Parker and City of Philadelphia officials\u00a0today provided an operational update as a\u00a0Snow Emergency remained\u00a0in effect and a significant winter storm\u00a0impacted\u00a0the region with heavy snowfall,\u00a0strong winds, and hazardous travel conditions.<\/p>\n<p>As of\u00a01\u00a0p.m., the National Weather Service reported\u00a014.0\u00a0inches of snow at Philadelphia International\u00a0Airport,\u00a0with total accumulation varying throughout the city. With\u00a0blowing and drifting snow expected to remain a challenge even as\u00a0snowfall tapered off, officials warn travel could be difficult \u00a0in some areas\u00a0and are urging residents to avoid unnecessary trips\u00a0while crews focus on clearing roadways.<\/p>\n<p>Until the Snow Emergency is lifted by the\u00a0City,\u00a0people cannot park\u00a0in areas that are\u00a0posted\u00a0as emergency routes.\u00a0PPA continues to offer\u00a0a\u00a0$5 flat fee\u00a0parking\u00a0in designated garages in Center City\u00a0for people who need to move\u00a0a vehicle\u00a0from an emergency route.\u00a0If your vehicle was\u00a0relocated\u00a0from\u00a0an\u00a0emergency route, call 215-686-SNOW to\u00a0get information about where to pick\u00a0it\u00a0up.<\/p>\n<p>\u201cThis is a major winter storm, and our One Philly response is fully activated,\u201d said\u00a0Mayor Cherelle L. Parker,\u00a0at a midday news conference in East Falls to provide an update on the City\u2019s coordinated storm response. \u201cMore than 1,000 City employees\u00a0and 800\u00a0pieces of equipment are working around the clock to keep roads passable and residents safe. I had the opportunity to see this work firsthand today, and I want Philadelphians to know \u2014 if you\u00a0haven\u2019t\u00a0seen a plow on your block yet, you will very soon. In the meantime, please avoid unnecessary travel\u00a0today\u00a0and give our crews the space they need to do their jobs.\u201d<\/p>\n<p>\u201cOur crews have been working around the clock to fight this storm,\u201d said\u00a0Carlton Williams, Director,\u00a0Office of Clean and Green. \u201cResidential\u00a0streets are being treated along with primary and secondary roads to ensure all roadways are safe to travel citywide. This is the new standard set by Mayor Parker. Additionally, we are using every tool in the toolbox including three snow melters and newly purchased snow blowers to address tight areas ADA ramps, intersections, crosswalks, and bike lanes during operations.\u201d<\/p>\n<p>Later in the day, the City of Philadelphia announced that city offices would open\u00a0for business\u00a0tomorrow. The First Judicial District reported similarly that all courts are open tomorrow.\u00a0The School District of Philadelphia will remain on virtual instruction for all students tomorrow.<\/p>\n<p>City Response and Operations<\/p>\n<p>More than\u00a01,000 personnel and over 800 trucks and pieces of equipment\u00a0are mobilized across Philadelphia\u00a0as part of the Streets Department\u2019s Winter Weather Operation.\u00a0This includes large triaxle snowplows, dump trucks,\u00a0Sanitation\u00a0trash\u00a0trucks mounted with plows, pickup trucks, and smaller equipment\u00a0treating narrow streets. Crews from multiple City agencies,\u00a0as well as contractors,\u00a0will continue to plow and salt roadways as temperatures drop overnight, excavate snow from tight neighborhood streets, and\u00a0transport\u00a0snow\u00a0by the tons\u00a0to storage\u00a0sites and\u00a0snow\u00a0melters.<\/p>\n<p>City\u00a0officials also report ongoing impacts from strong wind gusts up to 45 mph, contributing to tree damage and scattered outages. The Department of\u00a0Parks and Recreation crews have already responded to\u00a0100\u00a0trees down\u00a0throughout\u00a0Philadelphia\u00a0and\u00a070\u00a0inspections have been made, with continued\u00a0work to clear the trees that\u00a0are considered emergencies.\u00a0Even after the snow event, inspectors will continue throughout the spring since\u00a0the heavy snow\u00a0and winds\u00a0could compromise\u00a0even more trees.<\/p>\n<p>In addition to around-the-clock field operations, the\u00a0City\u00a0is\u00a0using\u00a0its enhanced\u00a0technology to improve efficiency and transparency during the storm response.\u00a0As of 4 p.m., crews had\u00a0treated\u00a071 percent\u00a0of City roadways\u00a0at least once, and treatment was ongoing throughout the day.