{"id":540094,"date":"2026-03-23T08:15:09","date_gmt":"2026-03-23T08:15:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/540094\/"},"modified":"2026-03-23T08:15:09","modified_gmt":"2026-03-23T08:15:09","slug":"trumps-visit-to-china-wont-fix-much-if-it-even-happens","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/540094\/","title":{"rendered":"Trump\u2019s Visit to China Won\u2019t Fix Much, If It Even Happens"},"content":{"rendered":"<p>President Donald Trump\u2019s suggestion that he would likely delay his planned state visit to Beijing by \u201c<a href=\"https:\/\/www.nbcnews.com\/politics\/trump-administration\/us-wants-delay-china-trip-xi-jinping-meeting-month-due-iran-war-rcna263792\" rel=\"nofollow noopener\" target=\"_blank\">a month or so<\/a>\u201d to focus on the war with Iran underscores the fragility of the U.S.-Chinese truce that has held since October. <a href=\"https:\/\/www.project-syndicate.org\/commentary\/us-china-thaw-rare-earths-ban-shows-american-aggression-no-longer-works-by-james-k-galbraith-2025-10\" rel=\"nofollow noopener\" target=\"_blank\">Expectations<\/a> of a U.S.-Chinese thaw had resurfaced in recent months as both sides worked toward a summit, reduced tariffs and carried out a series of good-faith measures like delaying implementation of export controls. But Trump\u2019s March 15 call for China to help <a href=\"https:\/\/www.ft.com\/content\/1ca6d121-760b-4ec5-b6ad-514fdaa94873\" rel=\"nofollow noopener\" target=\"_blank\">reopen the Strait of Hormuz<\/a> before his state visit illustrated how quickly external events can reshape the bilateral agenda.<\/p>\n<p>Both <a href=\"https:\/\/www.cnbc.com\/2026\/03\/16\/cnbc-transcript-us-treasury-secretary-scott-bessent-speaks-with-cnbcs-brian-sullivan-on-squawk-box-today.html\" rel=\"nofollow noopener\" target=\"_blank\">the White House<\/a> and <a href=\"https:\/\/www.fmprc.gov.cn\/eng\/xw\/fyrbt\/lxjzh\/202603\/t20260317_11876423.html\" rel=\"nofollow noopener\" target=\"_blank\">China\u2019s Ministry of Foreign Affairs<\/a> later denied any formal linkage between the visit and Trump\u2019s request. Yet the fact that a crisis in the Middle East can disrupt even a carefully prepared summit underscores a deeper reality: The current truce is structurally fragile and U.S.-Chinese relations remain highly susceptible to exogenous shocks. None of the fundamental sources of political, economic and security mistrust that have driven the deterioration in ties in recent years have been meaningfully addressed. Both sides have strong incentives to avoid all-out economic warfare for the time being, but the current tactical stabilization is a brittle check on future escalation. Another rupture is likely before the end of Trump\u2019s term and will escalate beyond tariffs to include weaponizing supply chains \u2013 from semiconductors to critical minerals \u2013 that both sides view as strategic vulnerabilities.<\/p>\n<p>\u00a0<\/p>\n<p>\u00a0<\/p>\n<p>Beijing and Washington in the past year have repeatedly come close to major escalation. In 2025, a <a href=\"https:\/\/www.piie.com\/blogs\/realtime-economics\/2026\/trump-china-trade-wars-five-takeaways-us-imports-2025\" rel=\"nofollow noopener\" target=\"_blank\">tit-for-tat tariff battle<\/a> pushed duties to levels approaching a trade embargo and spilled over to <a href=\"https:\/\/www.csis.org\/analysis\/chinas-new-rare-earth-and-magnet-restrictions-threaten-us-defense-supply-chains\" rel=\"nofollow noopener\" target=\"_blank\">export controls<\/a> and <a href=\"https:\/\/www.npr.org\/2025\/05\/28\/g-s1-69495\/rubio-says-u-s-will-aggressively-revoke-visas-for-many-chinese-students\" rel=\"nofollow noopener\" target=\"_blank\">threats of visa denials<\/a>. Temporary stabilizations followed <a href=\"https:\/\/china.usembassy-china.org.cn\/president-donald-trump-speaks-with-chinese-president-xi-jinping\/\" rel=\"nofollow noopener\" target=\"_blank\">leader-level interventions<\/a>, but repeated cycles of escalation \u2013 in April and October \u2013 highlight how fragile the relationship has become.<\/p>\n<p><a href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2025\/11\/fact-sheet-president-donald-j-trump-strikes-deal-on-economic-and-trade-relations-with-china\/\" rel=\"nofollow noopener\" target=\"_blank\">The latest truce<\/a> has held since October, with both sides scrambling to advance relations with a hastily arranged Trump state visit to China. The White House had previously announced it <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-02-20\/trump-will-travel-to-china-in-late-march-for-high-stakes-xi-meet\" rel=\"nofollow noopener\" target=\"_blank\">would begin on March 31<\/a> for three days, and has continued <a href=\"https:\/\/www.cnbc.com\/2026\/03\/15\/trump-xi-trade-talks.html\" rel=\"nofollow noopener\" target=\"_blank\">to negotiate commercial agreements<\/a>, including a potential trade framework similar to those recently negotiated with more than two dozen countries, in advance of the trip.