{"id":626953,"date":"2026-05-06T14:03:21","date_gmt":"2026-05-06T14:03:21","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/626953\/"},"modified":"2026-05-06T14:03:21","modified_gmt":"2026-05-06T14:03:21","slug":"the-farther-away-the-better-is-the-problematic-logic-behind-u-s-third-country-deportations","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/626953\/","title":{"rendered":"\u2018The farther away, the better\u2019 is the problematic logic behind U.S. third-country deportations"},"content":{"rendered":"<p>Since January 2025, the Donald Trump administration in the United States has signed bilateral agreements with <a href=\"https:\/\/www.migrationpolicy.org\/news\/us-third-country-deportation-agreements\" rel=\"nofollow noopener\" target=\"_blank\">27 governments<\/a> to deport migrants to countries where they have no ties. <\/p>\n<p>This process is known as <a href=\"https:\/\/doi.org\/10.18060\/25113\" rel=\"nofollow noopener\" target=\"_blank\">third-country deportation<\/a>, and it\u2019s created a system that operates as <a href=\"https:\/\/doi.org\/10.1007\/978-3-030-90347-3\" rel=\"nofollow noopener\" target=\"_blank\">migration deterrence<\/a>. These agreements also transfer responsibility for managing migrant lives to the Global South.<\/p>\n<p>In February 2025, the Trump administration sent <a href=\"https:\/\/www.reuters.com\/world\/americas\/group-mostly-asian-migrants-deported-us-arrive-costa-rica-2025-02-21\/\" rel=\"nofollow noopener\" target=\"_blank\">two chartered planes<\/a> carrying 200 people from countries like Iran, Afghanistan, Russia, Azerbaijan, Uzbekistan and China to San Jos\u00e9, Costa Rica. <\/p>\n<p>During our ongoing research that involved fieldwork in Costa Rica in 2025, we interviewed two families who were on board one of the planes. They had been shackled during the flight.<\/p>\n<p>Alerted that the first deportation from the U.S. was to take place, Costa Rican journalists and human rights activists awaited the arrival at the airport. The Costa Rican agents closed the window blinds of the planes before removing the shackles.  <\/p>\n<p>Migrants given no information<\/p>\n<p>As the migrants we interviewed told us \u2014 and as documented by <a href=\"https:\/\/www.hrw.org\/report\/2025\/05\/22\/the-strategy-is-to-break-us\/the-us-expulsion-of-third-country-nationals-to-costa\" rel=\"nofollow noopener\" target=\"_blank\">Human Rights Watch<\/a> \u2014 none of the people sent to Costa Rica spoke Spanish. They weren\u2019t informed where the flights were headed or where they\u2019d be taken upon arrival. No translators were present when the first plane landed, and only a few were available upon the arrival of the second flight.<\/p>\n<p>U.S. authorities expelled the migrants without giving them the opportunity to apply for asylum. Although some <a href=\"https:\/\/mckinneylaw.iu.edu\/practice\/law-reviews\/ilr\/pdf\/vol53p333.pdf\" rel=\"nofollow noopener\" target=\"_blank\">third-country deportations<\/a> had occurred prior to February 2025, they had typically been carried out on a much smaller scale. <\/p>\n<p>The deportation of non\u2011citizens to Costa Rica set the stage for <a href=\"https:\/\/www.usatoday.com\/story\/news\/nation\/2026\/04\/29\/trump-third-country-removal-eswatini-dhs\/89609025007\/\" rel=\"nofollow noopener\" target=\"_blank\">27 bilateral agreements<\/a> later signed by the Trump administration with governments across Latin America, Africa and Central Asia. What initially appeared to be an exceptional measure had, within a year, become a preferred approach to migration management.<\/p>\n<p>            <img decoding=\"async\" alt=\"the body of a jetliner with the blinds down on some windows\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2026\/05\/file-20260505-71-grmyax.jpg\" class=\"native-lazy\" loading=\"lazy\"  \/><\/p>\n<p>              A plane carrying migrants from Central Asia and India, deported from the United States, arrives at Juan Santamar\u00eda International Airport in San Jose, Costa Rica, in February 2025.