J.B. Illinoisans now trail the nation in income growth after previously keeping pace.<\/p>\n<p class=\"p1\">This comparative slowdown points to weaker economic momentum in Illinois, consistent with reduced business <a href=\"https:\/\/www.nber.org\/digest\/jan00\/how-government-spending-slows-growth?page=1&amp;perPage=50\" rel=\"nofollow noopener\" target=\"_blank\">investment<\/a> and <a href=\"https:\/\/www.illinoispolicy.org\/illinois-job-openings-drop-by-100000-since-september-with-302000-unemployed\/\" rel=\"nofollow noopener\" target=\"_blank\">job creation<\/a> compared with the national average. While growth in Illinois appears to have accelerated under Pritzker, that improvement largely reflects a <a href=\"https:\/\/www.illinoispolicy.org\/illinois-economy-grows-4-3-riding-national-trend\/\" rel=\"nofollow noopener\" target=\"_blank\">strong<\/a> national post-pandemic rebound and high inflation.<\/p>\n<\/p>\n<p class=\"p1\">Some of the highest t<a href=\"https:\/\/www.illinoispolicy.org\/report-illinoisans-pay-nations-highest-combined-state-local-taxes\/\" rel=\"nofollow noopener\" target=\"_blank\">ax burdens<\/a> in the nation, <a href=\"https:\/\/www.illinoispolicy.org\/businesses-moving-out-of-illinois-triples-since-pandemic\/\" rel=\"nofollow noopener\" target=\"_blank\">businesses<\/a> leaving, high <a href=\"https:\/\/www.illinoispolicy.org\/illinois-posted-slow-job-growth-last-year\/\" rel=\"nofollow noopener\" target=\"_blank\">unemployment<\/a> and fewer <a href=\"https:\/\/www.illinoispolicy.org\/illinois-social-mobility-is-worst-in-midwest\/\" rel=\"nofollow noopener\" target=\"_blank\">opportunities<\/a> have combined to leave Illinoisans worse off.<\/p>\n<p class=\"p1\">Illinois\u2019 roughly <a href=\"https:\/\/apps.bea.gov\/itable\/?ReqID=70&amp;step=1&amp;_gl=1*13wlvdv*_ga*MTI5MjA1NzYxNy4xNzYzMDQ4OTI4*_ga_J4698JNNFT*czE3NzYxMDk1OTUkbzU1JGcxJHQxNzc2MTA5NjMxJGoyNCRsMCRoMA..#eyJhcHBpZCI6NzAsInN0ZXBzIjpbMSwyOSwyNSwzMSwyNiwyNywzMF0sImRhdGEiOltbIlRhYmxlSWQiLCIyMSJdLFsiTWFqb3JfQXJlYSIsIjAiXSxbIlN0YXRlIixbIjAiXV0sWyJBcmVhIixbIlhYIl1dLFsiU3RhdGlzdGljIixbIjMiXV0sWyJVbml0X29mX21lYXN1cmUiLCJMZXZlbHMiXSxbIlllYXIiLFsiMjAyNSIsIjIwMjQiLCIyMDIzIiwiMjAyMiIsIjIwMjEiLCIyMDIwIiwiMjAxOSIsIjIwMTgiLCIyMDE3IiwiMjAxNiIsIjIwMTUiLCIyMDE0IiwiMjAxMyIsIjIwMTIiLCIyMDExIiwiMjAxMCIsIjIwMDkiXV0sWyJZZWFyQmVnaW4iLCItMSJdLFsiWWVhcl9FbmQiLCItMSJdXX0=\" rel=\"nofollow noopener\" target=\"_blank\">35%<\/a> personal income growth since 2019 ranks 39th in the nation \u2014 and worse than any of the state\u2019s neighbors. Meanwhile, Illinois state tax collections have <a href=\"https:\/\/taxarchive.illinois.gov\/content\/dam\/soi\/en\/web\/taxarchive\/research\/statistics\/prior-year-annual-reports\/fy19-annual-report.pdf\" rel=\"nofollow noopener\" target=\"_blank\">surged<\/a> <a href=\"https:\/\/tax.illinois.gov\/content\/dam\/soi\/en\/web\/tax\/research\/taxstats\/annual-report\/fy-2025-annual-report.pdf\" rel=\"nofollow noopener\" target=\"_blank\">46%<\/a>. The gap shows that state government is <a href=\"https:\/\/www.illinoispolicy.org\/illinois-state-spending-balloons-as-state-economy-stagnates\/\" rel=\"nofollow noopener\" target=\"_blank\">growing<\/a> faster than residents\u2019 ability to pay.