Shown on April 29, 2026.<\/p>\n<p class=\"article-body__image-by color_dgray f_s_xxs m-none\">Jane Vaughan \/ JPR<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Southern Oregon University\u2019s financial crisis will require a <a href=\"https:\/\/www.ijpr.org\/education\/2026-04-28\/sou-financial-crisis-cuts-restructuring-report\" target=\"_blank\" rel=\"nofollow noopener\">complete overhaul<\/a> of academic programs and other major changes to stay afloat, according to a <a href=\"https:\/\/governance.sou.edu\/wp-content\/uploads\/sites\/63\/2026\/04\/042826-Meeting-Materials_BOT_FINAL.pdf\" target=\"_blank\" rel=\"nofollow noopener\">preliminary report<\/a> from Deloitte Consulting released on Tuesday.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">SOU holds all licenses for the Federal Communications Commission for Jefferson Public Radio, and JPR\u2019s studios are located in a building on campus.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">As part of the university\u2019s cost-savings measures, Deloitte suggested finding a new home for JPR, or \u201cspinning it off,\u201d but didn\u2019t explain what that might mean.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Deloitte\u2019s plan says spinning off JPR would save SOU $300,000 a year, which includes the salaries and benefits for two employees: Executive Director Paul Westhelle and Director of Engineering Darin Ransom.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">SOU President Rick Bailey said the vast majority of JPR\u2019s funding comes from the JPR Foundation.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">\u201cIt\u2019s not a huge weight on the university because the JPR Foundation has been so successful and supportive,\u201d he said.<\/p>\n<p class=\"article-body__interstital article-body--padding f_primary m-none\">Related: <a href=\"https:\/\/www.opb.org\/article\/2026\/04\/29\/southern-oregon-university-budget-cuts-academic-programs-report\/\" rel=\"nofollow noopener\" target=\"_blank\">Consultant says SOU must act fast, has \u2018no margin for error\u2019<\/a><\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Westhelle said the organization will work with the university and ensure programming continues.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">\u201cWe\u2019re going to adapt,\u201d he said. \u201cWe have to adapt with the university. It just depends on how the university adapts. So some of this is going to be contingent upon what the university does and how we could possibly fit into it.\u201d<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">He said it\u2019s possible that more JPR employees could shift to being employed by the foundation rather than the university. Most JPR staff are currently employed by the university rather than the foundation.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Another option could be transitioning to a community licensee, where the licenses for JPR\u2019s network of stations would be held by a nonprofit.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">According to Westhelle, JPR\u2019s annual budget is about $3.4 million, so a $300,000 loss is almost 9%.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">The organization pays for its employees\u2019 health insurance and salaries, as well as IT support. JPR paid to build its studios and offices on the university campus. The university pays for the building\u2019s utilities.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Westhelle said JPR has endured funding cuts in the past. JPR recently <a href=\"https:\/\/www.ijpr.org\/listener-announcements\/2025-07-17\/jpr-statement-on-the-elimination-of-federal-funding-for-public-radio\" target=\"_blank\" rel=\"nofollow noopener\">made up<\/a> a $525,000 deficit from a loss of federal funding.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">But having more cuts on top of that makes the situation more difficult.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">\u201cI\u2019m not doing handstands,\u201d Westhelle said. \u201cIt is not great to lose $300,000 in additional funding, following 525 [thousand dollars] from the federal support. That\u2019s not going to make us a better organization or stronger.\u201d<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Still, he wrote in a statement that \u201cWe\u2019ll work constructively with the University and our listeners to develop a plan that ensures JPR will be able to provide NPR programming, local news and cultural programs that strengthen the civic life of our region and are so valued by the communities we serve.\u201d<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">The consultant\u2019s plan isn\u2019t finalized yet. Deloitte will release its full report Monday, and SOU\u2019s Board of Trustees will vote on it next Friday.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">All university changes need to be completed by June 2027.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">JPR is licensed to Southern Oregon University, but our newsroom operates independently.
