{"id":488562,"date":"2026-02-25T00:12:10","date_gmt":"2026-02-25T00:12:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/488562\/"},"modified":"2026-02-25T00:12:10","modified_gmt":"2026-02-25T00:12:10","slug":"inside-the-battle-over-high-prescription-drug-costs-in-the-u-s-frontline-pbs-official-site","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/488562\/","title":{"rendered":"Inside the Battle Over High Prescription Drug Costs in the U.S. | FRONTLINE | PBS | Official Site"},"content":{"rendered":"<p>This month, the Trump administration <a href=\"https:\/\/www.pbs.org\/newshour\/politics\/watch-live-trump-expected-to-announce-launch-of-trumprx-prescription-drug-site\" rel=\"nofollow noopener\" target=\"_blank\">launched TrumpRx<\/a>, a <a href=\"https:\/\/trumprx.gov\/\" rel=\"nofollow noopener\" target=\"_blank\">website<\/a> the administration said would help people in the U.S. buy prescription drugs at affordable prices.<\/p>\n<p>It was the latest development in an ongoing, decades-long battle over the high cost of prescription medication in the U.S. \u2014 a fight FRONTLINE went inside in 2003\u2019s <a href=\"https:\/\/www.pbs.org\/wgbh\/pages\/frontline\/shows\/other\/\" rel=\"nofollow noopener\" target=\"_blank\">The Other Drug War<\/a>. This classic and still-resonant 2003 documentary is now available for the first time on <a href=\"https:\/\/www.youtube.com\/frontline\" rel=\"nofollow noopener\" target=\"_blank\">FRONTLINE\u2019s YouTube channel<\/a>, as part of a multiyear effort to release the series\u2019 archival films for digital streaming.<\/p>\n<p>Produced and directed by Jon Palfreman and Barbara Moran, the documentary examined the fight between major pharmaceutical companies and American consumers who were fed up with paying the highest prescription drug prices in the world.<\/p>\n<p>Seniors in Search of Affordable Medication<\/p>\n<p>In its memorable opening scene, The Other Drug War introduced a group of frustrated U.S. seniors traveling by bus from Maine to Canada: \u201cThe passengers on this bus are drug traffickers, but they are not interested in cocaine or heroin,\u201d the narrator said.<\/p>\n<p>Instead, with prescription drugs not covered under Medicare, the seniors were crossing the border to find the medications they needed for their health, at a fraction of the cost they\u2019d pay in the United States.<\/p>\n<p>\u201cI think it\u2019s disgusting,\u201d Maine senior Carleen Simpson said in the film. \u201cEvery country practically in the world gets drugs cheaper than we do.\u201d<\/p>\n<p>Through interviews with consumers, legislators, scientists, industry leaders and analysts, the documentary probed why that was the case \u2014 exploring the tension between the high cost of scientific innovation and consumers\u2019 need for affordable prescription drugs, and the debate over the role the government should play.<\/p>\n<p>While government price controls keep drugs more affordable in many other countries, pharmaceutical industry leaders have long argued that applying such controls in the U.S. would put new cures for everything from cancer to Alzheimer\u2019s at risk.<\/p>\n<p>The cost of developing and researching new drugs, they said in the film, was enormous \u2014 so when rare blockbuster drugs emerged, companies also had to recoup the cost of developing all the drugs that never made it to market. But critics have long made the case that price controls would not threaten new drug discovery, citing the industry\u2019s <a href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC7054843\/\" rel=\"nofollow noopener\" target=\"_blank\">profit margins<\/a>.<\/p>\n<p>Drugs Now Off the Market, One for Safety Reasons<\/p>\n<p>Since The Other Drug War aired, two of the FDA-approved medications the documentary touched on have been recalled.<\/p>\n<p>Back in 2003, the Eli Lilly drug Xigris was thought to be life-saving for people with severe sepsis. An analyst hailed it in the film as an example of the kind of drug that likely wouldn\u2019t have been developed if government price controls existed. But Xigris was <a href=\"https:\/\/www.fda.gov\/drugs\/drug-safety-and-availability\/fda-drug-safety-communication-voluntary-market-withdrawal-xigris-drotrecogin-alfa-activated-due\" rel=\"nofollow noopener\" target=\"_blank\">voluntarily withdrawn<\/a> from the market in 2011 after study results showed it was not effective.