We\u2019re a mission-focused financial institution looking for a Deputy Director who will work in coordination with the Director of the Olmstead Implementation Office and state agency staff to develop and implement the Olmstead Plan to promote integration, inclusion, and choice for people with disabilities throughout Minnesota. This includes engaging the community and leading efforts to work with people with the lived experience of having a disability. In addition, the Deputy Director carries out important management and operational duties, including coordinating and managing budgets, managing staff, preparing and making presentations, providing leadership for multiple interagency activities, managing multiple contracts, and serving as the Director\u2019s designee and surrogate in internal and external forums.<\/p>\n<p>Essential Job Duties<\/p>\n<p>Develop and implement a framework to meet the Subcabinet\u2019s objective to share power and co-create with people with disabilities in developing and implementing the Olmstead Plan. Incorporate the voice and expertise of people with lived experience into Olmstead-related decision making across the enterprise. Engage community organizations, people with disabilities, and other interested parties.<br \/>\nManage contracts from beginning to end.<br \/>\nSupport the OIO Director in advancing the Olmstead work, which will include serving at the Director\u2019s designee, representative, and\/or partner.<br \/>\nProvide leadership support for interagency activities and special projects, which could include working groups, data collection efforts, research, interagency meetings, and events.<br \/>\nSupervise staff, including hiring, developing, managing and retaining staff.<br \/>\nPerform other duties as assigned.<\/p>\n<p>Minimum Qualifications<\/p>\n<p>To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held. <\/p>\n<p>Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position.<\/p>\n<p>Four (4) years of experience working on disability issues, policies and programs, including engaging and working with people with disabilities<\/p>\n<p>A Bachelor\u2019s degree in social work, sociology, public policy\/administration, communications, business\/non-profit management, disability studies, human services, gerontology, or law may substitute for 12 months of experience \u2013 or \u2013 a Master\u2019s degree in the listed fields may substitute for 18 months of experience.<\/p>\n<p>Demonstrated experience in managing multiple, complex projects that involve multiple stakeholders.<\/p>\n<p>Demonstrated leadership experience, including at least one of the below:<\/p>\n<p>Experience as a manager, supervisor or team lead<br \/>\nCompletion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI)<br \/>\nCompletion of a similar or equivalent leadership development program through another organization<br \/>\nA paid or unpaid position leading a project or program or chairing a committee, such as an Employee Resource Group (ERG). This experience must include:<\/p>\n<p>1+ years of identifying issues, goals, and strategic actions and<br \/>\n100+ hours per year time commitment<br \/>\n(Resume must clearly document how experience meets these requirements)<\/p>\n<p>Experience in community outreach and engagement.<br \/>\nDemonstrated communication skills, including ability to communicate complex information in plain language.<\/p>\n<p>Cultural competency as demonstrated by skills for communication and interaction across cultures and awareness of one\u2019s own world view and that different world views exist<\/p>\n<p>Preferred Qualifications<\/p>\n<p>Five (5) years of experience working directly on disability issues, policies and programs, including engaging and working with people with disabilities.<br \/>\nExtensive experience in disability program systems and policy\u2014such as: expertise in home- and community-based waivers, policy analysis and development, and a strong understanding of the ADA integration mandate and the U.S. Supreme Court\u2019s Olmstead Decision.<br \/>\nManagement experience, including: (1) hiring, supervising, evaluating, training, coaching, supporting and retaining staff, (2) effectively delegating projects and tasks, and (3) supporting career and skills development.<br \/>\nStrong facilitation and equity-focused communication skills\u2014with demonstrated experience leading diverse meetings (from small teams to large community events) and a deep understanding of ableism and its impact on government systems, policies, and programs.<br \/>\nExpertise in cultural competency\/agility.