<\/p>\n<p>Speculation about a new \u201cgrand bargain\u201d echoes the January 2020 <a href=\"https:\/\/ustr.gov\/phase-one\" rel=\"nofollow noopener\" target=\"_blank\">Phase One Trade Agreement<\/a>, signed shortly before the global spread of COVID-19 mangled international trade and supply chains. That agreement was cast as a first step in that it deliberately focused on a narrow set of low-hanging fruit \u2013 such as commitments around agricultural purchase and strengthening intellectual property rights \u2013 with promises to quickly move into negotiating a broader \u201c<a href=\"https:\/\/trumpwhitehouse.archives.gov\/briefings-statements\/remarks-president-trump-signing-u-s-china-phase-one-trade-agreement-2\/\" rel=\"nofollow noopener\" target=\"_blank\">phase two<\/a>\u201d that would address the deeper structural issues around China\u2019s industrial policies. But if even that narrow deal proved too difficult to enforce \u2013 core provisions, such as purchase commitments by China, <a href=\"https:\/\/www.federalregister.gov\/documents\/2025\/10\/28\/2025-19679\/initiation-of-section-301-investigation-chinas-implementation-of-commitments-under-the-phase-one\" rel=\"nofollow noopener\" target=\"_blank\">remain unmet<\/a> \u2013 there is little reason to expect that a broader framework from this summit will prove more durable.<\/p>\n<p>Six years later, U.S.-Chinese dynamics are also, of course, far different. China has grown more confident in using its dominant control of many critical supply chains to inflict pain and bring Washington to the table \u2013 in 2025, it was the only country <a href=\"https:\/\/foreignpolicy.com\/2025\/04\/04\/china-fires-back-at-u-s-in-escalating-trade-war\/\" rel=\"nofollow noopener\" target=\"_blank\">to meaningfully strike back at U.S. tariffs<\/a>. The United States likewise has massively expanded <a href=\"https:\/\/www.cnas.org\/publications\/reports\/sanctions-by-the-numbers-comparing-the-trump-and-biden-administrations-sanctions-and-export-controls-on-china\" rel=\"nofollow noopener\" target=\"_blank\">its arsenal of economic statecraft tools<\/a> \u2013 especially technology controls and investment restrictions \u2013 against China.<\/p>\n<p>Both sides <a href=\"https:\/\/www.uscc.gov\/hearings\/dominance-design-china-shock-20-and-supply-chain-chokepoints-eroding-us-security\" rel=\"nofollow noopener\" target=\"_blank\">sit atop chokepoints<\/a> on the other\u2019s economy. For the United States, it\u2019s semiconductors and related manufacturing equipment, software, high-performance specialty chemicals, aircraft parts, other advanced technologies and global financial infrastructure; for China, it\u2019s critical minerals, active pharmaceutical ingredients and inputs across a wide range of supply chains. Both countries are working to reduce these vulnerabilities through a variety of <a href=\"https:\/\/carnegieendowment.org\/research\/2025\/01\/china-decoupling-beyond-the-united-states-comparing-germany-japan-and-india\" rel=\"nofollow noopener\" target=\"_blank\">decoupling and friendshoring initiatives<\/a>, but for now, the two can still exact significant pain on the other.<\/p>\n<p>Thus, the implications of failed U.S.-Chinese trade negotiations in 2026 extend far beyond the higher costs borne by tariffs. Both countries retain significant intent and capability to implement potentially crippling blows across a range of each other\u2019s strategic sectors by denying the critical inputs they require to function. Beijing and Washington understand this, and fear of mutual harm \u2013 rather than an attempt to address the deeply rooted sources of mistrust \u2013 is driving the sustained truce and hurried negotiations. Much like the United States and the Soviet Union periodically sought d\u00e9tente to reduce mutual risk, so too do the United States and China today. But negotiating while facing a cocked gun does little to build confidence or shift relations in a positive trajectory.<\/p>\n<p>China\u2019s growing confidence is also likely to manifest itself in trade negotiation outcomes. Any deal announced at or soon after Trump\u2019s trip will be far more even-keeled than the 2020 agreement and require concessions from the United States, such as lowering restrictions on Chinese investments in strategic U.S. sectors. The United States has already signaled its openness to concessions, with some recent <a href=\"https:\/\/www.reuters.com\/business\/media-telecom\/us-china-trade-detente-fuels-mothballing-key-china-tech-curbs-2026-02-12\/\" rel=\"nofollow noopener\" target=\"_blank\">reversals on restricting Chinese participation<\/a> in the U.S. telecommunications sector, <a href=\"https:\/\/www.cfr.org\/articles\/new-ai-chip-export-policy-china-strategically-incoherent-and-unenforceable\" rel=\"nofollow noopener\" target=\"_blank\">easing of some export controls<\/a> on advanced AI semiconductors and a deal <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/09\/saving-tiktok-while-protecting-national-security\/\" rel=\"nofollow noopener\" target=\"_blank\">to allow TikTok to remain operating<\/a> in the United States.