Workers were sneaking ChatGPT and Claude past the IT department, using personal accounts to do what used to take hours in minutes. An MIT study published last year found that employees at more than 90% of companies were using personal chatbot accounts for daily tasks \u2014 often without approval \u2014 even as only 40% of those same companies had official LLM subscriptions. The shadow economy was booming. Management called it a governance problem. The workers called it getting the job done.<a aria-label=\"Go to https:\/\/ppl-ai-file-upload.s3.amazonaws.com\/web\/direct-files\/attachments\/168571034\/330d5603-9371-4f88-aebe-ba3201e9e904\/The-shadow-AI-economy-is-booming_-Workers-at-90-of-companies-say-they-use-chatbots-but-most-of-them-are-hiding-it-from-IT-_-Fortune.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\" href=\"https:\/\/ppl-ai-file-upload.s3.amazonaws.com\/web\/direct-files\/attachments\/168571034\/330d5603-9371-4f88-aebe-ba3201e9e904\/The-shadow-AI-economy-is-booming_-Workers-at-90-of-companies-say-they-use-chatbots-but-most-of-them-are-hiding-it-from-IT-_-Fortune.pdf\"><\/p>\n<p>Now the data tells a different story. The tool that workers once raced to adopt covertly has become, for a large and growing share of the workforce, the tool they\u2019ve stopped using altogether. Not because it doesn\u2019t work. Because they\u2019re afraid of what happens when it works too well.<\/p>\n<p>A new global survey of 3,750 executives and employees across 14 countries, conducted by <a aria-label=\"Go to https:\/\/fortune.com\/company\/sap\/\" target=\"_blank\" href=\"https:\/\/fortune.com\/company\/sap\/\" rel=\"nofollow noopener\">SAP<\/a> subsidiary WalkMe for its fifth annual State of Digital Adoption report, finds that more 54% of workers bypassed their company\u2019s AI tools in the past 30 days and completed the work manually instead. Another 33% haven\u2019t used AI at all. Combined, roughly eight in 10 enterprise workers are either avoiding or actively rejecting the technology their employers are spending record sums to deploy. Average digital transformation budgets rose 38% year-over-year to $54.2 million \u2014 yet 40% of that spend has been underperforming due to adoption failures.<\/p>\n<p>Executives are blind to how employees really feel<\/p>\n<p>What the early enthusiasm obscured is now visible in the numbers. Only 9% of workers trust AI for complex, business-critical decisions, compared to 61% of executives \u2014 a 52-point trust chasm. Eighty-eight percent of executives say their employees have adequate tools; only 21% of workers agree \u2014 a 67-point gap on tool adequacy alone. Executives and their employees are, in the report\u2019s language, \u201cdescribing fundamentally different companies.\u201d<\/p>\n<p>The skeptics have data on their side, too. <a aria-label=\"Go to https:\/\/engineering.jhu.edu\/faculty\/steven-hanke\/\" href=\"https:\/\/engineering.jhu.edu\/faculty\/steven-hanke\/\" rel=\"nofollow noopener\" target=\"_blank\">Steve Hanke<\/a>, the Johns Hopkins economist, has been through enough technology cycles to know what hype looks like from the inside.\u00a0\u201cAI didn\u2019t deliver,\u201d\u00a0he told Fortune recently.\u00a0\u201cWelcome to the real world. Forget the AI bubble. You know, it didn\u2019t deliver. You look at all the surveys and yeah, everybody\u2019s using it a little bit, but you dig into it and it hasn\u2019t done much.\u201d\u00a0Hanke\u2019s bottom line:\u00a0\u201cProductivity, by the way, it was weak. If AI delivered, productivity would be way up. You listen to these Silicon Valley guys and they say we\u2019re gonna have GDP going to 5% of 6%. Productivity is gonna go up to six. It\u2019s just not happening.