The panel of the 5th U.S. Circuit Court of Appeals, based in New Orleans, will require in-person distribution<\/a> of the mifipristone at clinics.<\/p>\n The ruling found that the Food and Drug Administration (FDA) regulation that allows prescriptions of the medication that blocks progesterone without meeting with a physician \u201cundermines\u201d the state of Louisiana. In Louisiana, the state considers unborn children to be human beings from the moment of conception and legal persons.<\/p>\n Medication abortions, which rely on mifepristone and misoprostol, accounted for 63% of U.S. abortions in 2023, according to the Guttmacher Institute.
