{"id":563687,"date":"2026-04-04T07:32:19","date_gmt":"2026-04-04T07:32:19","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/563687\/"},"modified":"2026-04-04T07:32:19","modified_gmt":"2026-04-04T07:32:19","slug":"attacking-irans-energy-and-water-infrastructure-is-not-a-winning-strategy","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/563687\/","title":{"rendered":"Attacking Iran\u2019s energy and water infrastructure is not a winning strategy"},"content":{"rendered":"<p>  Bottom lines up front<\/p>\n<p id=\"bluf1\">WASHINGTON\u2014US President Donald Trump wants the Iran war to be a \u201cwin\u201d for the United States. It could be\u2014if Iran gives up building a nuclear weapon, opens the Strait of Hormuz, ends its support for proxy militias, and accepts limits on missiles and drones.<\/p>\n<p id=\"bluf1\">However, on <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/116317880658472708\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">March 30<\/a>, Trump said that if there is no deal on these issues, the United States \u201cwill conclude our lovely \u2018stay\u2019 in Iran by blowing up and completely obliterating all of their Electric Generating Plants, Oil Wells and Kharg Island (and possibly all desalinization plants!).\u201d Two days later, in a primetime national address, Trump said, \u201cIf there is no deal, we are going to <a href=\"https:\/\/www.nytimes.com\/2026\/04\/01\/us\/politics\/trump-transcript-speech-iran.html\" rel=\"nofollow noopener\" target=\"_blank\">hit<\/a> each and every one of their electric-generating plants very hard and probably simultaneously.\u201d\u00a0<\/p>\n<p id=\"bluf2\">But strikes on Iranian infrastructure would not constitute a winning strategy for the United States. Iran\u2019s peculiar sense of <a href=\"https:\/\/www.c4isrnet.com\/thought-leadership\/2020\/01\/30\/if-the-us-launches-cyberattacks-on-iran-retaliation-could-be-a-surprise\/\" rel=\"nofollow noopener\" target=\"_blank\">symmetry<\/a> means that Tehran will almost certainly retaliate by attacking Arab Gulf states\u2019 energy and drinking water infrastructure\u2014with potentially catastrophic consequences. Moreover, given how Iran\u2019s leaders think, infrastructure strikes are unlikely to get Iran to lift its blockade of the strait.<\/p>\n<p>A history of symmetry<\/p>\n<p>I have worked against the Iranian regime since 1981, when I successfully represented American companies that won hundreds of millions of dollars in compensation from the Islamic Republic at the Iran-US Claims Tribunal in The Hague. I was in the first US-Iran \u201ctrack two\u201d meetings in the 1990s and helped promote accountability for Iraqi leader Saddam Hussein\u2019s war crimes against Iranians. In the 2000s, on the State Department\u2019s Iraq desk and in the US Embassy in Baghdad, I helped to counter Iranian influence in Iraq at a time when the United States pushed back hard, often successfully, against Iran\u2019s Islamic Revolutionary Guard Corps and its proxies. Then as deputy assistant secretary for counterterrorism policy at the US Department of Homeland Security, I chaired the department\u2019s Iran Task Force from 2012 to 2018, helping to protect against a range of Iranian threats. I also worked closely with US allies and partners in the Middle East to help protect infrastructure from terrorist attacks. Then, as now, Iran was the world\u2019s leading state sponsor of terrorism.<\/p>\n<p id=\"bluf3\">My long experience with Iran has underscored this conclusion: For historical, cultural, and strategic reasons, the Iranian regime uses a peculiar sense of symmetry in conducting military and terrorist campaigns. Several examples demonstrate Iran\u2019s approach:<\/p>\n<p>In June 2010, \u201c<a href=\"https:\/\/spectrum.ieee.org\/the-real-story-of-stuxnet\" rel=\"nofollow noopener\" target=\"_blank\">Stuxnet<\/a>\u201d malware showed how <a href=\"https:\/\/www.wired.com\/2014\/11\/countdown-to-zero-day-stuxnet\/\" rel=\"nofollow noopener\" target=\"_blank\">industrial control systems<\/a> could damage Iranian uranium-enrichment centrifuges. In 2013, Iran tried an industrial-control systems cyberattack against <a href=\"https:\/\/www.nytimes.com\/2016\/03\/25\/world\/middleeast\/us-indicts-iranians-in-cyberattacks-on-banks-and-a-dam.html?module=inline\" rel=\"nofollow noopener\" target=\"_blank\">a dam<\/a> in <a href=\"https:\/\/www.justice.gov\/archives\/opa\/file\/834996\/dl?inline=#page=14\" rel=\"nofollow noopener\" target=\"_blank\">Rye, New York<\/a>.