A lot. And who it\u2019s borrowing from <a title=\"\" class=\"interallink\" href=\"https:\/\/www.marketplace.org\/story\/2025\/02\/04\/why-the-us-government-owes-itself-money\" rel=\"nofollow noopener\" target=\"_blank\">makes a difference<\/a>. <\/p>\n<p>The U.S. is<a class=\"externallink\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/fiscaldata.treasury.gov\/datasets\/debt-to-the-penny\/debt-to-the-penny\"> <\/a><a class=\"externallink\" title=\"\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/fiscaldata.treasury.gov\/datasets\/debt-to-the-penny\/debt-to-the-penny\">$31 trillion<\/a> in public debt\u2014 that is, for reference, about as much as <a class=\"externallink\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/fred.stlouisfed.org\/series\/GDP\">the entire U.S. economy<\/a> produces in a year. We owe <a class=\"externallink\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/fred.stlouisfed.org\/series\/FDHBFIN\">about 30% of that<\/a> to other countries and foreign investors. That share has been falling.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2026\/04\/285647-20260408-a-chart-showing-the-percentage-of-us-federal-public-debt-held-by-foreign-and-interna.jpeg\" alt=\"A chart showing the percentage of US federal public debt held by foreign and international investors.\"\/><\/p>\n<p>A chart showing the percentage of U.S. federal public debt held by foreign and international investors.<\/p>\n<p>FRED\/U.S. Treasury<\/p>\n<p>\u201cIt used to be almost half of all publicly held debt,\u201d said Shai Akabas, vice president of economic policy at the Bipartisan Policy Center. The rest of the world is not propping up U.S. spending like it used to.<\/p>\n<p>One reason is that there\u2019s just a lot more of that spending.<\/p>\n<p>\u201cThere\u2019s been an explosion in the amount of U.S. government debt outstanding,\u201d said Tony Rodriguez, head of fixed income strategy at Nuveen. \u201cThink about all of the fiscal stimulus and tax cuts that we\u2019ve seen over the last five to ten years.\u201d<\/p>\n<p>The U.S. borrowed to deal with the Great Financial Crisis, then we borrowed to deal with COVID-19. Now we\u2019ll borrow to pay for war. <a title=\"\" class=\"interallink\" href=\"https:\/\/www.marketplace.org\/story\/2026\/01\/16\/what-trumps-tax-policies-mean-for-the-national-debt\" rel=\"nofollow noopener\" target=\"_blank\">Significant tax cuts<\/a> across multiple administrations \u2014 2013, 2017, 2020, and 2025 \u2014 further engorged the debt.  <\/p>\n<p>Foreign governments\u2019 desire to loan money to the U.S. by buying U.S. Treasurys has not kept up for many reasons.<\/p>\n<p>\u201cThe U.S. fiscal sustainability has been called into question with debt rising as much as it has,\u201d Rodriguez said. Standard &amp; Poor\u2019s downgraded U.S. debt in 2011, Fitch did so in 2023, and Moody\u2019s and European credit rating agency Scope followed suit in 2025.<\/p>\n<p>Some countries have observed that holding U.S. assets exposes them to financial pressure from the U.S.<\/p>\n<p>\u201cCentral banks and non-U.S. investors have looked at the U.S. use of the dollar in terms of imposing sanctions, for example, on different investors. So the \u2018weaponization\u2019 of the dollar led central banks to want to insulate themselves from that geopolitical risk,\u201d Rodriguez said.<\/p>\n<p>So foreign governments have been diversifying, asking, \u201cis there anything else we can buy so we don\u2019t have all our risk in the U.S.?\u201d said Daniel Gerard, senior multi-asset strategist at State Street Global Markets. \u201cChina has expanded into British debt, into European debt, and into gold a lot more.\u201d<\/p>\n<p>Foreign investors have also been putting money in stocks instead of Treasurys especially when interest rates were low.<\/p>\n<p>And investors both in and out of the U.S. in general have been <a title=\"\" class=\"interallink\" href=\"https:\/\/www.marketplace.org\/story\/2026\/03\/30\/between-war-oil-prices-and-inflation-the-bond-market-is-in-an-incredible-balance\" rel=\"nofollow noopener\" target=\"_blank\">more reluctant<\/a> to invest in longer-term debt because of the <a title=\"\" class=\"interallink\" href=\"https:\/\/www.marketplace.org\/story\/2026\/03\/04\/because-of-war-in-iran-global-investors-seek-safety-in-us-dollars\" rel=\"nofollow noopener\" target=\"_blank\">uncertainty<\/a> about the long-term economic future, Gerard said.<\/p>\n<p>This raises a question: If foreign investors and foreign central banks have not been bankrolling the U.S. federal budget as much as they used to, and yet the U.S. has continued to spend, where has all the money come from?<\/p>\n<p>\u201cWe&#8217;ve been writing IOUs faster than the rest of the world wants to collect them, and that means that more of those Treasury securities are being purchased domestically,\u201d Akabas said.<\/p>\n<p>America has been borrowing more from America. From banks, from U.S. investors, even <a class=\"externallink\" title=\"\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/fred.stlouisfed.org\/series\/TREAST\">recently<\/a> increasing borrowing from the Federal Reserve.<\/p>\n<p>To get American investors to buy all those Treasurys, the federal government has had to pay up. More than it otherwise would.
