How does a country shut down the internet?"},"content":{"rendered":"<p>In recent days, Iranians experienced a <a href=\"https:\/\/apnews.com\/article\/iran-internet-blackout-israel-war-6aa315eff871579f8bfc220ce3930e5f\" rel=\"nofollow noopener\" target=\"_blank\">near-complete internet blackout<\/a>, with local service providers \u2013 including mobile services \u2013 repeatedly going offline. Iran\u2019s government <a href=\"https:\/\/techcrunch.com\/2025\/06\/20\/irans-government-says-it-shut-down-internet-to-protect-against-cyberattacks\/\" rel=\"nofollow noopener\" target=\"_blank\">has cited cyber security concerns<\/a> for ordering the shutdown.<\/p>\n<p>Shutting off the internet within an entire country is a serious action. It <a href=\"https:\/\/www.accessnow.org\/internet-shutdowns-2024\/\" rel=\"nofollow noopener\" target=\"_blank\">severely limits<\/a> people\u2019s ability to freely communicate and to find reliable information during times of conflict.    <\/p>\n<p>In countries that have privatised mobile and internet providers, control is often exercised through legislation or through government directives \u2013 such as age restrictions on adult content. By contrast, Iran has spent years developing the capacity to <a href=\"https:\/\/www.wired.com\/story\/iran-internet-shutdown-israel\/\" rel=\"nofollow noopener\" target=\"_blank\">directly control its telecommunications infrastructure<\/a>.<\/p>\n<p>So how can a country have broad control over internet access, and could this happen anywhere in the world?<\/p>\n<p>How does \u2018blocking the internet\u2019 work?<\/p>\n<p>The \u201cinternet\u201d is a broad term. It covers many types of applications, services and, of course, the websites we\u2019re familiar with.<\/p>\n<p>There\u2019s a <a href=\"https:\/\/www.accessnow.org\/wp-content\/uploads\/2022\/06\/A-taxonomy-of-internet-shutdowns-the-technologies-behind-network-interference.pdf\" rel=\"nofollow noopener\" target=\"_blank\">range of ways to control access to internet services<\/a>, but broadly speaking, there are two \u201csimple\u201d methods a nation could use to block citizens\u2019 internet access.<\/p>\n<p>Hardware<\/p>\n<p>A nation may opt to physically disconnect the incoming internet connectivity at the point of entry to the country (imagine pulling the plug on a telephone exchange).<\/p>\n<p>This allows for easy recovery of service when the government is ready, but the impact will be far-reaching. Every internet-connected endpoint \u2013 laptop, computer, mobile phone \u2013 has an IP (internet protocol) address. They\u2019re strings of numbers; for example, 77.237.87.95 is an address assigned to one of the internet service providers in Iran. <\/p>\n<p>IP addresses identify the device on the public internet. However, since strings of numbers are not easy to remember, humans use domain names to connect to services \u2013 theconversation.com is an example of a domain name.<\/p>\n<p>That connection between the IP address and the domain is controlled by the <a href=\"https:\/\/bluecatnetworks.com\/glossary\/what-is-dns\/\" rel=\"nofollow noopener\" target=\"_blank\">domain name system<\/a> or DNS. It\u2019s possible for a government to control access to key internet services by modifying the DNS \u2013 this manipulates the connection between domain names and their underlying numeric addresses.<\/p>\n<p>An additional way to control the internet involves manipulating the traffic flow. IP addresses allow devices to send and receive data across networks controlled by internet service providers. In turn, they rely on the <a href=\"https:\/\/www.cloudflare.com\/en-au\/learning\/security\/glossary\/what-is-bgp\/\" rel=\"nofollow noopener\" target=\"_blank\">border gateway protocol<\/a> (BGP) \u2013 think of it like a series of traffic signs which direct internet traffic flow, allowing data to move around the world.