{"id":62847,"date":"2025-08-06T15:08:06","date_gmt":"2025-08-06T15:08:06","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/62847\/"},"modified":"2025-08-06T15:08:06","modified_gmt":"2025-08-06T15:08:06","slug":"joint-base-community-plan-forced-to-remove-environmental-terms","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/62847\/","title":{"rendered":"Joint Base community plan forced to remove environmental terms"},"content":{"rendered":"<p>By a presidential order, environmental justice terminology has been scrubbed from a Community Involvement Plan to clean up soil and groundwater contamination at <a href=\"https:\/\/www.massnationalguard.org\/JBCC\/index.html\" data-type=\"link\" data-id=\"https:\/\/www.massnationalguard.org\/JBCC\/index.html\" rel=\"nofollow noopener\" target=\"_blank\">Joint Base Cape Cod<\/a>, according to a notice sent by Douglas Karson, community involvement lead.<\/p>\n<p>The changes were made in three pages that included the environmental terminology in the 70-page document, Karson said on Monday, Aug. 4.<\/p>\n<p>\u201cThe intent of the community involvement plan remains exactly the same,\u201d he said. \u201cAll activities are exactly the same and there is ample opportunity for the public to be involved.&#8221;<\/p>\n<p>Public comment on the revisions can be made Aug. 1-Aug. 30.<\/p>\n<p>The <a href=\"https:\/\/jbcc-iagwsp.org\/community\/public\/irp\/\" data-type=\"link\" data-id=\"https:\/\/jbcc-iagwsp.org\/community\/public\/irp\/\" rel=\"nofollow noopener\" target=\"_blank\">Air Force Civil Engineer Center Installation Restoration Program <\/a>is responsible for cleaning up <a href=\"https:\/\/www.capecodtimes.com\/story\/news\/environment\/2024\/01\/17\/epa-investigated-superfund-cleanup-joint-base-cape-cod-report-review\/72032077007\/\" data-type=\"link\" data-id=\"https:\/\/www.capecodtimes.com\/story\/news\/environment\/2024\/01\/17\/epa-investigated-superfund-cleanup-joint-base-cape-cod-report-review\/72032077007\/\" rel=\"nofollow noopener\" target=\"_blank\">soil and groundwater contamination <\/a>caused by past military practices at the base. The base is listed on the U.S. Environmental Protection Agency\u2019s National Priorities List, also known as Superfund.<\/p>\n<p>In October 2024, the program issued a revised final Community Involvement Plan that describes public participation opportunities and available resources of information related to the restoration program at the base.\u00a0\u00a0On Jan. 20, 2025, <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/ending-radical-and-wasteful-government-dei-programs-and-preferencing\/\" data-type=\"link\" data-id=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/ending-radical-and-wasteful-government-dei-programs-and-preferencing\/\" rel=\"nofollow noopener\" target=\"_blank\">Presidential Executive Order 14151<\/a> was issued and entitled \u201cEnding Radical and Wasteful Government DEI Programs and Preferencing.\u201d<\/p>\n<p>In compliance with the executive order, the language related to environmental justice was removed.\u00a0The Air Force\u2019s commitment to community engagement is guided by federal statutes and regulations, including the Comprehensive Environmental Response, Compensation and Liability Act and is detailed in the plan&#8217;s \u201cCommunity Consultation&#8217;\u201d section, the notice stated. This revision requires a 30-day public comment period.<\/p>\n<p>\u201cThe one change in the draft states Massachusetts EPA did not concur with our changes,\u201d Karson said. He said he hopes the EPA and Air Force will come to a resolution on the changes.<\/p>\n<p>What happens next<\/p>\n<p>After the 30-day period is up, all comments will be reviewed and included in a summary, Karson said. It will be attached to the final Community Involvement Plan when issued.\u00a0He said he expects the plan to be finalized in 45 to 60 days after the comment period.<\/p>\n<p>Karson commented on the many stakeholders, community groups and people on the base who are involved in the restoration program.<\/p>\n<p>He said communication about the program with the surrounding communities has improved considerably in the last 10 years.<\/p>\n<p>He said the program will get bigger and require more outreach because the EPA has lowered the threshold for PFAS, known as forever chemicals, which will require re-evaluating previous areas and look into perhaps hundreds of new parcels.<\/p>\n<p>The revised draft plan has been sent to the main public libraries of Bourne, Mashpee, Falmouth and Sandwich.
