LITTLE ROCK, Ark. (KATV) \u2014 Arkansas is reintroducing work requirements for adults enrolled in the state\u2019s Medicaid expansion program, nearly seven years after a federal judge ended a similar policy. <\/p>\n
The new rules, set to take effect July 1 under a \u201csoft launch\u201d, require healthy adults to work, volunteer, or attend school at least 20 hours per week to maintain coverage, though penalties for noncompliance won\u2019t begin until Jan. 1.<\/p>\n
State officials said the phased approach is designed to help recipients learn how to report qualifying activities. Governor Sanders has argued that the state should not subsidize healthcare for adults who are able to work. Her plan allows exemptions for pregnant and postpartum women, disabled veterans, caregivers, and those with special medical needs.<\/p>\n
Critics warn the program could leave many Arkansans uninsured before the administrative systems are fully in place. Democratic State Senator Clarke Tucker said automated systems, such as wage records and SNAP information, will not capture caregiving, volunteering, or other ways people can meet the requirements. <\/p>\n
\u201cPeople would actually lose their jobs because they lost their health insurance because they didn’t comply with the red tape,\u201d Tucker said. \u201cIf you’re implementing it now without the administrative structure even being in place, then the impact will be a lot more harmful.\u201d<\/p>\n
Residents relying on Medicaid express concern over access to essential care. One woman, speaking anonymously, said, \u201cMedicaid is just critical. I think people will die if they don’t get health care, they don’t have access to it.\u201d She added that many rely on Medicaid for regular checkups and treatment for chronic illnesses, while others obtain jobs solely for the insurance it provides.<\/p>\n
Tucker emphasized that coverage losses affect more than individuals, potentially straining families, rural hospitals, and the broader healthcare system. \u201cWith these new rule changes, we’re going in the wrong direction. Rural hospitals will suffer, and the rest of our insurance rates will go up,\u201d he said.<\/p>\n
