Collectively, they agree that there is cause for alarm.<\/p>\n<p>In a series of phone conversations, emails and texts, these sources reported not only&#13;<br \/>\na wave of recent layoffs but also a number of serious concerns related to patient&#13;<br \/>\nsafety, employee working conditions and potential violations of state law.<\/p>\n<p>\u201cIt\u2019s a shit show,\u201d said one of the numerous hospital workers who spoke to the&#13;<br \/>\nOutpost. \u201cEmployees have been talking for weeks about a walkout. Ninety percent&#13;<br \/>\nof nursing staff is miserable because of these changes and management. The&#13;<br \/>\nhospital used to have a family feel. It was a community, and now everybody hates&#13;<br \/>\ntheir job.\u201d<\/p>\n<p>The administration isn\u2019t saying how many people have lost their jobs over the past few months, but current and former employees we interviewed say it\u2019s at least 15. Those who\u2019ve been terminated or wnot had their contracts renewed include valued doctors, the risk manager, the staff development coordinator and most of the billing department. Others, including five experienced care providers in the Emergency Department, have quit.<\/p>\n<p>Meanwhile, these sources say, nursing staff hours have been drastically reduced, with many RNs regularly being relegated to on-call status at a rate of $8 per hour, which, if true, is a violation of <a href=\"https:\/\/www.calaborlaw.com\/minimum-wage-goes-up-for-california-healthcare-workers-senate-bill-525\/\" style=\"\" rel=\"nofollow noopener\" target=\"_blank\">state labor laws<\/a>. Under a recently introduced staffing matrix, the number of nurses in the Medical Surgical (Med\/Surg) unit has been slashed to levels that compromise patient safety, several sources told the Outpost.\u00a0<\/p>\n<p>\u201cUnder the current model, there are often not enough nurses on individual units to safely cover required breaks and meals,\u201d one source said in an email. \u201cAs a result, I am frequently pulled away from supervisory responsibilities to provide break coverage across ICU, Med\/Surg, and the Emergency Department.\u201d<\/p>\n<p>Mad River\u2019s billing services have been outsourced to a Tennessee-based company called Ovation Healthcare, and the remaining employees in that department are being told that they\u2019ll no longer work for the hospital.<\/p>\n<p>\u201d[Mad River administrators] are telling us that we\u2019re going to work for [Ovation] now,\u201d said one of the remaining employees in that department. \u201cIt\u2019s upsetting. If we don\u2019t accept the [job] offer, it\u2019s not considered a layoff; it\u2019s considered a voluntarily resignation, so we\u2019re not eligible for unemployment benefits. It\u2019s kind of like pointing a gun to our head and forcing us to go with this new company.\u201d<\/p>\n<p>The current and former employees we\u2019ve communicated with over the past few days requested anonymity due to fear of professional repercussions.\u00a0<\/p>\n<p>The Outpost reached out to hospital administrators on Monday, emailing a list of claims and concerns to Chief Operating Officer Matthew Anderson and asking exactly how many people have been laid off since the beginning of the year. In response, Anderson said that the hospital wants to respond but hoped we could wait to publish a story until after meeting in-person with members of the executive team next week.<\/p>\n<p>We explained that we couldn\u2019t wait that long to publish given the pressing nature of the concerns, which are already being <a href=\"https:\/\/nextdoor.com\/p\/FfnsgYxGgc6r?post=476086772&amp;utm_source=email&amp;section=post_0&amp;mar=true&amp;ct=PQHFcOmm4jVe4Ax-ghB7it7crfQoxQ15JpOpQ2C1o_aqSZuSYwGgIqJS0t_uNLwe&amp;ec=OWKiQRDj9vEHAYwTV6YMARldwuFdgGkeefhwfGYAE0s%3D&amp;mobile_deeplink_data=eyJhY3Rpb24iOiAidmlld19wb3N0IiwgInBvc3QiOiA0NzYwODY3NzJ9&amp;link_source_user_id=11100590\" style=\"background-color: rgb(255, 255, 255);\" rel=\"nofollow noopener\" target=\"_blank\">widely discussed<\/a> online. Anderson asked that we wait at least until this morning for a prepared response. Here it is:<\/p>\n<p>Mad River Community Hospital recognizes the very real human impact of recent reductions to our workforce. We wish these difficult decisions were not necessary. However, the financial and operational pressures facing rural hospitals across California is an ongoing challenge.