<br \/>\n              (AP Photo\/Jose Diaz)<\/p>\n<p>\u2018Border spectacle\u2019<\/p>\n<p>In 2025, the U.S. deported approximately <a href=\"https:\/\/www.dhs.gov\/news\/2026\/01\/20\/dhs-sets-stage-another-historic-record-breaking-year-under-president-trump.\" rel=\"nofollow noopener\" target=\"_blank\">675,000 people<\/a>. Among them, around <a href=\"https:\/\/www.migrationpolicy.org\/news\/us-third-country-deportation-agreements\" rel=\"nofollow noopener\" target=\"_blank\">15,000, or two per cent of the total, were sent to third countries<\/a>. <\/p>\n<p>Given the relatively low numbers involved, the objective is not the removal of large populations of unwanted migrants. Instead, these deportations function as what American migration scholar Nicholas De Genova terms <a href=\"https:\/\/www.opendemocracy.net\/border-spectacle-of-migrant-victimisation\/\" rel=\"nofollow noopener\" target=\"_blank\">\u201cthe border spectacle of migrant victimization.\u201d<\/a><\/p>\n<p>Such spectacles are designed to generate fear. They encourage some asylum-seekers already in the country to leave and aim to deter others from attempting to cross into the U.S. altogether.<\/p>\n<p>The principle rationale for this <a href=\"https:\/\/doi.org\/10.17645\/si.v5i3.1004\" rel=\"nofollow noopener\" target=\"_blank\">border regime<\/a> was made explicit by U.S. Secretary of State Marco Rubio in July 2025: <a href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2025\/04\/30\/trump-deportation-rubio-el-salvador\/83368930007\/\" rel=\"nofollow noopener\" target=\"_blank\">\u201cThe further away, the better, so they can\u2019t come back across the border.\u201d<\/a><\/p>\n<p>This statement wasn\u2019t just rhetoric \u2014 it reflected U.S. policy. <\/p>\n<p>Creating uncertainty about where migrants might be sent \u2014 whether Eswatini, South Sudan, Rwanda, Costa Rica or Cameroon \u2014 was central to the strategy. It served both to deter would-be migrants in their home countries and to pressure those already in the U.S. to pursue what the administration called <a href=\"https:\/\/www.cnn.com\/2026\/03\/18\/us\/dhs-self-deport-project-homecoming-invs\" rel=\"nofollow noopener\" target=\"_blank\">\u201cself-deportations.\u201d<\/a><\/p>\n<p>Why do Global South states sign on?<\/p>\n<p>To push countries in the Global South to accept deportation agreements for non-nationals, the U.S. relies on four forms of pressure: direct payments, visa restrictions, tariff threats and conditions on foreign aid.<\/p>\n<p><a href=\"https:\/\/www.rfi.fr\/en\/africa\/20250928-us-backtracks-on-ghana-visa-curbs-as-country-becomes-deportation-hub\" rel=\"nofollow noopener\" target=\"_blank\">Ghana, for example, secured the lifting of consular restrictions in August 2025<\/a> after agreeing to co-operate on deportations. <\/p>\n<p>            <a href=\"https:\/\/images.theconversation.com\/files\/734014\/original\/file-20260505-57-41x97h.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" alt=\"A man wearing glasses speaks into a microphone with his arm raised.\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2026\/05\/file-20260505-57-41x97h.jpg\" class=\"native-lazy\" loading=\"lazy\"  \/><\/a><\/p>\n<p>              Costa Rican President Rodrigo Chaves speaks to supporters in San Jose, Costa Rica, in August 2025.<br \/>\n              (AP Photo\/Jose Diaz)<\/p>\n<p>When Costa Rica signed its third-country deportation agreement in March 2026, President Rodrigo Chaves stated that he was \u201c<a href=\"https:\/\/www.cfr.org\/articles\/what-are-third-country-deportations-and-why-trump-using-them\" rel=\"nofollow noopener\" target=\"_blank\">helping the economically powerful brother of the North<\/a>\u201d in order to avoid American <a href=\"https:\/\/www.thirdcountrydeportationwatch.org\/\" rel=\"nofollow noopener\" target=\"_blank\">tariffs on Costa Rican free-trade zones.