<\/p>\n<p>Governments could force local internet service providers to remove their BGP routes from the internet. As a result, the devices they service wouldn\u2019t be able to connect to the internet. In the same manner, the rest of the world would no longer be able to \u201csee\u201d into the country.<\/p>\n<p>      Read more:<br \/>\n      <a href=\"https:\/\/theconversation.com\/internet-shutdowns-heres-how-governments-do-it-211081\" rel=\"nofollow noopener\" target=\"_blank\">Internet shutdowns: here\u2019s how governments do it<\/a><\/p>\n<p>How common is this?<\/p>\n<p>In <a href=\"https:\/\/www.techpolicy.press\/why-2024-was-the-worst-year-for-internet-shutdowns\/\" rel=\"nofollow noopener\" target=\"_blank\">dozens of countries around the world<\/a>, the internet is either routinely controlled or has been shut down in response to major incidents.<\/p>\n<p>A recent example is a <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/bangladeshs-internet-shutdown-isolates-citizens-disrupts-business-2024-07-26\/\" rel=\"nofollow noopener\" target=\"_blank\">wide-scale internet blackout in Bangladesh<\/a> in July 2024 during student-led protests against government job quotas.<\/p>\n<\/p>\n<p>In 2023, <a href=\"https:\/\/ooni.org\/post\/2023-senegal-social-media-blocks\/\" rel=\"nofollow noopener\" target=\"_blank\">Senegal<\/a> limited internet access to handle violent protests that erupted over the sentencing of a political leader. In 2020, India imposed a <a href=\"https:\/\/www.theguardian.com\/world\/2020\/jan\/05\/the-personal-and-economic-cost-of-kashmirs-internet-ban\" rel=\"nofollow noopener\" target=\"_blank\">lengthy internet blackout on the disputed Himalayan region of Kashmir<\/a>. In 2011, the <a href=\"https:\/\/policycommons.net\/artifacts\/1302785\/egyptian-government-attacks-egypts-internet\/1906077\/\" rel=\"nofollow noopener\" target=\"_blank\">Egyptian<\/a> government withdrew BGP routes to address civil unrest.<\/p>\n<p>These events clearly show that if a government anywhere in the world wants to turn off the internet, it really can. The democratic state of the country is the most significant influence on the willingness to undertake such action \u2013 not the technical capability.<\/p>\n<p>However, in today\u2019s world, being disconnected from the internet will heavily impact people\u2019s lives, jobs and the economy. It\u2019s not an action to be taken lightly.<\/p>\n<p>How can people evade internet controls?<\/p>\n<p><a href=\"https:\/\/theconversation.com\/not-available-in-your-region-what-is-a-vpn-and-how-can-i-use-one-safely-256559\" rel=\"nofollow noopener\" target=\"_blank\">Virtual private networks or VPNs<\/a> have long been used to hide communications in countries with strict internet controls, and continue to be an effective internet access method for many people. (However, there are indications Iran has clamped down on VPN use <a href=\"https:\/\/pulse.internetsociety.org\/blog\/iran-is-losing-more-than-usd-1m-gdp-daily-from-blocking-internet-and-vpn-services\" rel=\"nofollow noopener\" target=\"_blank\">in recent times<\/a>.)<\/p>\n<p>However, VPNs won\u2019t help when the internet is physically disconnected. Depending on configuration, if BGP routes are blocked, this may also prevent any VPN traffic from reaching the target. <\/p>\n<p>This is where independent <a href=\"https:\/\/www.youtube.com\/watch?v=jSe3Wlp3EZk\" rel=\"nofollow noopener\" target=\"_blank\">satellite internet services<\/a> open up the most reliable alternative. Satellite internet is great for remote and rural areas where traditional internet service providers have yet to establish their cabling infrastructure \u2013 or can\u2019t do so. <\/p>\n<p>Even if traditional wired or wireless internet connections are unavailable, services such as Starlink, Viasat, Hughesnet and others can provide internet access through satellites orbiting Earth.<\/p>\n<p>To use satellite internet, users rely on antenna kits supplied by providers.