\u00a0\u00a0<\/p>\n<p>Our responsibility is to preserve access to safe and reliable care and ensure the hospital can continue serving the community for the long term. Preserving Mad River is essential to maintaining meaningful local choice and healthcare capacity for the patients and families in this region.<\/p>\n<p>We are adapting to challenges by making necessary decisions with a full commitment to the safety of our patients and staff and fulfilling all the legal obligations of our industry. Suggestions otherwise are false. We remain committed to transparency and dialogue with our community. Thank you for your continued faith in us.<\/p>\n<p>The hospital didn\u2019t respond to any of the specific allegations employees made about current patient safety and compliance with state law.<\/p>\n<p>This upheaval comes at a particularly <a href=\"https:\/\/www.npr.org\/sections\/shots-health-news\/2025\/09\/02\/nx-s1-5519257\/rural-hospitals-independent-health-networks\" style=\"background-color: rgb(255, 255, 255);\" rel=\"nofollow noopener\" target=\"_blank\">difficult time<\/a> for independent, rural hospitals nationwide. Over the past two decades, nearly 200 rural hospitals <a href=\"https:\/\/www.commonwealthfund.org\/publications\/explainer\/2026\/feb\/why-rural-hospitals-face-funding-crisis-how-it-could-get-worse\" style=\"background-color: rgb(255, 255, 255);\" rel=\"nofollow noopener\" target=\"_blank\">have completely or partially closed<\/a>, and another 400, representing more than 20 percent of rural hospitals nationwide, are at risk of closure.<\/p>\n<p>Mad River is one of them, and three years ago the board of directors announced its <a href=\"https:\/\/lostcoastoutpost.com\/2023\/may\/22\/breaking-mad-river-hospital-announces-its-looking\/\" style=\"background-color: rgb(255, 255, 255);\" rel=\"nofollow noopener\" target=\"_blank\">intent to sell the hospital<\/a> to an Arizona-based hospital management company. However, <a href=\"https:\/\/lostcoastoutpost.com\/2024\/feb\/1\/sale-mad-river-hospital-arizona-based-company-fall\/\" style=\"background-color: rgb(255, 255, 255);\" rel=\"nofollow noopener\" target=\"_blank\">the deal fell through<\/a> less than nine months later, and former Chief Executive David Neal was <a href=\"https:\/\/lostcoastoutpost.com\/2024\/jan\/22\/chief-exec-mad-river-hospital-unexpectedly-ousted\/\" style=\"background-color: rgb(255, 255, 255);\" rel=\"nofollow noopener\" target=\"_blank\">unexpectedly ousted<\/a> around the same time. Longtime CEO Douglas Shaw, meanwhile, is in his mid-70s. Employees say he\u2019s ready to retire.<\/p>\n<p>Mad River\u2019s current chief executive, Suzanne Richards, took the helm in August, according to her LinkedIn profile. Mad River was <a href=\"https:\/\/www.citizen.org\/article\/big-ugly-threat\/\" style=\"background-color: rgb(255, 255, 255);\" rel=\"nofollow noopener\" target=\"_blank\">recently identified<\/a> as one of 83 California hospitals at heightened risk of closing, cutting services or laying off staff due to the <a href=\"https:\/\/www.kff.org\/medicaid\/allocating-cbos-estimates-of-federal-medicaid-spending-reductions-across-the-states-enacted-reconciliation-package\/\" style=\"background-color: rgb(255, 255, 255);\" rel=\"nofollow noopener\" target=\"_blank\">nearly $1 trillion in Medicaid funding cuts<\/a> in H.R. 1, President Trump\u2019s \u201cOne Big Beautiful Bill Act.\u201d<a href=\"https:\/\/www.desertsun.com\/story\/graphics\/2025\/07\/04\/trump-big-beautiful-bill-tax-details-explained\/84461981007\/\" style=\"background-color: rgb(255, 255, 255);\" rel=\"nofollow noopener\" target=\"_blank\">\u00a0<\/a><\/p>\n<p>On Tuesday we received a copy of a letter of support for Mad River\u2019s hospitalist and general surgeon, Dr. Then Tong, who has worked at the hospital for nine and a half years and was recently told that his contract will not be renewed, several sources said. As of Tuesday, the letter had received 57 signatures and counting. You can <a href=\"https:\/\/lostcoastoutpost.com\/loco-media\/loco-media\/blog\/post\/45076\/Tongletter.jpg\" rel=\"nofollow noopener\" target=\"_blank\">read it here<\/a>.\u00a0<\/p>\n<p>The people we\u2019ve interviewed for this story relayed many more specific concerns and allegations about what\u2019s happening at Mad River.
