{"id":51103,"date":"2025-07-31T22:51:07","date_gmt":"2025-07-31T22:51:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/51103\/"},"modified":"2025-07-31T22:51:07","modified_gmt":"2025-07-31T22:51:07","slug":"ntia-lead-arielle-roth-confirmed","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/51103\/","title":{"rendered":"NTIA Lead Arielle Roth Confirmed"},"content":{"rendered":"<p>                                    This week in \u201cWhat\u2019s New in Digital Equity\u201d \u2014 our weekly look at government digital equity and broadband news \u2014 we have a number of interesting items, which you can jump to with the links below:<br \/>NTIA LEAD ARIELLE ROTH CONFIRMED<br \/>Arielle Roth\u2019s nomination to serve as the Department of Commerce\u2019s National Telecommunications and Information Administration (NTIA)\u2019s assistant secretary of commerce for communications and information was confirmed by the U.S. Senate last week.\u201cArielle\u2019s distinguished career in government \u2014 including time at the FCC and working in the Senate for Chairman [Ted] Cruz \u2014 has given her the skills and knowledge to lead NTIA at this critical time,\u201d FCC Chairman Brendan Carr said in a <a class=\"Link\" href=\"https:\/\/docs.fcc.gov\/public\/attachments\/DOC-413177A1.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">statement<\/a>.<\/p>\n<p>President Donald Trump nominated Roth in <a class=\"Link\" href=\"https:\/\/www.govtech.com\/network\/whats-new-in-digital-equity-meet-trumps-ntia-lead#ntia26\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">February<\/a>. Her nomination raised concerns among some digital inclusion advocates, as she has previously criticized the <a class=\"Link\" href=\"https:\/\/www.govtech.com\/network\/digital-equity-work-advancing-per-bead-director\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">Broadband Equity, Access, and Deployment (BEAD) program<\/a> that NTIA is charged with leading. However, she has since <a class=\"Link\" href=\"https:\/\/www.govtech.com\/network\/whats-new-in-digital-equity-states-push-for-bead-progress#ntia43\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">said<\/a> that she will work with members of Congress on both sides of the political spectrum to ensure the program\u2019s success.<\/p>\n<p>A variety of digital equity stakeholder groups and organizations have released statements welcoming Roth to the new role.<\/p>\n<p>The Information Technology and Innovation Foundation\u2019s Director of Broadband and Spectrum Policy Joe Kane said in a <a class=\"Link\" href=\"https:\/\/itif.org\/publications\/2025\/07\/23\/itif-welcomes-confirmation-of-arielle-roth-to-head-ntia\/\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">statement<\/a> that Roth\u2019s expertise will be critical to the BEAD program\u2019s ability to address digital inequities, arguing that she will be \u201ca key voice on spectrum policy\u201d for the U.S.<\/p>\n<p>The Wireless Infrastructure Association\u2019s President and CEO Patrick Halley issued a statement underlining the NTIA\u2019s role in broadband deployment, spectrum management, and permitting reform, calling Roth \u201cthe right leader for the job.\u201d<\/p>\n<p>Other groups that issued statements include <a class=\"Link\" href=\"https:\/\/www.ntca.org\/newsroom\/press-releases\/2025\/23\/ntca-congratulates-arielle-roth-ntia-confirmation\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">NTCA\u2013The Rural Broadband Association<\/a>, the <a class=\"Link\" href=\"https:\/\/www.electric.coop\/electric-co-ops-welcome-confirmation-of-arielle-roth-to-lead-ntia\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">National Rural Electric Cooperative Association<\/a>, and <a class=\"Link\" href=\"https:\/\/ustelecom.org\/ustelecom-congratulates-arielle-roth-on-confirmation\/\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">USTelecom<\/a>. FCC Commissioner Olivia Trusty, who was <a class=\"Link\" href=\"https:\/\/www.govtech.com\/network\/whats-new-in-digital-equity-olivia-trusty-joins-the-fcc\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">confirmed in June<\/a>, also issued a congratulatory <a class=\"Link\" href=\"https:\/\/docs.fcc.gov\/public\/attachments\/DOC-413182A1.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">statement<\/a>.<\/p>\n<p>Notably, Roth has affirmed her commitment to following the law in the implementation of NTIA\u2019s broadband programs, according to a <a class=\"Link\" href=\"https:\/\/www.benton.org\/content\/benton-institute-broadband-society-congratulates-arielle-roth\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">statement<\/a> from Benton Institute for Broadband and Society Executive Director Revati Prasad.<\/p>\n<p>\u201cWe welcome this commitment and look forward to NTIA\u2019s implementation of the Digital Equity Act (DEA), established by Congress in the Infrastructure Investment and Jobs Act, as well as quick review and approval of states\u2019 [BEAD] Program applications,\u201d Prasad said.