\u00a0Residents can track plow activity and roadway treatment in real time through the City\u2019s\u00a0<a href=\"http:\/\/www.streetsmartphl.phila.gov\/\" target=\"_blank\" rel=\"noopener nofollow\">PHLPlow<\/a>\u00a0interactive map, which displays vehicles assigned to plowing and salting routes for each snow event. Color-coded roadway status updates refresh every 30 minutes, providing neighborhood-level visibility and reinforcing the Administration\u2019s commitment to transparency and countability in City services. Residents can view the dashboard at\u00a0<a href=\"http:\/\/www.streetsmartphl.phila.gov\/\" target=\"_blank\" rel=\"noopener nofollow\">streetsmartphl.phila.gov<\/a>.<\/p>\n<p>The Philly311 center is open, however,\u00a0requests for\u00a0salting or plowing\u00a0are not yet being taken\u00a0while\u00a0the Streets Department\u00a0continues\u00a0working\u00a0to clear streets during the snow emergency. Philly311 will resume taking these requests once authorization is provided\u00a0the director of snow\u00a0operations.<\/p>\n<p>Support for Vulnerable Residents<\/p>\n<p>Protecting vulnerable residents\u00a0is still\u00a0a priority during the storm. Overnight,\u00a0there\u00a0were more than 250 stays across five City Warming Centers, with an\u00a0Enhanced Code Blue\u00a0now\u00a0in place to expand staffing and ensure sites\u00a0stay\u00a0open.\u00a0The\u00a0City\u00a0has since added a sixth Warming Center and more may be activated as needed. On Tuesday, warming centers will operate\u00a0on 12-hour schedules: select Free Library of Philadelphia locations will serve as warming sites during the day. At night, several City recreation centers will host overnight visitors.<\/p>\n<p>Residents can learn more about Code Blue services and available resources\u00a0<a href=\"https:\/\/www.phila.gov\/services\/safety-emergency-preparedness\/extreme-weather\/code-blue\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">here<\/a>\u00a0and find Warming Center\u00a0locations\u00a0at the City\u2019s\u00a0<a href=\"https:\/\/experience.arcgis.com\/experience\/8d7b658a9fca4a78bac2c385d117a031\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">online interactive map<\/a>.\u00a0Since the need and capacity at warming centers changes hourly, we encourage people helping\u00a0those in need to revisit the\u00a0location\u00a0map regularly.\u00a0Anyone who sees\u00a0someone\u00a0sleeping outside\u00a0and\u00a0may\u00a0need help can call\u00a0the City\u2019s Homeless Street Outreach Hotline,\u00a0(215) 232-1984.<\/p>\n<p>The\u00a0<a href=\"https:\/\/www.phila.gov\/departments\/office-of-homeless-services\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Office of Homeless Services<\/a>\u00a0stresses that there is\u00a0space\u00a0indoors at a warming center or shelters\u00a0through\u00a0the outreach team intake process\u00a0for\u00a0anyone in need. No one is turned away\u00a0if they are seeking\u00a0shelter and help.<\/p>\n<p>Food Sites:\u00a0Residents are encouraged to contact sites to confirm their hours of operation. Visit\u00a0<a href=\"https:\/\/www.phila.gov\/food\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">phila.gov\/food<\/a>\u00a0or call 311 to find sites closest to you.<\/p>\n<p>Travel and Service Impacts<\/p>\n<p>As the storm continues to\u00a0impact\u00a0Philadelphia, the following service adjustments and operational impacts are currently in effect to protect public safety and sustain essential services.<\/p>\n<p>Trash and Recycling Collections:\u202fDue to the expected amount of snow accumulation, Sanitation crews and equipment will be diverted to snow operations. Residents can find updates on sanitation services at\u202f<a href=\"https:\/\/gcc02.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fphila.us12.list-manage.com%2Ftrack%2Fclick%3Fu%3D48732a6251c09f25e0086d47a%26id%3D7887673247%26e%3Df7219912f6&amp;data=05%7C02%7CKeisha.mccarty%40phila.gov%7Ce470ce069f044176b37f08de71cd84c2%7C2046864f68ea497daf34a6629a6cd700%7C0%7C0%7C639073324667518568%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=Bz5oQ6AvNeOaUnxlbmhjkNdw2t2TLkwfc%2B3I9PRYgeU%3D&amp;reserved=0\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">www.phila.gov\/sanitation<\/a>\u202fand follow the Sanitation Department on social media.