<\/p>\n<p class=\"p1\">Sharp increases have hit drivers, with gas tax collections increasing more than 116% since 2019 and taxes on private vehicle use, including <a href=\"https:\/\/www.illinoispolicy.org\/illinois-drivers-face-some-of-nations-highest-costs-expected-to-grow\/#:~:text=The%2520state%2520has,total%2520to%2520%2524416.\" rel=\"nofollow noopener\" target=\"_blank\">registrations<\/a>, growing nearly 82%.<\/p>\n<p class=\"p1\">The largest saving grace for Illinois has been its flat income tax. Individual income tax collections have grown 28% since 2019, slower than the growth in personal income, driven down <a href=\"https:\/\/tax.illinois.gov\/research\/taxstats\/indincomestratifications.html\" rel=\"nofollow noopener\" target=\"_blank\">partially<\/a> by state deductions, exemptions and credits.<\/p>\n<p class=\"p1\">Even the flat tax has been under attack, with recent <a href=\"https:\/\/www.illinoispolicy.org\/springfield-proposals-pushing-income-tax-plan-voters-already-rejected\/\" rel=\"nofollow noopener\" target=\"_blank\">pushes<\/a> for a graduated tax and a \u201cmillionaire\u2019s tax\u201d bill in the General Assembly. A graduated income tax \u2014 which would require a voter-approved amendment to the state constitution \u2014 would let lawmakers raise rates on targeted groups, making future tax hikes easier.<\/p>\n<p class=\"p1\">High taxes push out businesses<\/p>\n<p class=\"p1\">A large driver of state revenue growth has been business income taxes, which have increased nearly 140% since 2019. High taxes have been a key <a href=\"https:\/\/www.illinoispolicy.org\/businesses-moving-out-of-illinois-triples-since-pandemic\/\" rel=\"nofollow noopener\" target=\"_blank\">factor<\/a> in companies leaving Illinois, affecting residents through lower investment, fewer job opportunities and slower wage growth. The state is projected to continue <a href=\"https:\/\/cgfa.ilga.gov\/Upload\/March%25202026%2520Revenue%2520Estimate%25203-24-26.pdf\" rel=\"nofollow noopener\" target=\"_blank\">experiencing<\/a> unemployment rates higher than the national average.<\/p>\n<p class=\"p1\">These trends erode Illinois\u2019 built-in advantages. Historically, the state has maintained higher personal income than the national average, benefiting from its central location and Chicago\u2019s role as a global economic hub.<\/p>\n<p class=\"p1\">If<a href=\"https:\/\/www.illinoispolicy.org\/more-than-half-of-illinois-counties-suffer-outmigration\/\" rel=\"nofollow noopener\" target=\"_blank\"> residents<\/a> and <a href=\"https:\/\/www.illinoispolicy.org\/businesses-moving-out-of-illinois-triples-since-pandemic\/\" rel=\"nofollow noopener\" target=\"_blank\">businesses<\/a> continue to leave, Illinois will face increasing difficulty sustaining its economy.<\/p>\n<p class=\"p1\">What should change<\/p>\n<p class=\"p1\">Illinois needs real reform to move toward a more stable future. That starts with <a href=\"https:\/\/www.illinoispolicy.org\/reports\/illinois-forward-2027-how-to-fix-illinois-state-finances\/\" rel=\"nofollow noopener\" target=\"_blank\">transparency<\/a> in the budget process instead of approving pay increases and funding questionable programs with little scrutiny.