\u201d<\/p>\n<p>That skepticism is, in its own way, consistent with what the WalkMe data is finding. <a aria-label=\"Go to https:\/\/www.linkedin.com\/in\/danadika\/\" href=\"https:\/\/www.linkedin.com\/in\/danadika\/\" rel=\"nofollow noopener\" target=\"_blank\">Dan Adika<\/a>, CEO and co-founder of WalkMe, has been tracking this divergence from the front lines. He meets regularly with CIOs and asks them a simple question: how many of your people are actually using AI to do meaningful work? \u201cThe numbers are sub-10%,\u201d he said.<\/p>\n<p>Adika used the metaphor, <a aria-label=\"Go to https:\/\/www.wsj.com\/business\/media\/an-ai-upheaval-is-coming-for-media-this-journalist-is-already-all-in-3511d951?gaa_at=eafs&amp;gaa_n=AWEtsqegrUr7Gdip9bNqWoZErxOAAcsEc3ZhLR3ozUNLTebQy22cG9SiePcoBnxZuBg%3D&amp;gaa_ts=69ceda05&amp;gaa_sig=Hm-Q-N31PeB1otTeQe4VQ2eaW27uSg6V7weCto4SAM6LJI3Wb-wMk3QH02VBj6qe-REtmAYKqD0nBYGGHW_ffQ%3D%3D\" href=\"https:\/\/www.wsj.com\/business\/media\/an-ai-upheaval-is-coming-for-media-this-journalist-is-already-all-in-3511d951?gaa_at=eafs&amp;gaa_n=AWEtsqegrUr7Gdip9bNqWoZErxOAAcsEc3ZhLR3ozUNLTebQy22cG9SiePcoBnxZuBg%3D&amp;gaa_ts=69ceda05&amp;gaa_sig=Hm-Q-N31PeB1otTeQe4VQ2eaW27uSg6V7weCto4SAM6LJI3Wb-wMk3QH02VBj6qe-REtmAYKqD0nBYGGHW_ffQ%3D%3D\" rel=\"nofollow noopener\" target=\"_blank\">favored by this particular editor<\/a> as well, that AI is like a sports car in terms of its speed. He said his favorite analogy is if you buy every employee a sports car, but they don\u2019t know how to drive it\u2014they don\u2019t have the AI skills.<\/p>\n<p>Part of the problem is structural, not behavioral. \u201cYou buy every employee that sports car, the Ferrari, but they don\u2019t know how to drive,\u201d Adika said. \u201cThey don\u2019t have fuel sometimes, which is the context. Knowing how to drive is the prompting. And in some cases, there are not even enough roads \u2014 there\u2019s no API or MCP server to actually do what you want to do.\u201d What do you do when you have a Ferrari, but no driver, no fuel, and no roads? The WorkMe report found that workers lose the equivalent of 51 working days per year to technology friction \u2014 nearly two full months \u2014 up 42% from 2025. That\u2019s 7.9 hours per week. Goldman Sachs economists reported this week that AI saves workers who use it correctly an average of 40 to 60 minutes per day. The math is almost symmetrical: the productivity AI gives to people who use it well is almost exactly equal to the productivity it destroys for people who can\u2019t get it to work.<\/p>\n<p>The old shadow AI story is still alive beneath the surface. Seventy-eight percent of executives say they want to discipline shadow AI use \u2014 yet only 21% of workers report ever being warned about AI policy, and 34% don\u2019t even know which tools their employer has approved. Executives are threatening punishment for behavior that they\u2019ve never explained is prohibited. The contradiction runs so deep that 62% of those same executives privately concede that the risk of unsanctioned shadow AI is overstated compared to the risk of not leveraging AI at all.