<\/p>\n<p>In July 2012, the United States issued sanctions <a href=\"https:\/\/obamawhitehouse.archives.gov\/the-press-office\/2012\/07\/31\/fact-sheet-sanctions-related-iran\" rel=\"nofollow noopener\" target=\"_blank\">targeting Iranian banks<\/a>. <a href=\"https:\/\/www.justice.gov\/archives\/opa\/file\/834996\/dl?inline=\" rel=\"nofollow noopener\" target=\"_blank\">Two months later<\/a>, Iran ramped up distributed denial-of-service attacks whose main targets were <a href=\"https:\/\/www.nytimes.com\/2016\/03\/25\/world\/middleeast\/us-indicts-iranians-in-cyberattacks-on-banks-and-a-dam.html?module=inline\" rel=\"nofollow noopener\" target=\"_blank\">US banks<\/a>. <\/p>\n<p>In August 2012, Iran\u2019s surprise \u201c<a href=\"https:\/\/www.ibm.com\/think\/x-force\/the-full-shamoon-how-the-devastating-malware-was-inserted-into-networks\" rel=\"nofollow noopener\" target=\"_blank\">Shamoon<\/a>\u201d attack deleted 35,000 hard drives at state-owned oil company Saudi Aramco. At the time this was described as \u201c<a href=\"https:\/\/malicious.life\/episode\/episode-27-shamoon\/\" rel=\"nofollow noopener\" target=\"_blank\">the biggest hack in history<\/a>.\u201d What got less attention was the revelation that in <a href=\"https:\/\/www.wired.com\/2012\/08\/wiper-possible-origins\/\" rel=\"nofollow noopener\" target=\"_blank\">April 2012<\/a> \u201cwiper\u201d malware had deleted data on Iranian Oil Ministry and National Iranian Oil Company computers. It took Iranian programmers two months to figure out what had happened and two more months to carry out their symmetrical response.<\/p>\n<p>When Trump started his \u201c<a href=\"https:\/\/trumpwhitehouse.archives.gov\/briefings-statements\/president-donald-j-trump-reimposing-sanctions-lifted-unacceptable-iran-deal\/\" rel=\"nofollow noopener\" target=\"_blank\">maximum pressure<\/a>\u201d campaign in 2018 to limit Iranian oil exports, Iran called it \u201c<a href=\"https:\/\/www.reuters.com\/article\/us-mideast-iran-zarif\/irans-zarif-warns-u-s-that-tehran-iranmay-also-act-unpredictably-idUSKCN1VB0VA\/#:~:text=new%20penalties%20as%20%22-,economic%20warfare\" rel=\"nofollow noopener\" target=\"_blank\">economic warfare<\/a>\u201d and tried to reduce US allies\u2019 ability to export oil, first with\u00a0<a href=\"https:\/\/nam04.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.bbc.com%2Fnews%2Fworld-middle-east-48245204&amp;data=02%7C01%7Cmgruss%40mco.com%7C6c56e415101b4749419b08d7a437113f%7C1d5c96e57ee2446dbed8d0f8c50edea5%7C1%7C0%7C637158428747595609&amp;sdata=Hqx%2B2PQ9QJfXVxNqcrcosCix12sOO6cym25qDqohtQI%3D&amp;reserved=0\" rel=\"nofollow noopener\" target=\"_blank\">May<\/a> and <a href=\"https:\/\/nam04.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.nytimes.com%2F2019%2F06%2F13%2Fworld%2Fmiddleeast%2Foil-tanker-attack-gulf-oman.html&amp;data=02%7C01%7Cmgruss%40mco.com%7C6c56e415101b4749419b08d7a437113f%7C1d5c96e57ee2446dbed8d0f8c50edea5%7C1%7C0%7C637158428747605605&amp;sdata=%2FDB%2BefwJqjViGrRr5cWwsrg59SjiTyMVYcHaMr7qABg%3D&amp;reserved=0\" rel=\"nofollow noopener\" target=\"_blank\">June<\/a> 2019 attacks on tankers and <a href=\"https:\/\/nam04.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.independent.co.uk%2Fnews%2Fworld%2Fmiddle-east%2Fsaudi-oil-pipeline-attack-drone-yemen-houthi-iran-uae-a8913556.html&amp;data=02%7C01%7Cmgruss%40mco.com%7C6c56e415101b4749419b08d7a437113f%7C1d5c96e57ee2446dbed8d0f8c50edea5%7C1%7C0%7C637158428747605605&amp;sdata=drOjQkQj4Sv8dtY0RwT2JTCxA2g5vIa7SfuhO1ge%2FvA%3D&amp;reserved=0\" rel=\"nofollow noopener\" target=\"_blank\">a Saudi pipeline<\/a>, then with the September 2019 <a href=\"https:\/\/www.atlanticcouncil.org\/blogs\/menasource\/what-the-abqaiq-attack-should-teach-us-about-critical-infrastructure\/\" rel=\"nofollow noopener\" target=\"_blank\">Abqaiq attack that temporarily halved Saudi oil exports<\/a>.