{"id":628958,"date":"2026-05-07T13:43:20","date_gmt":"2026-05-07T13:43:20","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/628958\/"},"modified":"2026-05-07T13:43:20","modified_gmt":"2026-05-07T13:43:20","slug":"canada-is-kicking-its-us-booze-habit-as-trade-tensions-persist","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/628958\/","title":{"rendered":"Canada is kicking its US booze habit as trade tensions persist"},"content":{"rendered":"<p>Almost a year and a half after President Donald Trump began slapping tariffs on nearly all U.S. trading partners, Canada\u2019s pushback has <a href=\"https:\/\/www.bloomberg.com\/news\/newsletters\/2026-03-05\/canada-us-relationship-grew-more-distant-in-2025\" rel=\"nofollow noopener\" target=\"_blank\">reordered the economic relationship<\/a> between Ottawa and Washington. <\/p>\n<p>Canadians are pulling back on <a href=\"https:\/\/www.wsj.com\/lifestyle\/travel\/trump-canada-vacation-travel-plans-1428d574?mod=article_inline\" rel=\"nofollow noopener\" target=\"_blank\">U.S. travel<\/a>, boycotting <a href=\"https:\/\/www.wsj.com\/world\/americas\/label-obsession-grips-canada-as-shoppers-shun-american-products-cc6332db?mod=article_inline\" rel=\"nofollow noopener\" target=\"_blank\">U.S. goods<\/a> and <a href=\"https:\/\/www.cbc.ca\/news\/canada\/toronto\/no-kings-protest-toronto-9.7145914\" rel=\"nofollow noopener\" target=\"_blank\">protesting in droves<\/a> \u2013 further galvanized by Trump\u2019s call for Canada to become the <a href=\"https:\/\/www.nytimes.com\/2025\/03\/07\/world\/canada\/trump-trudeau-canada-51st-state.html\" rel=\"nofollow noopener\" target=\"_blank\">51st U.S. state<\/a>.<\/p>\n<p>But the example of one sector in particular, U.S. alcohol, shows how quickly access to an important market can disappear \u2013 and <a href=\"https:\/\/cepr.org\/voxeu\/columns\/beverage-market-disruptions-and-their-trade-consequences\" rel=\"nofollow noopener\" target=\"_blank\">how difficult it can be to regain<\/a>. <\/p>\n<p>From <a href=\"https:\/\/southernagtoday.org\/2026\/04\/09\/american-beer-wine-and-spirits-in-canada-and-the-fallout-of-the-trade-war\/\" rel=\"nofollow noopener\" target=\"_blank\">2022 through 2024<\/a>, Canada accounted for roughly 35% of U.S. wine exports, more than 15% of U.S. beer exports and as much as 13% of U.S. distilled spirits exports. Within just one year of Trump returning to office, Canada\u2019s imports of U.S. alcohol cumulatively have plunged over 70%, thanks to a mix of both tariff and nontariff retaliatory measures. <\/p>\n<p>It\u2019s a sharp reversal from Canada\u2019s traditional role as a top foreign destination for American beer, wine and spirits. That relationship reflected both long\u2011standing <a href=\"https:\/\/southernagtoday.org\/2026\/04\/09\/american-beer-wine-and-spirits-in-canada-and-the-fallout-of-the-trade-war\/\" rel=\"nofollow noopener\" target=\"_blank\">consumer preferences as well as geographic proximity<\/a> and largely <a href=\"https:\/\/www.congress.gov\/crs-product\/IF12595\" rel=\"nofollow noopener\" target=\"_blank\">tariff\u2011free access<\/a> through agreements like the North American Free Trade Agreement and its successor, the United States-Mexico-Canada Agreement. <\/p>\n<p>As an <a href=\"https:\/\/utia.tennessee.edu\/person\/?id=12933\" rel=\"nofollow noopener\" target=\"_blank\">agricultural economist<\/a> working on <a href=\"https:\/\/doi.org\/10.1080\/08853908.2022.2111006\" rel=\"nofollow noopener\" target=\"_blank\">trade issues related to alcohol<\/a>, I see Canada\u2019s alcohol sector as a textbook example of how market access for politically exposed goods can quickly unravel. And for American beer, wine and spirits producers \u2013 and for the farmers who grow the barley, grapes and corn that go into these products \u2013 the recent experience highlights how trade disputes often <a href=\"https:\/\/doi.org\/10.1002\/agr.22034\" rel=\"nofollow noopener\" target=\"_blank\">hit food products hardest<\/a>. These protesters gathered near the Peace Bridge border crossing in Buffalo, N.Y., on April 2, 2025.