Because it\u2019s clear Trump won\u2019t stop his cam\u00adpaign of tar\u00adiff ter\u00adror, Con\u00adgress must act now to reassert its Con\u00adsti\u00adtu\u00adtion\u00adal pow\u00ader over trade.