<\/p>\n<p>Trash and recycling collections are suspended for Monday, February 23 and Tuesday, February 24.\u00a0There will be a two-day delay in collections for the week of February 23 as Monday collections will be\u00a0picked up on\u00a0Wednesday and Tuesday collections on Thursday. Collections will continue the rest of the week in the same sequence with materials picked up two days behind regular schedule.<\/p>\n<p>There will be\u202fno collections in rear driveways.\u00a0Residents are instructed to set\u202ftheir\u202fmaterials out in front of their homes for pickup.\u00a0\u00a0Set materials on top\u00a0of\u00a0snow mounds for better visibility, if possible. With the significant\u00a0snow volume,\u202fthere is an increased risk of Sanitation trucks becoming stuck in the snow in\u202frear\u202fdriveways.<\/p>\n<p>The\u202fcollection\u202fschedule\u202fmay change.\u00a0Continuation of trash and recycling collections will be contingent on the snow volume\u00a0and\u00a0progression of\u00a0plowing operations.<\/p>\n<p>Second trash collection\u202fis suspended\u202fin areas of the city that\u202ftypically\u202freceive\u00a0the service.\u00a0There will\u202fbe\u202fone collection\u202fonly throughout the week.<\/p>\n<p>Delays:\u202fResidents should expect collection delays as crews navigate through the snow\u202fand ice.\u202fInaccessible streets may experience\u202fadditional\u202fdelays.<\/p>\n<p>Sanitation Convenience Centers:\u202fResidents who\u202fcan\u2019t\u202fhold their materials can drop them off at one of the City\u2019s six locations, open Monday through Saturday from 8 a.m. to 6 p.m. A list of sites is available at\u202f<a href=\"http:\/\/phila.gov\/sanitation\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">phila.gov\/sanitation<\/a>.<\/p>\n<p>The\u00a0Philadelphia Water Department\u00a0(PWD)\u00a0will continue to provide service for customers calling (215) 685-6300, including the 24-hour emergency line. To report an emergency, such as a leak in the street or a damaged fire hydrant, select option 1 for the emergency desk. Water Department staff will\u00a0assist\u00a0the\u00a0City\u00a0in snow removal and other emergency operations.\u00a0Residents are encouraged to visit the\u00a0<a href=\"https:\/\/water.phila.gov\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Philadelphia Water Department website<\/a>\u00a0for winter\u00a0weather resources, tips, and guidance on protecting plumbing and reporting cold-weather emergencies.<\/p>\n<p>Philadelphia International Airport:\u00a0Arriving and\u00a0departing\u00a0flights resumed at 2:20 p.m. Monday. Travelers and those picking up travelers are encouraged to check their flight status before leaving for the airport, as delays and cancellations may still occur. The frigid temperatures and cold ground will make it easy for snow to accumulate and cause slippery travel on untreated roadways.<\/p>\n<p>Heavy snow and high winds can cause power outages. Know how to report outages and who to call for tree\u00a0or power line\u00a0emergencies.\u00a0Find that and more health and home safety\u00a0<a href=\"https:\/\/www.phila.gov\/2025-12-12-winter-weather-outlook-what-to-know-to-be-prepared\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">information\u00a0and resources<\/a>\u00a0from the\u00a0City.<\/p>\n<p>Do not shovel or plow snow into the street. This practice is illegal, unsafe and\u00a0counterproductive to snow plowing efforts.<\/p>\n<p>Watch for slippery sidewalks and clear a path at least 36 inches wide within six hours of the storm ending. Corner property owners\u00a0are responsible for\u00a0clearing ramps as an extension of their sidewalk.<\/p>\n<p>Keep fire hydrants clear.<\/p>\n<p>Clear snow from neighborhood sewer drains to allow melting snow to drain.<\/p>\n<p>Make sure to clear snow from the utility access covers on your\u00a0sidewalk. If you have a water or\u00a0gas\u00a0emergency,\u00a0this will allow quick shut off if needed.<\/p>\n<p>Assist\u00a0vulnerable neighbors where possible.<\/p>\n<p>Residents should call\u00a0911 for emergencies\u00a0and use\u00a0311\u00a0for non-emergency service requests.<\/p>\n<p>Pet Safety Awareness:\u00a0Residents should contact the ACCT Philly hotline (267-385-3800 ext. 1 if they\u00a0observe\u00a0a dog outside during the extreme cold (aside from bathroom breaks and short walks).