<\/a><\/p>\n<p><a href=\"https:\/\/www.bbc.com\/news\/articles\/cq50vjdx368o\" rel=\"nofollow noopener\" target=\"_blank\">Eswatini agreed to receive deportees in exchange for financial transfers<\/a> and improvements in its bilateral relationship with the U.S. <a href=\"https:\/\/www.theguardian.com\/world\/2025\/aug\/28\/rwanda-accepts-seven-people-us-deportation-deal\" rel=\"nofollow noopener\" target=\"_blank\">Rwanda<\/a>, for its part, capitalized symbolically on the model by incorporating it into its regional diplomatic strategy.<\/p>\n<p>Taking on costs<\/p>\n<p>Yet these negotiations are deeply one-sided. While the countries in questions may achieve short\u2011term gains, they also take on additional, uncompensated costs.<\/p>\n<p>As we learned through our interviews of migrants in Costa Rica, for example, <a href=\"https:\/\/www.reuters.com\/latam\/domestico\/LQQSBJSSLRKLXEVTW5FLAUHEAY-2025-04-23\/\" rel=\"nofollow noopener\" target=\"_blank\">85 migrants of the approximated 200 received in February 2025 remained in the Central American country<\/a>. That\u2019s because they could not return to their countries of origin for fear of persecution, imprisonment or forced military recruitment. <\/p>\n<p>Some later resumed their journey to the U.S. and successfully claimed asylum there. Others required access to medical care, work permits and other forms of assistance. <\/p>\n<p>Beyond granting temporary residency permits with limited rights, Costa Rica <a href=\"https:\/\/www.migrationpolicy.org\/research\/costa-rican-migration-immigrant-integration-policy\" rel=\"nofollow noopener\" target=\"_blank\">lacks the resources<\/a> to ensure the safety and security of these migrants and to adequately address their needs. <\/p>\n<p>The Trump administration\u2019s <a href=\"https:\/\/theconversation.com\/how-international-aid-cuts-are-eroding-refugee-protections-in-the-global-south-264560\" rel=\"nofollow noopener\" target=\"_blank\">reduction in international humanitarian aid<\/a> has further undermined <a href=\"https:\/\/doi.org\/10.1093\/jrs\/feae091\" rel=\"nofollow noopener\" target=\"_blank\">Costa Rica\u2019s refugee protection regime<\/a>.  <\/p>\n<p>For migrants, this state of prolonged waiting marked by legal uncertainty has resulted in psychological distress. In March 2026, the European Parliament endorsed the so-called return hubs mechanism, which opens the door to offshoring <a href=\"https:\/\/www.france24.com\/en\/europe\/20260326-return-hubs-eu-parliament-clears-the-way-for-offshore-migrant-detention-centres\" rel=\"nofollow noopener\" target=\"_blank\">asylum processing<\/a>. <\/p>\n<p>Italy, for example, has had <a href=\"https:\/\/www.politico.eu\/article\/italy-migrant-detention-hubs-albania-not-against-eu-law-says-top-eu-court-adviser\/\" rel=\"nofollow noopener\" target=\"_blank\">migrant detention hubs<\/a> in Albania for more than a year.<\/p>\n<p>Canada has reconfirmed its own <a href=\"https:\/\/www.canada.ca\/en\/immigration-refugees-citizenship\/corporate\/mandate\/policies-operational-instructions-agreements\/agreements\/safe-third-country-agreement.html\" rel=\"nofollow noopener\" target=\"_blank\">Safe Third Country Agreement<\/a> with the U.S. <\/p>\n<p>      Read more:<br \/>\n      <a href=\"https:\/\/theconversation.com\/tragedies-not-accidents-tougher-canadian-and-u-s-border-policies-will-cost-more-lives-203220\" rel=\"nofollow noopener\" target=\"_blank\">Tragedies, not accidents: Tougher Canadian and U.S. border policies will cost more lives<\/a><\/p>\n<p>Canada also passed <a href=\"https:\/\/theconversation.com\/canadas-proposed-strong-borders-act-further-threatens-the-legal-rights-of-migrants-259349\" rel=\"nofollow noopener\" target=\"_blank\">Bill C-2<\/a> and <a href=\"https:\/\/theconversation.com\/trading-rights-for-efficiency-why-bill-c-12s-restrictive-asylum-measures-will-likely-backfire-278862\" rel=\"nofollow