{"id":580717,"date":"2026-04-13T01:02:31","date_gmt":"2026-04-13T01:02:31","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/580717\/"},"modified":"2026-04-13T01:02:31","modified_gmt":"2026-04-13T01:02:31","slug":"trumps-budget-proposes-massive-cuts-for-climate-and-environmental-programs","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/580717\/","title":{"rendered":"Trump\u2019s Budget Proposes Massive Cuts for Climate and Environmental Programs"},"content":{"rendered":"<p>President Trump\u2019s annual budget request to Congress continues his administration\u2019s defunding of climate change programs, environmental protection and renewable energy, slashing the budgets of the Environmental Protection Agency, the National Oceanic and Atmospheric Administration and the Federal Emergency Management Agency.\u00a0<\/p>\n<p>The spending plan for fiscal 2027 \u201cbuilds on the President\u2019s vision by continuing to constrain non-defense spending,\u201d wrote Russell Vought, director of the Office of Management and Budget, in a foreword to the <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2026\/04\/budget_fy2027.pdf#page=26\" rel=\"nofollow noopener\" target=\"_blank\">92-page document<\/a>, which includes an historic, $1.5 trillion defense budget, an increase of 44 percent.<\/p>\n<p>EPA spending would be cut in half under Trump\u2019s proposal, released Friday, and grants from the agency would be slashed by $1 billion. Congress rejected a similar budget request from the president last year.\u00a0<\/p>\n<p>An Inside Climate News analysis of federal workforce data released by the Office of Personnel Management shows that <a href=\"https:\/\/insideclimatenews.org\/news\/06032026\/trump-epa-staffing-lows\/\" rel=\"nofollow noopener\" target=\"_blank\">EPA lost more than 4,000 employees<\/a> in the first year of Trump\u2019s second term, reducing its workforce to 12,849, its lowest level since the 1980s. The 24 percent reduction was more than double the rate of losses across the entire federal government.<\/p>\n<p>\u201cThis EPA budget proposal leaves families sicker, not safer,\u201d said Michelle Roos, a former EPA project manager and current executive director of the Environmental Protection Network, an organization of former EPA employees. \u201cThis is part of the Trump administration\u2019s dangerous and far-reaching plan to let polluters decide which toxic chemicals to dump in our drinking water, which harmful pollution to pump into the air we breathe, and which pesticides are put on the food we eat.\u201d<\/p>\n<p>Trump\u2019s proposed budget would also cut $449 million from renewable energy funding and re-propose canceling $15 billion in renewable energy infrastructure funding under the 2021 Bipartisan Infrastructure Law, which Trump has called part of a \u201cGreen New Scam.\u201d\u00a0<\/p>\n<p>\u201cThe U.S. Government will no longer subsidize intermittent energy forms that destabilize the grid or Green New Scam projects,\u201d Trump\u2019s budget proposal said. \u201cInstead, the Budget pushes an aggressive America First agenda that would combat foreign influence through robust domestic critical material supply chains, as well as revitalize the Nation\u2019s Strategic Petroleum Reserve.\u201d\u00a0<\/p>\n<p>To date, the Trump administration has moved to discontinue tax credits and other incentives provided under Biden\u2019s Inflation Reduction Act for renewable energy and electric vehicles and has taken aggressive action to halt three offshore wind programs under construction off the U.S. coast in the Atlantic Ocean.<\/p>\n<p>Most recently, the Trump administration <a href=\"https:\/\/www.nytimes.com\/2026\/03\/23\/climate\/offshore-wind-gas-trump-total.html\" rel=\"nofollow noopener\" target=\"_blank\">has offered France\u2019s Total Energy<\/a> $928 million to forfeit leases on wind farms off the East Coast if the company reinvests those funds in U.S. oil and gas projects.\u00a0<\/p>\n<p>Meanwhile, since Trump began bombing Iran on Feb. 28 and, in retaliation, Iran closed the Strait of Hormuz, through which 20 percent of the world\u2019s oil and gas is shipped, gasoline prices in the U.S. have increased by more than $1 at the pump across the country, an increase of 35 percent in just over a month.\u00a0<\/p>\n<p>Beyond the EPA cuts, Trump\u2019s budget plan includes cuts of $1.6 billion for the National Oceanic and Atmospheric Administration, which it said has \u201cconsistently funded efforts to radicalize students against markets.\u201d The budget also cut $1.3 billion from Federal Emergency Management Agency grants, and $1 billion from Environmental Protection Agency grants and $1 billion from the National Institute of Standards and Technology, which, the document said, \u201chas long funded awards for the development of curricula that advance a radical climate agenda.\u201d It also proposes eliminating the $4 billion Low Income Home Energy Assistance Program.<\/p>\n<p>The National Energy Assistance Directors Association <a href=\"https:\/\/neada.org\/wp-content\/uploads\/2026\/04\/PresidentBudget2027Response.pdf\" rel=\"nofollow noopener\" target=\"_blank\">said<\/a> eliminating the low-income home energy assistance program \u201cwould deepen the nation\u2019s energy affordability crisis and leave millions of vulnerable households without the assistance they need.\u201d\u00a0<\/p>\n<p>In a <a href=\"https:\/\/www.crfb.org\/press-releases\/crfb-statement-presidents-fy-2027-budget\" rel=\"nofollow noopener\" target=\"_blank\">statement on Friday<\/a>, the Center on Budget and Policy Priorities said Trump\u2019s proposal, which cuts roughly $100 billion from non-defense discretionary spending, \u201cisn\u2019t a serious plan\u201d and \u201cisn\u2019t worthy of the American people.\u201d The Committee for a Responsible Federal Budget <a href=\"https:\/\/www.crfb.org\/press-releases\/crfb-statement-presidents-fy-2027-budget\" rel=\"nofollow noopener\" target=\"_blank\">said<\/a> the president\u2019s proposal was \u201cmissing any significant plan for how to address the major drivers of our spending and deficit growth.\u201d The conservative Cato Institute <a href=\"https:\/\/www.cato.org\/blog\/trumps-budget-falls-short-spending-programs-driving-federal-debt\" rel=\"nofollow noopener\" target=\"_blank\">said<\/a> that \u201cTrump\u2019s budget falls short on the spending programs driving the federal debt.\u201d\u00a0<\/p>\n<p>The American Public Health Association <a href=\"https:\/\/www.apha.org\/news-and-media\/news-releases\/apha-news-releases\/the-president%E2%80%99s-fy-2027-budget-request-should-be-doa\" rel=\"nofollow noopener\" target=\"_blank\">said<\/a> that Trump\u2019s proposal \u201cthreatens all aspects of the public\u2019s health\u201d and \u201cshould be dead on arrival.\u201d The Sierra Club <a href=\"https:\/\/www.sierraclub.org\/press-releases\/2026\/04\/sierra-club-statement-donald-trump-s-fy2027-budget-proposal\" rel=\"nofollow noopener\" target=\"_blank\">said<\/a> Trump\u2019s budget \u201cfails to adequately fund the agencies and programs tasked with protecting our clean air and drinking water.\u201d<\/p>\n<p>A spokesperson for the Ocean Conservancy <a href=\"https:\/\/www.seafoodsource.com\/news\/supply-trade\/trump-proposes-usd-1-6-billion-cut-to-noaa\" rel=\"nofollow noopener\" target=\"_blank\">told the website<\/a> Seafood Source, \u201cSlashing NOAA\u2019s budget would weaken weather forecasting, disrupt fisheries management and stall ocean research\u2014putting American lives, livelihoods, and global scientific leadership at