<\/p>\n<p>After Trump ordered a drone strike in January 2020 that killed Iranian general Qasem Soleimani, Iran fired missiles against US bases in Iraq, then <a href=\"https:\/\/www.justice.gov\/opa\/pr\/iranian-intelligence-agent-convicted-terrorism-and-murder-hire-connection-foiled-plot\" rel=\"nofollow noopener\" target=\"_blank\">tried to assassinate Trump<\/a> and other US officials.<\/p>\n<p>After US airstrikes during the twelve-day war in June 2025, Iran retaliated, claiming that it used the \u201c<a href=\"https:\/\/www.pbs.org\/newshour\/show\/how-irans-response-to-u-s-strikes-signaled-a-desire-to-de-escalate#:~:text=same%20number%20of%20missiles%20as%20the%20number%20of%20bombs%20the%20United%20States%20used%20in%20attacking%20Iran&#039;s%20nuclear%20facilities\" rel=\"nofollow noopener\" target=\"_blank\">same number of missiles<\/a> as the number of bombs the United States used in attacking Iran\u2019s nuclear facilities.\u201d<\/p>\n<p>This pattern has continued in the current war:\u00a0<\/p>\n<p>The implications of symmetry<\/p>\n<p>None of this is to suggest that if the United States refrained from attacking Iran, Tehran would leave the United States alone. Regime leaders believe they lead the \u201c<a href=\"https:\/\/www.npr.org\/2023\/10\/26\/1208456496\/iran-hamas-axis-of-resistance-hezbollah-israel\" rel=\"nofollow noopener\" target=\"_blank\">axis of resistance<\/a>\u201d to what they consider unjust global domination by the United States. No post-1979 Iranian leader has recognized that the ways Iran projects power\u2014for example, supporting proxy armies in other countries, enriching uranium well above any peaceful purpose, and calling for the destruction of the state of Israel\u2014are precisely the reasons why so many countries, including the United States, oppose what Iran is doing. The irony is that if Iran stopped doing these things, then it would be more secure, not less secure.<\/p>\n<p>In addition, Washington and Tehran do not approach military strategy the same way. In general, Iranian officials don\u2019t follow the history and doctrines taught at Western military academies and political science departments. Conversely, very little of Iran\u2019s actual strategic thinking is available in open-source English materials, save for <a href=\"https:\/\/agsiw.org\/what-irans-military-journals-reveal-about-the-goals-of-the-quds-force\/\" rel=\"nofollow noopener\" target=\"_blank\">rare articles<\/a> published by\u00a0<a href=\"https:\/\/www.atlanticcouncil.org\/in-depth-research-reports\/improving-counterterrorism-and-law-enforcement-cooperation-between-the-united-states-and-the-arab-gulf-states\/\" rel=\"nofollow noopener\" target=\"_blank\">interested think tanks<\/a>. <\/p>\n<p>What many in Washington overlook is that Iran tends to use operational and tactical symmetries while using asymmetric strategies. I\u2019ve been in numerous high-level policy meetings with US officials talking about concepts such as <a href=\"https:\/\/warontherocks.com\/2017\/11\/false-allure-escalation-dominance\/#:~:text=term%20\" rel=\"nofollow noopener\" target=\"_blank\">escalation dominance<\/a> and strategic deterrence. Yet these Western concepts fail to change Iran\u2019s thinking.\u00a0<\/p>\n<p>To note one example, very few US leaders have taken the time to study how the brutal 1980-1988 Iran-Iraq War shaped revolutionary Iran\u2019s strategy. Tehran took several lessons away from that experience, including that the regime must be self-reliant. Iranian leaders felt it unjust that the world failed to rally to their side when Iraq <a href=\"https:\/\/www.atlanticcouncil.org\/blogs\/iransource\/iran-won-the-war-with-iraq-but-at-a-heavy-price\/\" rel=\"nofollow noopener\" target=\"_blank\">invaded<\/a> Iran in September 1980 in what Iran calls \u201cthe Imposed War.\u201d What Iran\u2019s leaders failed to recognize was that their holding hostage fifty-two US diplomats at the same time was a major reason international support was withheld. This experience left a bitter taste: When Iranian Supreme Leader Ruhollah Khomeini accepted a United Nations cease-fire in 1988, he called it \u201c<a href=\"https:\/\/www.latimes.com\/archives\/la-xpm-1988-07-20-mn-6124-story.html#:~:text=worse%20than%20drinking%20poison\" rel=\"nofollow noopener\" target=\"_blank\">worse than drinking poison<\/a>.