{"id":568649,"date":"2026-04-06T22:20:08","date_gmt":"2026-04-06T22:20:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/568649\/"},"modified":"2026-04-06T22:20:08","modified_gmt":"2026-04-06T22:20:08","slug":"mamdani-releases-long-delayed-nyc-racial-equity-plan-even-as-trump-curbs-dei-efforts","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/568649\/","title":{"rendered":"Mamdani releases long-delayed NYC racial equity plan, even as Trump curbs DEI efforts"},"content":{"rendered":"<p data-block-key=\"8cbvm\">Mayor Zohran Mamdani\u2019s administration on Monday morning released New York City\u2019s first-ever <a href=\"https:\/\/www.nyc.gov\/assets\/equity\/downloads\/pdf\/FINAL_PUBLISH_Preliminary%20REP_4%206%2026.pdf\" rel=\"noopener nofollow\" target=\"_blank\">racial equity plan<\/a>, a list of goals for local agencies to combat racial disparities across the city.<\/p>\n<p data-block-key=\"4i4p6\">Under the plan, the city would aim to improve pay equity in city roles, provide anti-racism training for city staff, and improve data collection across various demographics, among other goals.<\/p>\n<p data-block-key=\"uads\">\u201cThe neighborhoods hit hardest by rent and the rising nature of it, by childcare costs and the suffocating manner of it, are the same ones that have been hit for years by institutional neglect and racism,\u201d Mamdani said at a press conference announcing the report, at Medgar Evers College in Brooklyn. \u201c\u200aIn that way, New York City&#8217;s affordability crisis and its history of racial inequity are bound together.\u201d<\/p>\n<p data-block-key=\"cv016\">The racial equity plan is required by the city\u2019s charter, under ballot reforms <a href=\"https:\/\/gothamist.com\/news\/nyc-voters-back-racial-justice-ballot-proposals-by-wide-margins\" rel=\"noopener nofollow\" target=\"_blank\">overwhelmingly<\/a> passed by voters in 2022. A draft of the first racial equity plan was due in early 2024 under former Mayor Eric Adams \u2014 and a version of the plan was completed by the end of Adams&#8217; tenure \u2014 but it was <a href=\"https:\/\/gothamist.com\/news\/nyc-voters-okd-racial-equity-reforms-in-2022-required-fix-it-plans-are-overdue\" rel=\"noopener nofollow\" target=\"_blank\">never released<\/a>.<\/p>\n<p data-block-key=\"6fimk\">In August, the city\u2019s racial equity watchdog, the Commission on Racial Equity, <a href=\"https:\/\/gothamist.com\/news\/lawsuit-asks-court-to-prod-mayor-adams-on-long-overdue-racial-equity-plan-for-nyc\" rel=\"noopener nofollow\" target=\"_blank\">sued<\/a> the city and Adams for failing to release the plan on time. Mamdani, earlier this year, vowed to publish the plan during his first 100 days in office.<\/p>\n<p data-block-key=\"f0bno\">The plan signals Mamdani\u2019s embrace of racial equity programs at the same time President Donald Trump <a href=\"https:\/\/gothamist.com\/news\/nj-schools-department-balks-at-trump-administrations-anti-dei-demand\" rel=\"noopener nofollow\" target=\"_blank\">cracks down<\/a> on <a href=\"https:\/\/gothamist.com\/news\/ny-state-says-it-wont-comply-with-trump-dei-demands-on-k-12-classrooms\" rel=\"noopener nofollow\" target=\"_blank\">anti-racism<\/a> efforts on the federal level, and some companies and local governments are <a href=\"https:\/\/gothamist.com\/news\/dei-isnt-dead-but-nyu-policy-expert-says-the-road-ahead-will-be-challenging\" rel=\"noopener nofollow\" target=\"_blank\">backing away<\/a> from their <a href=\"https:\/\/www.forbes.com\/sites\/conormurray\/2025\/04\/11\/ibm-reportedly-walks-back-diversity-policies-citing-inherent-tensions-here-are-all-the-companies-rolling-back-dei-programs\/\" rel=\"noopener nofollow\" target=\"_blank\">diversity, equity, and inclusion<\/a> initiatives.<\/p>\n<p data-block-key=\"cv7ov\">The plan also marks a subtle shift in Mamdani\u2019s policy approach, as he melds his affordability agenda with racial equity reforms. It comes after Mamdani faced criticism from Black political leaders over not initially hiring a <a href=\"https:\/\/www.nytimes.com\/2026\/01\/15\/nyregion\/mamdani-black-latino-diversity.html?smid=nytcore-ios-share&amp;referringSource=articleShare\" rel=\"noopener nofollow\" target=\"_blank\">Black deputy mayor<\/a> and proposing a property tax hike. Mamdani recently appointed Renita Francois, a Black woman, as deputy mayor for community safety.<\/p>\n<p data-block-key=\"d621p\">\u201cIt is not just a document,\u201d said Afua Atta-Mensah, the city\u2019s chief equity officer. \u201cIt is a commitment to confront institutional and systemic racism within our city and to begin the work of dismantling it.\u201d<\/p>\n<p data-block-key=\"bk515\">Mamdani also unveiled a <a href=\"https:\/\/www.nyc.gov\/assets\/equity\/downloads\/pdf\/2026-NYC-TcoL-Report.pdf\" rel=\"noopener nofollow\" target=\"_blank\">report<\/a> on the \u201cTrue Cost of Living\u201d in New York City, a publication also required under charter reforms passed in 2022 and delayed past its original due date. The analysis found that 62% of New York City residents, more than 5 million people, earn less than what is required to live in the city. The report found that the \u201ctrue cost of living\u201d for a family with children in the city is over $159,000, but in reality, local families only earn a median income of $124,000.<\/p>\n<p data-block-key=\"ftc3l\">Jennifer Jones Austin, the chief executive of the Federation of Protestant Welfare Agencies, also chaired a charter revision commission that proposed the racial equity reforms passed in 2022. She said many government policy decisions are based on federal poverty measures, and a \u201ctrue cost of living\u201d metric is necessary to shift policy conversations.<\/p>\n<p data-block-key=\"5dg22\">\u201c\u200aWe needed a measure that says, this is what it costs to live daily, what it costs to plan and save for your future, to weather an economic storm,\u201d Austin said.