noopener\" target=\"_blank\">Bill C-12<\/a> in 2025, legislation that substantially restricts access to asylum. What\u2019s more, it reduced its <a href=\"https:\/\/www.ccrweb.ca\/en\/release-2026-immigration-levels\" rel=\"nofollow noopener\" target=\"_blank\">refugee resettlement targets<\/a> by 30 per cent for the 2026\u201328 period. <\/p>\n<p>This doesn\u2019t constitute a replication of the U.S. model, but it does reflect a convergence. Different mechanisms are increasingly aligned in the same direction: the progressive erosion of the right to asylum.<\/p>\n<p>Mobilization<\/p>\n<p>It\u2019s therefore important to ask whether some refugee claimants deported to the U.S. may subsequently face third\u2011country deportations to other states. <\/p>\n<p>In March 2026, more than 30 human rights organizations <a href=\"https:\/\/www.fundacionjusticia.org\/organizaciones-de-derechos-humanos-piden-poner-fin-a-las-deportaciones-en-cadena-desde-estados-unidos-a-costa-rica\/\" rel=\"nofollow noopener\" target=\"_blank\">issued a joint statement<\/a> calling for an end to chain deportations to Costa Rica. It explicitly accused the Costa Rican state as being complicit in \u2014 and directly responsible for \u2014 American violations of its asylum law and its international obligations under <a href=\"https:\/\/humanrightsfirst.org\/wp-content\/uploads\/2025\/05\/ThisIsAnOrderFromTrumpReport_final1.pdf\" rel=\"nofollow noopener\" target=\"_blank\">the United Nations\u2019 1951 Refugee Convention and 1967 Protocol<\/a>. <\/p>\n<p>In the Democratic Republic of the Congo, <a href=\"https:\/\/www.npr.org\/2026\/04\/28\/nx-s1-5798775\/drc-latin-america-deportees-asylum-migration\" rel=\"nofollow noopener\" target=\"_blank\">protests recently erupted<\/a> against the anticipated deportation of 1,100 Afghans from the U.S. to the country. <\/p>\n<p>UN <a href=\"https:\/\/www.ohchr.org\/en\/press-releases\/2025\/07\/un-experts-alarmed-resumption-us-deportations-third-countries-warn\" rel=\"nofollow noopener\" target=\"_blank\">human rights experts<\/a> have also expressed alarm about the risk of torture, enforced disappearance or arbitrary deprivation of life in some third countries.<\/p>\n<p>Across the globe, migration scholars, human rights organizations and allies must do more than voice concern \u2014 they need to co-ordinate, organize and actively resist this emerging border regime before it becomes entrenched.<\/p>\n","protected":false},"excerpt":{"rendered":"Since January 2025, the Donald Trump administration in the United States has signed bilateral agreements with 27 governments&hellip;\n","protected":false},"author":2,"featured_media":626954,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[18],"tags":[23,3,21,19,22,20,25,24],"class_list":["post-626953","post","type-post","status-publish","format-standard","has-post-thumbnail","category-united-states","tag-america","tag-news","tag-united-states","tag-united-states-of-america","tag-unitedstates","tag-unitedstatesofamerica","tag-us","tag-usa"],"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/us\/wp-json\/wp\/v2\/posts\/626953","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/us\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/us\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/us\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/us\/wp-json\/wp\/v2\/comments?post=626953"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/us\/wp-json\/wp\/v2\/posts\/626953\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/us\/wp-json\/wp\/v2\/media\/626954"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/us\/wp-json\/wp\/v2\/media?parent=626953"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/us\/wp-json\/wp\/v2\/categories?post=626953"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/us\/wp-json\/wp\/v2\/tags?post=626953"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