<\/p>\n<p>Problems with another drug went further. The Merck blockbuster Vioxx was then seen as a game-changing arthritis medication, but Merck voluntarily removed it from the market in 2004 after a study showed a <a href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC521598\/\" rel=\"nofollow noopener\" target=\"_blank\">significantly heightened risk of cardiac events and strokes<\/a> with long-term use. The recall was described at the time as the largest withdrawal of a prescription drug in history, and what the company had known about <a href=\"https:\/\/www.npr.org\/2007\/11\/10\/5470430\/timeline-the-rise-and-fall-of-vioxx\" rel=\"nofollow noopener\" target=\"_blank\">Vioxx\u2019s cardiovascular risks<\/a> soon came under scrutiny.<\/p>\n<p>In 2007, denying wrongdoing and liability, Merck <a href=\"https:\/\/www.reuters.com\/article\/business\/healthcare-pharmaceuticals\/merck-agrees-to-pay-485-billion-in-vioxx-settlement-idUSL09297266\/\" rel=\"nofollow noopener\" target=\"_blank\">agreed to pay $4.85 billion<\/a> to settle thousands of Vioxx-related lawsuits. Then, in 2011, the U.S. Department of Justice and Merck announced <a href=\"https:\/\/www.justice.gov\/archives\/opa\/pr\/us-pharmaceutical-company-merck-sharp-dohme-pay-nearly-one-billion-dollars-over-promotion\" rel=\"nofollow noopener\" target=\"_blank\">a nearly $1 billion resolution of civil claims and criminal charges<\/a> related to the company\u2019s promotion of Vioxx. Merck agreed to plead guilty to one misdemeanor and <a href=\"https:\/\/www.merck.com\/news\/merck-resolves-previously-disclosed-seven-year-investigation-led-by-u-s-attorneys-office-for-the-district-of-massachusetts-related-to-vioxx\/\" rel=\"nofollow noopener\" target=\"_blank\">did not admit any other wrongdoing or liability.<\/a><\/p>\n<p>Ongoing Efforts to Reduce Drug Prices<\/p>\n<p>In the years since the film aired, the broader debate over drug pricing and the role the U.S. government should play has continued to rage <a href=\"https:\/\/www.cnbc.com\/2025\/05\/14\/why-americans-pay-so-much-more-for-prescription-drugs-.html\" rel=\"nofollow noopener\" target=\"_blank\">as drug prices have climbed<\/a>.<\/p>\n<p>The documentary chronicled the efforts of two states, Maine and Oregon, to reduce escalating drug costs in the face of strong opposition from the pharmaceutical industry. Both of the resulting state programs are still in effect today.<\/p>\n<p>On the federal level, soon after the documentary aired, Congress passed industry-supported legislation enacting a privatized Medicare prescription drug benefit. It <a href=\"https:\/\/jamanetwork.com\/journals\/jamainternalmedicine\/fullarticle\/775654\" rel=\"nofollow noopener\" target=\"_blank\">lowered participants\u2019 out-of-pocket costs<\/a>, but has <a href=\"https:\/\/www.uspharmacist.com\/article\/most-medicare-users-do-not-review-part-d-plans\" rel=\"nofollow noopener\" target=\"_blank\">also<\/a> <a href=\"https:\/\/jamanetwork.com\/journals\/jama\/article-abstract\/2828906\" rel=\"nofollow noopener\" target=\"_blank\">faced criticism<\/a>, including for preventing the government from being able to set drug prices.<\/p>\n<p>In recent years, part of <a href=\"https:\/\/www.kff.org\/medicare\/faqs-about-the-inflation-reduction-acts-medicare-drug-price-negotiation-program\/\" rel=\"nofollow noopener\" target=\"_blank\">2022\u2019s Inflation Reduction Act<\/a> allowed the Department of Health and Human Services to negotiate prices of certain drugs covered under Medicare for the first time, a development <a href=\"https:\/\/www.nytimes.com\/2023\/07\/23\/us\/politics\/medicare-drug-price-negotiations-lawsuits.html\" rel=\"nofollow noopener\" target=\"_blank\">pharmaceutical companies opposed<\/a>. Negotiated prices for 10 drugs went into effect for 2026, with <a href=\"https:\/\/www.cms.gov\/files\/document\/fact-sheet-negotiated-prices-initial-price-applicability-year-2026.pdf\" rel=\"nofollow noopener\" target=\"_blank\">$1.5 billion in projected savings for consumers<\/a>. The list is <a href=\"https:\/\/www.cms.gov\/newsroom\/press-releases\/cms-announces-selection-drugs-third-cycle-medicare-drug-price-negotiation-program-including-first\" rel=\"nofollow noopener\" target=\"_blank\">expected to expand<\/a> in the years to come.<\/p>\n<p>The second Trump administration issued <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/05\/delivering-most-favored-nation-prescription-drug-pricing-to-american-patients\/\" rel=\"nofollow noopener\" target=\"_blank\">an executive order<\/a> in 2025 aimed at ensuring U.S. consumers no longer paid more for prescription drugs than consumers in other countries, and later <a href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2025\/12\/fact-sheet-president-donald-j-trump-announces-largest-developments-to-date-in-bringing-most-favored-nation-pricing-to-american-patients\/\" rel=\"nofollow noopener\" target=\"_blank\">announced pricing deals with major pharmaceutical companies<\/a>.
