For years, its enemies have been circling. They claim the triple lock is too expensive. That it\u2019s handed pensioners two massive pay rises in a row, <a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/finance\/personalfinance\/2181539\/rachel-reeves-must-announce-new\" rel=\"nofollow noopener\" target=\"_blank\">and that\u2019s hard on workers who fund it from stagnating wages<\/a>. And it will only get more unaffordable as the nation ages, birth rates fall, and the ratio of workers to pensioners shrinks. The Treasury has wanted to see the back of it for years. So has pensions minister Torsten Bell.<\/p>\n<p><a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/finance\/personalfinance\/2101162\/rachel-reeves-plots-20-brutal-budget-tax-hikes-see-which-hit-you\" rel=\"nofollow noopener\" target=\"_blank\">I\u2019ve written about young Torsten before<\/a>. He ran left-wing think tank Resolution Foundation for a decade, where he dreamed up all sorts of plans to overhaul the tax and benefits system. Every plan had one thing in common.<a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/finance\/personalfinance\/2002385\/Meet-man-replace-Rachel-Reeves-fanatical-plans-to-hike-taxes\" rel=\"nofollow noopener\" target=\"_blank\">More taxes, fewer benefits for pensioners<\/a>. He\u2019s been calling for the <a href=\"https:\/\/www.express.co.uk\/latest\/triple-lock\" data-link-tracking=\"InArticle|AutoLink\" rel=\"nofollow noopener\" target=\"_blank\">triple lock<\/a> to be downgraded for years, calling it \u201cnot a sensible mechanism&#8221;. Now he\u2019s a Labour MP. In charge of pension policy.<\/p>\n<p>Bell is a funny chap. He looks like butter wouldn\u2019t melt, but holds himself in high regard and is prone to <a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/finance\/personalfinance\/2140752\/potty-mouthed-schemer-sank-rachel-reeves-brutal-plans-pensioners\" rel=\"nofollow noopener\" target=\"_blank\">frantic bouts of swearing if he doesn&#8217;t get his way<\/a>. He usually does, pretty much writing <a href=\"https:\/\/www.express.co.uk\/latest\/rachel-reeves\" data-link-tracking=\"InArticle|AutoLink\" rel=\"nofollow noopener\" target=\"_blank\">Rachel Reeves<\/a>&#8216;s last Budget. He could be the next Chancellor. When Bell talks pensions, we have to listen, like it or not. Last week, he gave a pretty clear idea of what Labour may do next.<\/p>\n<p>  Read more: <a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/finance\/personalfinance\/2184841\/state-pensioners-845-boost-April\" rel=\"nofollow noopener\" target=\"_blank\"> State pensioners given \u00a38.45 boost from April thanks to triple lock <\/a><\/p>\n<p>Since 2011, the triple lock has increased the <a href=\"https:\/\/www.express.co.uk\/latest\/state-pension\" data-link-tracking=\"InArticle|AutoLink\" rel=\"nofollow noopener\" target=\"_blank\">state pension<\/a> each year by earnings, inflation or 2.5%, whichever is highest. It\u2019s done a brilliant job of reducing pensioner poverty, although more remains to be done.<\/p>\n<p>But it\u2019s come under fire for handing pensioners some pretty hefty increases: 10.1% in April 2023, based on inflation, then 8.5% in 2024, based on earnings. <a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/finance\/personalfinance\/2184272\/state-pensioners-given-48-triple-lock\" rel=\"nofollow noopener\" target=\"_blank\">Next month another 4.8% rise is due<\/a>, again based on earnings.<\/p>\n<p data-mce-linkchecker-status=\"valid\">With inflation expected to rise because of the oil price shock, pensioners may enjoy another decent uplift next year. Great for them, but it will put the triple lock under intense political pressure. Especially with <a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/finance\/personalfinance\/2184796\/UK-currency-crisis-just-begun-rachel-reeves-give-us-hell-next-budget\" rel=\"nofollow noopener\" target=\"_blank\">the Iran war and oil shock preparing to destroy Chancellor Rachel Reeves<\/a><\/p>\n<p>Labour has pledged to safeguard the safeguard for this Parliament, at a cost of \u00a330billion. That should hold. It was a manifesto commitment, and we know <a href=\"https:\/\/www.express.co.uk\/latest\/keir-starmer\" data-link-tracking=\"InArticle|AutoLink\" rel=\"nofollow noopener\" target=\"_blank\">Keir Starmer<\/a>&#8216;s party always honours those. However, Bell made it clear that its future beyond that is on the line.<\/p>\n<p>He&#8217;s hinted Labour he could drop one element of the triple lock. It might be the 2.5% floor or the inflation element, leaving the state pension to rise with earnings alone. We don&#8217;t know yet.<\/p>\n<\/p>\n<p>There&#8217;s another way of cutting the state pension bill. By hiking the retirement age. It will already start rising from 66 to 67 next month, with 68 pencilled in for 2044. Some have called for it to hit 75.<\/p>\n<p>Bell has knocked that on the head. He says too many people aren&#8217;t healthy enough to work into their 50s, let alone their 70s. Poorer people tend to die younger and may never reach state pension age at all. If something has to give, it will be the triple lock.<\/p>\n<p>Bell isn\u2019t alone in questioning its future. Even <a href=\"https:\/\/www.express.co.uk\/latest\/nigel-farage\" data-link-tracking=\"InArticle|AutoLink\" rel=\"nofollow noopener\" target=\"_blank\">Nigel Farage<\/a> has said <a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/finance\/personalfinance\/2172709\/state-pension-triple-lock-debate-farage\" rel=\"nofollow noopener\" target=\"_blank\">the triple lock is \u201copen for debate&#8221;<\/a>. Politicians fear a massive backlash by pensioners if they kill it.