<br \/>\n              <a class=\"source\" href=\"https:\/\/newsroom.ap.org\/home\/search?query=canada%20protest%20trump&amp;mediaType=photo\" rel=\"nofollow noopener\" target=\"_blank\">AP Photo\/Adrian Kraus<\/a><\/p>\n<p>The Trump tariff shock<\/p>\n<p>Before Trump\u2019s tariffs and talk of Canada as the 51st U.S. state, U.S. alcohol occupied substantial shelf space in major alcohol-consuming provinces such as Ontario, British Columbia and Qu\u00e9bec. In 2024, these exports to Canada constituted <a href=\"https:\/\/www.statcan.gc.ca\/en\/subjects-start\/international_trade\" rel=\"nofollow noopener\" target=\"_blank\">more than 20%<\/a> of Canada\u2019s alcohol imports, totaling US$744 million. For most U.S. producers, Canada served not only as a key export destination but as a stable and relatively low\u2011risk entry point into <a href=\"https:\/\/www.trade.gov\/feature-article\/why-canada-its-easy-it-gets#:%7E:text=Our%20economies%20are%20extremely%20integrated,systems%2C%20aviation%2C%20among%20others.\" rel=\"nofollow noopener\" target=\"_blank\">international markets<\/a>. <\/p>\n<p>That changed in February 2025, when Trump, citing a national security emergency, <a href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2025\/02\/fact-sheet-president-donald-j-trump-imposes-tariffs-on-imports-from-canada-mexico-and-china\/\" rel=\"nofollow noopener\" target=\"_blank\">imposed 25% tariffs on Canada and Mexico<\/a>. Those tariffs \u2013 which <a href=\"https:\/\/theconversation.com\/supreme-court-rules-against-trumps-emergency-tariffs-but-leaves-key-questions-unanswered-276561\" rel=\"nofollow noopener\" target=\"_blank\">were overturned<\/a> by the Supreme Court in February 2026 \u2013 marked the first time that law was used to authorize broad tariffs. <\/p>\n<p>Canada responded by <a href=\"https:\/\/www.fas.usda.gov\/data\/gain\/2025\/03\/canada-canada-implements-retaliatory-measures-response-united-states-tariffs\" rel=\"nofollow noopener\" target=\"_blank\">slapping retaliatory tariffs<\/a> of 25% on roughly $30 billion of U.S. goods and signaling it would significantly expand countermeasures if tensions persisted. It also enacted nontariff countermeasures, most notably by letting provincial liquor authorities <a href=\"https:\/\/www.fas.usda.gov\/data\/gain\/2025\/03\/canada-canada-implements-retaliatory-measures-response-united-states-tariffs\" rel=\"nofollow noopener\" target=\"_blank\">remove U.S. beer, wine and spirits <\/a> from store shelves. These tools, which fall within Canada\u2019s system of <a href=\"https:\/\/www.canada.ca\/en\/intergovernmental-affairs\/services\/federation\/distribution-legislative-powers.html\" rel=\"nofollow noopener\" target=\"_blank\">shared federal and provincial powers<\/a>, sharply restricted market access for American producers. <\/p>\n<p>Immediately after Trump\u2019s announcement, <a href=\"https:\/\/www.fas.usda.gov\/data\/gain-report\/2025\/03\/Canada%20Implements%20Retaliatory%20Measures%20in%20Response%20to%20United%20States%20Tariffs_Ottawa_Canada_CA2025-0015.pdf\" rel=\"nofollow