<a aria-label=\"Go to https:\/\/ppl-ai-file-upload.s3.amazonaws.com\/web\/direct-files\/attachments\/168571034\/6705e345-658b-4985-9daa-453be88433ee\/WalkMe-SoDA-report-press-release-2026-2.docx\" target=\"_blank\" rel=\"noreferrer noopener nofollow\" href=\"https:\/\/ppl-ai-file-upload.s3.amazonaws.com\/web\/direct-files\/attachments\/168571034\/6705e345-658b-4985-9daa-453be88433ee\/WalkMe-SoDA-report-press-release-2026-2.docx\"><\/p>\n<p>\u201cThe use of shadow AI isn\u2019t a behavior to penalize \u2014 rather, it\u2019s an opportunity to address a systemic gap,\u201d said Keith Kirkpatrick, Vice President and Research Director of Enterprise Software Digital Workflows at The Futurum Group. \u201cWhen employees use unapproved AI tools, they\u2019re compensating for performance or efficiency gaps left by sanctioned tools and unclear governance.\u201d<a aria-label=\"Go to https:\/\/ppl-ai-file-upload.s3.amazonaws.com\/web\/direct-files\/attachments\/168571034\/6705e345-658b-4985-9daa-453be88433ee\/WalkMe-SoDA-report-press-release-2026-2.docx\" target=\"_blank\" rel=\"noreferrer noopener nofollow\" href=\"https:\/\/ppl-ai-file-upload.s3.amazonaws.com\/web\/direct-files\/attachments\/168571034\/6705e345-658b-4985-9daa-453be88433ee\/WalkMe-SoDA-report-press-release-2026-2.docx\"><\/p>\n<p>AI disengagement<\/p>\n<p>What\u2019s new \u2014 and what the data is only beginning to capture \u2014 is the layer beneath shadow AI. Workers who aren\u2019t sneaking around the rules. Workers who aren\u2019t doing anything.<\/p>\n<p>Adika was asked what he\u2019d call this dynamic. He paused. \u201cThey have pride in what they do,\u201d he said, about workers who are resisting AI adoption. \u201cThey won\u2019t let some AI bot take over, and they will always find and show the flaws in that tool compared to them.\u201d It sounds, unmistakably, like <a aria-label=\"Go to https:\/\/fortune.com\/2022\/11\/05\/the-problem-with-quiet-quitting\/\" href=\"https:\/\/fortune.com\/2022\/11\/05\/the-problem-with-quiet-quitting\/\" rel=\"nofollow noopener\" target=\"_blank\">quiet quitting<\/a> \u2014 the pandemic-era phenomenon in which workers stopped going above and beyond without formally resigning. It could also be a very understandable frustration with AI tools that just won\u2019t stop hallucinating, wasting as much time as they promise to save.<\/p>\n<p>\u201cThe organizations that get this right won\u2019t be the ones that just automated the most tasks,\u201d Adika said. \u201cThey\u2019ll be the ones that figured out when the human should act, when the agent should act, and how the handoff between them works. That handoff is where trust lives. And right now, most companies haven\u2019t even started thinking about it.\u201d To this point, t<a aria-label=\"Go to https:\/\/ppl-ai-file-upload.s3.amazonaws.com\/web\/direct-files\/attachments\/168571034\/90b72297-01c9-4874-88e6-37a1284429dc\/Melanie-dan-1.txt\" target=\"_blank\" rel=\"noreferrer noopener nofollow\" href=\"https:\/\/ppl-ai-file-upload.s3.amazonaws.com\/web\/direct-files\/attachments\/168571034\/90b72297-01c9-4874-88e6-37a1284429dc\/Melanie-dan-1.txt\">he MIT study found that 90% of workers still prefer humans for mission-critical work, a clear reluctance to dive into the deep end. <a aria-label=\"Go to https:\/\/ppl-ai-file-upload.s3.amazonaws.com\/web\/direct-files\/attachments\/168571034\/330d5603-9371-4f88-aebe-ba3201e9e904\/The-shadow-AI-economy-is-booming_-Workers-at-90-of-companies-say-they-use-chatbots-but-most-of-them-are-hiding-it-from-IT-_-Fortune.