While some might argue the revenue tariffs have generated are a gamechanger for the economy, others point to cost for those paying them.<\/p>\n<p>Mark Zandi, chief economist at Moody\u2019s Analytics, is concerned about the health of U.S. consumers. He previously told Fortune that\u2014with the exception of job losses\u2014a significant portion of U.S. families are effectively living in a recession.<\/p>\n<p>Tariffs haven\u2019t helped their fortunes. In a note yesterday, Zandi said that the data are \u201cdefinitive\u201d: \u201cThe tariffs have done significant damage to the economy,\u201d he wrote.<\/p>\n<p>\u201cSince that day, job growth has come to a standstill, with only the non-traded healthcare industry adding meaningfully to payrolls,\u201d Zandi added. \u201cAlso, since that day, inflation has accelerated, with the consumer expenditure deflator increasing at a 3% year-over-year pace, up from 2.5% before the tariffs and well above the Federal Reserve\u2019s target of 2%.\u201d <\/p>\n<p>Zandi\u2019s take counters arguments from the likes of U.S. Treasury Secretary Scott Bessent, who believes tariffs <a aria-label=\"Go to https:\/\/fortune.com\/2025\/07\/23\/tariffs-dog-that-didnt-bark-wall-street-inflation-trump\/\" href=\"https:\/\/fortune.com\/2025\/07\/23\/tariffs-dog-that-didnt-bark-wall-street-inflation-trump\/\" rel=\"nofollow noopener\" target=\"_blank\">are the \u201cdog that didn\u2019t bark,\u201d<\/a> and that supply-side shocks don\u2019t cause inflation, only temporary price moves in narrow markets\u2014which the Fed should be encouraged to look through.<\/p>\n<p>\u201cWe disagree,\u201d with that argument, Aditya Bhave, chief U.S. economist at <a aria-label=\"Go to https:\/\/fortune.com\/company\/bank-of-america-corp\/\" target=\"_blank\" href=\"https:\/\/fortune.com\/company\/bank-of-america-corp\/\" rel=\"nofollow noopener\">Bank of America<\/a> wrote in a note late last month. \u201cSupply shocks are inflationary because they shift the aggregate supply curve upward. Consumers respond by spending less in real terms and\/or saving less. Indeed, since\u00a0Liberation\u00a0Day, real consumer spending has slowed, the saving rate has declined and y\/y headline PCE inflation has increased by more than 40 [basis points].\u201d<\/p>\n<p>Setting the consumer impact aside (albeit a major factor in the health of the U.S. economy), it\u2019s hard to ignore the impact tariffs have had on the bottom line for the Treasury\u2019s balance sheet. For the full calendar year of 2025, the U.S. Department of Homeland Security <a aria-label=\"Go to https:\/\/www.richmondfed.org\/research\/national_economy\/macro_minute\/2026\/how_much_revenue_raised_by_tariffs_so_far\" href=\"https:\/\/www.richmondfed.org\/research\/national_economy\/macro_minute\/2026\/how_much_revenue_raised_by_tariffs_so_far\" rel=\"nofollow noopener\" target=\"_blank\">collected $287 billion in customs duties, taxes and fees<\/a>, up 192% on the year prior. Roughly a third of that (some $97.5 billion) was collected in Q4 alone, an increase of 5.2% on the quarter prior and up 281% on the same period for Q4 in 2024.<\/p>\n<p>These funds will prove particularly helpful, particularly for an administration that likes a large fiscal package\u2014think the One Big Beautiful Bill\u2014which tariffs can help offset without adding to national debt. As Wharton\u2019s Professor Joao Gomes <a aria-label=\"Go to https:\/\/fortune.com\/2025\/10\/29\/governments-eye-great-wealth-transfer-national-debts\/?utm_source=chatgpt.com\" href=\"https:\/\/fortune.com\/2025\/10\/29\/governments-eye-great-wealth-transfer-national-debts\/?utm_source=chatgpt.com\" rel=\"nofollow noopener\" target=\"_blank\">previously told Fortune<\/a>, revenue generation through tariffs is \u201cpeculiar\u201d but \u00a0\u201cyou can also not deny that [Trump and his administration] bring strange forms of revenue that do change the debt picture.\u201d <\/p>\n<p>How reliable those funds will prove to be remains to be seen. In February, the Supreme Court ruled that Liberation Day tariffs (and indeed duties imposed at other points under the second Trump administration) were unconstitutional on account of their legal basis: the International Emergency Economic Powers Act (IEEPA). The White House quickly changed gear, leaning on legislation such as the 1974 Trade Act to keep the duties in place. <\/p>\n<p>However, the revenues collected under IEEPA will be passed to international trade courts for redistribution back to businesses. Bessent himself has said he suspects they will never see the light of day, <a aria-label=\"Go to https:\/\/fortune.com\/2026\/02\/23\/scott-bessent-tariff-supreme-court-ruling-refunds\/\" href=\"https:\/\/fortune.com\/2026\/02\/23\/scott-bessent-tariff-supreme-court-ruling-refunds\/\" rel=\"nofollow noopener\" target=\"_blank\">telling the Economic Club of Dallas<\/a>: \u201cMy\u00a0sense is that could be dragged out for\u00a0weeks, months, years, so \u2026\u00a0we\u2019ll see what happens there \u2026 I got a feeling the American\u00a0people won\u2019t see it.\u201d\u00a0<\/p>\n<p>The Iran shock<\/p>\n<p>Returning to consumers, there\u2019s already a new supply shock emerging: Oil. Prices have spiked from the U.S. and Israel\u2019s war with Iran.<\/p>\n<p>\u201cThe trend lines don\u2019t look good,\u201d observed Zandi. \u201cThe higher energy and other commodity prices caused by the war threaten to do even more economic damage than the tariffs, further undermining growth and pushing inflation higher. The U.S. economy is resilient, but just how resilient is set to be tested.\u201d <\/p>\n<p>Many economists have yet to place a timeframe on when the Middle East conflict will truly begin to bite on growth. However, last week \u00a0Mohamed El-Erian, the former CEO of Pimco, <a aria-label=\"Go to https:\/\/fortune.com\/2026\/04\/30\/global-economy-recession-oil-fears-mohamed-el-erian-zandi\/\" href=\"https:\/\/fortune.com\/2026\/04\/30\/global-economy-recession-oil-fears-mohamed-el-erian-zandi\/\" rel=\"nofollow noopener\" target=\"_blank\">said the globe will \u201cavoid a recession, provided<\/a>\u2014and here\u2019s\u00a0the important thing\u2014provided the\u00a0straits are reopened in the next four to eight\u00a0weeks.