\u201d<\/p>\n<p>But Iran learned other <a href=\"https:\/\/www.cia.gov\/readingroom\/docs\/CIA-RDP85T00314R000200100004-6.pdf#page=26\" rel=\"nofollow noopener\" target=\"_blank\">lessons<\/a> from the war as well. First, Iran took away that <a href=\"https:\/\/www.cia.gov\/readingroom\/docs\/CIA-RDP85T00314R000200100004-6.pdf#page=27\" rel=\"nofollow noopener\" target=\"_blank\">religious zeal<\/a> was more important to victory than sophisticated military equipment. Second, it judged that the value of\u00a0<a href=\"https:\/\/www.cia.gov\/readingroom\/docs\/CIA-RDP85T00314R000200100004-6.pdf#page=31\" rel=\"nofollow noopener\" target=\"_blank\">Western-style air power<\/a> was overstated\u2014a conclusion that led Iran to embrace missiles and eventually drones. Third, Iran\u2019s ability to <a href=\"https:\/\/www.cia.gov\/readingroom\/docs\/CIA-RDP85T00314R000200100004-6.pdf#page=33\" rel=\"nofollow noopener\" target=\"_blank\">dominate the Persian Gulf<\/a> was perhaps its most important weapon.<\/p>\n<p>One of the few points where the Venn diagram circles of Iranian and Western strategic thinking overlap is that the top priority of the Revolutionary Guards and the clerical government is <a href=\"https:\/\/www.atlanticcouncil.org\/content-series\/inflection-points\/trump-is-fighting-two-wars-with-iran-he-needs-to-win-both\/#:~:text=For%20Tehran%2C%20regime%20survival%20would%20be%20sufficient%20triumph\" rel=\"nofollow noopener\" target=\"_blank\">regime survival<\/a>. This is why the regime has invested heavily in the tools of repression to forestall a color revolution and why the regime killed between <a href=\"https:\/\/www.amnesty.org\/en\/latest\/campaigns\/2026\/01\/what-happened-at-the-protests-in-iran\/#:~:text=at%20least%205%2C000%20people\" rel=\"nofollow noopener\" target=\"_blank\">5,000<\/a> and <a href=\"https:\/\/time.com\/7357635\/more-than-30000-killed-in-iran-say-senior-officials\/\" rel=\"nofollow noopener\" target=\"_blank\">30,000<\/a> Iranians during protests in January of this year.<\/p>\n<p>Factoring Iran\u2019s approach into US planning<\/p>\n<p>What all this means is that attacking Iran\u2019s oil exports, generators, and water facilities would not be a winning strategy. <\/p>\n<p>Militarily, such attacks would almost certainly succeed. Taking Kharg Island or knocking its production offline would have immediate effects. Tehran is short of water, and taking out electricity and water would internally displace millions. Many would likely head toward Turkey, creating a refugee crisis.<\/p>\n<p>Iran also would retaliate, ramping up the intensity of its attacks. Not every Iranian missile or drone would be shot down. Vital energy and water infrastructure in the Gulf would be hit. While Gulf countries have prepared for such a catastrophe and repairs would begin immediately, widespread damage throughout the region could mean that backup options are unavailable. A direct Iranian attack on Arab oil and gas export facilities could take millions of barrels of production offline for months. A global recession could follow.<\/p>\n<p>Iran can absorb extensive damage to infrastructure without changing its strategy, which is to have the Revolutionary Guards and clerical rule hold on at all costs. Trump\u2019s two- to three-week deadline may actually work against his strategy. If Iran can absorb US punishment over that limited period, during which it inflicts damage in the region that is just as significant and turns the Strait of Hormuz into a knife at the throats of the Gulf countries and the global economy, then Iran could come out a winner. That would make Trump look like a loser, which is also an Iranian goal.\u00a0<\/p>\n<p class=\"dispatches-globe-icon\">If attacking energy and desalination facilities is not a winning US strategy, the United States needs to look at other options. I will examine several of these in a follow-on article next week.
