CHARLES, Mo. \u2013 A name was pulled from a jar to decide who would win the St. Charles city council election that ended in a tie earlier this month. The end result: Chris Kyle will replace Bill Otto as the Ward 1 councilmember.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The candidates described the procedure as \u2018bizarre\u2019 and something that will \u2018hopefully\u2019 be changed. The tie-breaker is in the city\u2019s charter, and something many people never imagined ever would have to take place in St. Charles.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Both candidates reacted after the unusual tie-breaking ceremony. While Mr. Kyle celebrated the outcome, he also acknowledged the process may not be complete.