<\/p>\n<p>Trump <a class=\"Link\" href=\"https:\/\/www.govtech.com\/network\/could-the-end-be-near-for-the-digital-equity-act\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">recently ended<\/a> the Digital Equity Act, drastically impacting the <a class=\"Link\" href=\"https:\/\/www.govtech.com\/spotlight\/states-address-shifting-financial-landscape-for-digital-equity\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">financial landscape for digital inclusion<\/a> work. <a class=\"Link\" href=\"https:\/\/menendez.house.gov\/media\/press-releases\/menendez-leads-nj-members-calling-commerce-department-restore-vital-funding\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">Lawmakers<\/a> and <a class=\"Link\" href=\"https:\/\/www.techpolicy.press\/digital-equity-advocates-rally-to-restore-funds-sustain-their-work\/\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">other advocates<\/a> of digital inclusion have called for the reinstatement of the funds following the program\u2019s <a class=\"Link\" href=\"https:\/\/www.govtech.com\/spotlight\/states-address-shifting-financial-landscape-for-digital-equity\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">termination<\/a>.<\/p>\n<p>NYC LAUNCHES PROGRAM FOR LOW-INCOME NEW YORKERS<br \/>New York City\u2019s new \u201cLiberty Link\u201d pilot program will deliver Internet service to thousands of low-income New Yorkers living in affordable housing buildings. The service will be available at little or no cost to tenants, per the <a class=\"Link\" href=\"https:\/\/www.nyc.gov\/office-of-the-mayor\/news\/544-25\/mayor-adams-hpd-nypl-new-program-deliver-free-low-cost-wi-fi-thousands-of#\/0\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">announcement<\/a>.<\/p>\n<p>The pilot is being led by the Department of Housing Preservation and Development (HPD) and the New York Public Library (NYPL) system. NYPL will connect the buildings to fiber Internet, which has been <a class=\"Link\" href=\"https:\/\/www.govtech.com\/network\/broadband-availability-relatively-high-in-u-s-but-gaps-remain\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">deemed the \u201cgold standard.\u201d<\/a> The program aims to build on the city\u2019s <a class=\"Link\" href=\"https:\/\/www.govtech.com\/network\/nyc-tackles-digital-divide-with-new-free-internet-program\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">Big Apple Connect<\/a> program.<\/p>\n<p>As part of this program, tenants will also have access to HPD\u2019s <a class=\"Link\" href=\"https:\/\/www.govtech.com\/gov-experience\/nyc-launches-pilot-for-neighborhood-level-tech-support\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">Neighborhood Tech Help<\/a> program, with one-on-one assistance and digital literacy training, launched in April.<\/p>\n<p>NEW MEXICO LEADS IN BOOSTING BROADBAND SPEED<br \/>In other state news, New Mexico has achieved the greatest year-over-year broadband speed increase in the nation. According to Ookla Speedtest data, 20.5 percent more of its residents were accessing high-speed Internet in the last half of 2024 than in the last half of 2023.<\/p>\n<p>Some areas of the state are most impacted by the improvements, with South Santa Fe seeing a 73 percent speed increase. Navajo Nation areas saw an increase between 33 and 40 percent. Rural Chaparral in Dona Ana and Otero counties saw a 52 percent increase.<\/p>\n<p>Several key factors contribute to these improvements, according to the Office of Broadband Access and Expansion\u2019s <a class=\"Link\" href=\"https:\/\/connect.nm.gov\/uploads\/1\/4\/1\/9\/141989814\/press_release_new_mexico_leads_nation_in_broadband_speed_improvements.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">announcement<\/a>: new development, prioritization of fiber technology, and increased awareness. The office expects the percentage of residents with high-speed Internet access to continue rising in the years to come.<\/p>\n<p>NATIONAL GOVERNORS ASSOCIATION PRIORITIZES BROADBAND<br \/>The National Governors Association\u2019s (NGA) Economic Development and Revitalization Task Force co-chairs \u2014 Kentucky Gov. Andy Beshear and South Carolina Gov. Henry McMaster \u2014 wrote a <a class=\"Link\" href=\"https:\/\/www.nga.org\/advocacy-communications\/economic-development-and-revitalization-task-force-outlines-priorities-for-fy-2026\/\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">letter<\/a> to members of Congress advising them of the organization\u2019s priorities, to inform Fiscal Year 2026\u2019s appropriations process. NGA urged the legislative body to fund efforts supporting several key areas, one being broadband deployment and access.<\/p>\n<p>\u201cWe strongly support the flexibility of federal programs to achieve the diverse needs of states as they deploy broadband capabilities,\u201d the letter said, emphasizing the importance of Internet access for health, education and workforce.<\/p>\n<p>Other gubernatorial priority areas include transportation infrastructure, water infrastructure, and Environmental Protection Agency programs.<\/p>\n<p>DIGITAL LITERACY PLATFORM INTEGRATES AI<br \/>GetSetUp, a digital literacy platform that aims to equip older adults with technology skills, was recently recognized at the AI for Good Global Summit, hosted by the United Nations. The platform received the \u201cAI for Good Award\u201d for its use of AI technology in upskilling.<\/p>\n<p>Government entities from <a class=\"Link\" href=\"https:\/\/www.govtech.com\/gov-experience\/nebraska-offers-digital-skills-training-platform-to-seniors\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">Nebraska<\/a> to <a class=\"Link\" href=\"https:\/\/www.govtech.com\/gov-experience\/connecting-older-new-yorkers-through-skills-training-ai\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">New York<\/a> are working with GetSetUp to help residents get online.<\/p>\n<p>The platform\u2019s AI Assistant, Helen, helps connect users with the resources that will be most beneficial to their learning. Notably, the tool aims to help address learning barriers like social isolation and chronic disease.