noopener\" target=\"_blank\">eight of Canada\u2019s 10 provinces<\/a> imposed partial or full bans on U.S. alcohol imports by instructing their liquor boards to stop importing and selling U.S. alcohol altogether. In many cases, American products were physically removed from store shelves and online platforms \u2013 sometimes with instructions to target imports from U.S. \u201cred\u201d states that had supported Trump. <\/p>\n<p>U.S. wine exports were hit hardest, plunging from $460 million to just $103 million, while distilled spirits fell from $238 million to $89 million and beer exports from $47 million to $17 million. Collectively, these declines slashed total U.S. alcohol exports to Canada from $744 million to $208 million, wiping out $536 million in trade. <\/p>\n<\/p>\n<p>The spat quickly became testy. The alcohol boycott is one of the reasons Trump and White House officials have called Canada \u201cmean and nasty to deal with,\u201d <a href=\"https:\/\/www.wsj.com\/business\/us-alcohol-industry-canada-boycott-71dbd1e0\" rel=\"nofollow noopener\" target=\"_blank\">in the words<\/a> of U.S. Ambassador to Canada Pete Hoekstra. <\/p>\n<p>The trade war\u2019s latest turn<\/p>\n<p>Those provincial restrictions remained in place even after the two countries <a href=\"https:\/\/www.wsj.com\/world\/americas\/canada-to-remove-25-tariff-on-some-u-s-goods-1b40df8e\" rel=\"nofollow noopener\" target=\"_blank\">reached a partial deal<\/a> exempting about half of USMCA\u2011compliant goods from ongoing tariffs in summer 2025, leading Canada to scale back some retaliatory levies. However, the de facto trade bans on U.S. alcohol remain in place.  <\/p>\n<p>Alcohol resurfaced again recently as a flash point, when the top U.S. trade official, Jamieson Greer, said in April 2026 that existing U.S. levies on Canadian industrial goods would <a href=\"https:\/\/www.wsj.com\/world\/americas\/canadas-carney-says-hes-prepared-to-wait-on-trade-talks-until-u-s-addresses-irritants-5d90264a\" rel=\"nofollow noopener\" target=\"_blank\">stay in place<\/a> and might even be toughened until Canada walked back its alcohol restrictions. That threat a drew sharp retort from Canadian Prime Minister Mark Carney. <\/p>\n<p>Meanwhile, the trade dispute hasn\u2019t prompted Canadians to drink less alcohol overall. Instead, their consumption has largely shifted to other countries, especially for wine. United Nations <a href=\"https:\/\/comtradeplus.un.org\/\" rel=\"nofollow noopener\" target=\"_blank\">trade data<\/a> shows that in 2024, American wine accounted for 21% of all imported wine in Canada before dropping to only 5% in 2025. That year, imports from major wine exporting countries not only increased but roughly offset the decline in imports from the U.S. For distilled spirits, the U.S. slipped from 24% in 2024 to only 10% in 2025, while beer has dropped from 13% to 5%. At the same time, Canadian imports of beer, wine, and spirits from other countries increased by 9%, 15%, and 7%, respectively. <\/p>\n<\/p>\n<p>\u201cWhat\u2019s different this time is that people aren\u2019t just swapping one bottle, they\u2019re rethinking the whole bar,\u201d said Craig Peters, CEO of Canada\u2019s Barnburner Whiskey, in an interview with the <a href=\"https:\/\/vinepair.com\/articles\/what-are-canadians-drinking-after-tariffs-induced-american-alcohol-boycott\/\" rel=\"nofollow noopener\" target=\"_blank\">online magazine VinePair<\/a>. \u201cTraditionally, those rail spots were locked up by big U.S. brands for decades.