<\/p>\n<p>These measures, however, are limited and largely reflect tactical positioning ahead of negotiations rather than a broader shift in U.S. strategy. Since the October truce, the United States has continued to tighten pressure on China through other channels: it has encouraged <a href=\"https:\/\/apnews.com\/article\/trump-canada-carney-china-tariffs-5079e910df071b45d2b16949efb8f11a\" rel=\"nofollow noopener\" target=\"_blank\">Canada<\/a> and <a href=\"https:\/\/gfmag.com\/economics-policy-regulation\/us-mexico-hikes-tariffs\/\" rel=\"nofollow noopener\" target=\"_blank\">Mexico<\/a> to increase tariffs against China; it has accelerated efforts with other countries to reduce supply chain dependencies on China, <a href=\"https:\/\/www.csis.org\/analysis\/critical-minerals-ministerial-introduces-new-international-cooperation-strategy\" rel=\"nofollow noopener\" target=\"_blank\">especially in critical minerals<\/a>; and it has continued sending warships on routine transits through the <a href=\"https:\/\/news.usni.org\/2026\/01\/17\/u-s-destroyer-survey-vessel-conduct-first-taiwan-strait-transit-of-2026-say-chinese-officials\" rel=\"nofollow noopener\" target=\"_blank\">Taiwan Strait<\/a> and <a href=\"https:\/\/www.c7f.navy.mil\/Media\/News\/Display\/Article\/2056212\/america-japan-maritime-self-defense-force-operate-in-the-east-china-sea\/\" rel=\"nofollow noopener\" target=\"_blank\">East<\/a> and <a href=\"https:\/\/www.stripes.com\/theaters\/asia_pacific\/2026-01-12\/abraham-lincoln-carrier-south-china-sea-20379999.html?utm_source=chatgpt.com\" rel=\"nofollow noopener\" target=\"_blank\">South China Seas<\/a>. Beijing strongly objected to all these measures, but they represent enduring U.S. economic and national security priorities that are unlikely to change as part of any trade framework. Any U.S. concessions offered in the context of a summit are therefore more likely to be limited and reversible rather than indicative of a broader strategic realignment.<\/p>\n<p><a href=\"https:\/\/warontherocks.com\/membership\/\" rel=\"nofollow noopener\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-29623\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2026\/03\/1773994988_135_Untitled-design.png\" alt=\"\" width=\"1600\" height=\"900\"  \/><\/a><\/p>\n<p>The delayed trip, if and when it happens, may still not proceed as planned. The most recent threat to the truce is the burgeoning Iran conflict and its related energy disruptions \u2013 China imports <a href=\"https:\/\/warontherocks.com\/2026\/03\/how-does-the-iran-war-affect-chinas-energy-security\/\" rel=\"nofollow noopener\" target=\"_blank\">more than half its crude oil<\/a> from the Middle East \u2013 but China has similarly objected to U.S. moves in Venezuela, Greenland, and Panama, which threaten Chinese interests and have provoked <a href=\"https:\/\/www.chinadaily.com.cn\/a\/202602\/05\/WS69848bafa310d6866eb37b76.html?fbclid=IwY2xjawQmOzhleHRuA2FlbQIxMABicmlkETFCak1oeHVqZEdlOE9XNjRFc3J0YwZhcHBfaWQQMjIyMDM5MTc4ODIwMDg5MgABHvhWWUFlpbCgxd19Al-jep_yeK4E3P7f-1n6T0-Nzksub7dTZFPVkYx6m2vX_aem_SsipHt1_OORccY3XVWiBKg\" rel=\"nofollow noopener\" target=\"_blank\">rhetorical condemnations<\/a> from Beijing. The U.S. Congress, likewise, has continued despite the truce to pass multiple pieces of legislation Beijing strongly objects to, such as the <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/senate-bill\/1071\" rel=\"nofollow noopener\" target=\"_blank\">BIOSECURE Act<\/a>, which directly challenges one of Beijing\u2019s priority industrial sectors by seeking to restrict U.S. public and private sector cooperation with Chinese biotechnology firms. China itself must also navigate a sensitive political situation in that Trump likely expects to be regaled as during his 2017 visit, despite this contradicting the hostile image of the United States the Chinese government has sold its public for the past decade.<\/p>\n<p>In a best-case scenario, the China visit proceeds with minimal disruptions, and both sides buy more short-term stability. It may be undergirded by a trade and investment framework that allows for regular touchpoints like purchase commitments by specific dates to maintain the truce into the future. This will not, however, meaningfully address the deep mutual mistrust built up over the last decade. Neither side will adjust their divergent geopolitical strategies, nor will Beijing or Washington remove any of the coercive tools they have built up as contingencies for when things go south.<\/p>\n<p>This will leave relations on unsteady footing, prone to sudden bouts of escalation. The visit may temporarily stabilize relations. But the structural logic of strategic competition and supply-chain weaponization remains unchanged.