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\" href=\"https:\/\/ppl-ai-file-upload.s3.amazonaws.com\/web\/direct-files\/attachments\/168571034\/330d5603-9371-4f88-aebe-ba3201e9e904\/The-shadow-AI-economy-is-booming_-Workers-at-90-of-companies-say-they-use-chatbots-but-most-of-them-are-hiding-it-from-IT-_-Fortune.pdf\"><\/p>\n<p><a aria-label=\"Go to https:\/\/fortune.com\/company\/oracle\/\" target=\"_blank\" href=\"https:\/\/fortune.com\/company\/oracle\/\" rel=\"nofollow noopener\">Oracle<\/a> has announced layoffs of tens of thousands of workers, following a similar announcement from <a aria-label=\"Go to https:\/\/fortune.com\/company\/square\/\" target=\"_blank\" href=\"https:\/\/fortune.com\/company\/square\/\" rel=\"nofollow noopener\">Block<\/a>, although critics see this as \u201cAI washing,\u201d or disguising over-hiring with a convenient excuse that happens to boost the stock price. The logic is not lost on the rank and file. \u201cWe will be in a certain point of time when we will feel uncertainty, fear, we\u2019ll see layoffs,\u201d Adika said. \u201cSo I think it\u2019s kind of a transition period that will happen over time. But again, at the end of the day, people are not using it yet.\u201d <\/p>\n<p>Adika was also clear that workers staying away from AI are not wrong to sense something real \u2014 they\u2019re wrong about the conclusion. \u201cYou wouldn\u2019t see any CEO of a bank or insurance company go tomorrow and lay off a lot of people, because who will do the work?\u201d He said he sees a \u201cbig issue\u201d coming to a head because claims that AI will replace everyone will have to confront the fact that \u201cit\u2019s just not happening right now.\u201d<a aria-label=\"Go to https:\/\/ppl-ai-file-upload.s3.amazonaws.com\/web\/direct-files\/attachments\/168571034\/90b72297-01c9-4874-88e6-37a1284429dc\/Melanie-dan-1.txt\" target=\"_blank\" rel=\"noreferrer noopener nofollow\" href=\"https:\/\/ppl-ai-file-upload.s3.amazonaws.com\/web\/direct-files\/attachments\/168571034\/90b72297-01c9-4874-88e6-37a1284429dc\/Melanie-dan-1.txt\"><\/p>\n<p>The skilled driver problem<\/p>\n<p>Brown said he\u2019s spending more time than ever thinking about what it actually takes to close the gap between the Ferrari and the driver. The workers most at risk, in his view, are not the ones who lack technical skill. They are not, the WalkMe report notes carefully, resisting AI. They have simply not been reached. As to whether the evolution of these tools is outpacing workers\u2019 ability to catch up, Brown acknowledged that he definitely feels a gap.<\/p>\n<p>Evolving is possible\u2014and important<\/p>\n<p>What brought Hanke back around was all the time saved, once he figured out what he wanted to use AI for. \u201cAI to me is kind of like another research assistant,\u201d he said, \u201cand it saves a hell of a lot of time because if I had a research assistant doing this stuff, I\u2019d have to send them to the library. They\u2019d be screwing around over there for a week doing something I can do on AI in about an hour.\u201d\u00a0The caveat:\u00a0\u201cYou have to know what they\u2019re good for.\u201d\u00a0And, crucially, you have to know enough about the subject matter to catch the errors.\u00a0\u201cI know what to ask AI. I know how to structure what I want done,\u201d\u00a0Hanke said, pointing to his decades of domain expertise across economics, commodities, and international finance.<\/p>\n<p>His own trajectory \u2014 from outright banning student use to cautious skepticism to daily reliance \u2014 tracks the arc many serious thinkers have traveled.\u00a0He said he went from \u201c\u2018no\u2019, to \u2018maybe\u2019, to \u2018this is great\u2014but some of these tools suck.&#8217;\u201d\u00a0His verdict on the tools themselves is characteristically blunt:\u00a0\u201cThere are all kinds of AI. And some of it\u2019s really crap.
