote, \u201cAnd this is not just a matter of opinion. Viewers are voting with their feet, as more and more people are turning to new media for their information and tuning out the national news media altogether.\u201d<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tThe inquiry is the latest from the FCC chairman, who has earlier sent letters to Comcast and Disney over its diversity, equity and inclusion practices. Despite the FCC\u2019s approval last week of Skydance\u2019s merger with Paramount Global, a complaint against CBS News, over the way that 60 Minutes edited an interview with Kamala Harris, remains on the docket, along with other complaints related to network content.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tNetwork affiliate groups have pointed to a \u201crapidly changing\u201d network-affiliate relationship, driven in part by the migration of programming to streaming services like Paramount Plus, Disney+-Hulu and Peacock. <\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\t\u201cThe affiliation fees that the Big Four networks charge affiliates continue to increase while the distribution exclusivity that was once that hallmark of those agreements continues to erode,\u201d major network affiliate groups wrote in a filing with the FCC last year. <\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tThe affiliates argued that they are subsidizing ever increasing live sports rights, yet they are no longer exclusive to broadcast. <\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\t\u201cIncreasingly, the networks are using their own subscription-based streaming platforms to distribute the same programming, including live sports, being licensed to (and paid for by) broadcasters. In a perverse anticompetitive twist, local affiliates are forced to pay the networks for the opportunity to compete for viewers and advertising revenue against platforms owned by the very same networks with which they are affiliated (on terms and conditions that are disadvantageous and anticompetitive, to boot).\u201d<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tThey also have argued that the power dynamics have \u201cartificially\u201d depressed local stations\u2019 revenue, making it even more difficult for the stations to help networks secure high valued sports rights. Instead, such events as NFL playoffs are going behind paywalls.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tIn his letter, Carr also cited restrictions on a station\u2019s negotiations for carriage on streaming platforms, as well as provisions that \u201crestrict a local station\u2019s ability to compete for local sports rights.\u201d He wrote that such restrictions \u201care further evidence of this growing imbalance\u201d between the network and affiliates.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tCarr also raised similar issues <a href=\"https:\/\/www.fcc.gov\/sites\/default\/files\/Carr-Letter-to-Disney-12212024.pdf\" rel=\"nofollow noopener\" target=\"_blank\">in a letter <\/a>he sent to Bob Iger, CEO of The Walt Disney Co., in December.
