Ten people have already been selected for the homes. There will also be staff support on site around the clock.

Project costs are estimated at $1 million for the first phase, and about two-thirds of that budget is already covered by donations received.

“The number of chronically-homeless individuals grew 204% in the last five years,” said Michelle Shelburne, founder of Sanctuary Indy. “Indianapolis’ existing programs that have kept non-chronic homelessness flat over the past six years have not been effective for our chronically-homeless neighbors. Circle City Village will address that gap.”

RELATED: Demolition underway at 22nd and Meridian streets to make way for new affordable housing project

Shelburne said some of the Indianapolis project is based on similar successful programs she and other supporters visited in Austin, Texas, and Springfield, Missouri.

The organization plans a second phase that will include two- and three-bedroom duplexes for 10 families, as well as a community center and a community garden.
