{"id":641196,"date":"2026-05-13T19:40:08","date_gmt":"2026-05-13T19:40:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/641196\/"},"modified":"2026-05-13T19:40:08","modified_gmt":"2026-05-13T19:40:08","slug":"finra-considers-rolling-back-fee-increases-for-members","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/641196\/","title":{"rendered":"FINRA Considers Rolling Back Fee Increases for Members"},"content":{"rendered":"<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\">The Financial Industry Regulatory Authority is considering rolling back previously approved fee increases for member firms due to revenue from elevated transaction activity.<\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\">According to FINRA Board of Governors Chair Scott Curtis at the agency\u2019s annual conference in Washington, D.C. this week, there have been \u201clively conversations with the board\u201d about whether FINRA can reduce fee increases scheduled to play out through 2029, or if they could \u201cat least delay or defer them.\u201d<\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\">In November 2024, FINRA revealed that internal financial projections indicated \u201cnecessary expenditures will outpace revenues.\u201d\u00a0<a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" rel=\"noreferrer nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.sec.gov\/files\/rules\/sro\/finra\/2024\/34-101696.pdf\">In its 2024 filing<\/a>\u00a0to the SEC detailing the plan, FINRA cited \u201cwage inflation\u201d and \u201csubstantial investments\u201d associated with implementing FINRA\u2019s supervision of SEC rules like Regulation Best Interest.<\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\">The fee increase was spread out over five years, with the bulk of the increase delayed until 2026, \u201cand phased in over several years to provide members with time to plan for budgeting purposes.\u201d\u00a0<\/p>\n<p data-component=\"related-article\" class=\"RelatedArticle\">Related:<a class=\"RelatedArticle-RelatedContent\" href=\"https:\/\/www.wealthmanagement.com\/regulation-compliance\/atkins-says-sec-can-fill-in-the-gaps-without-brypto-bill-but-worries-about-future-proofing\" target=\"_self\" data-discover=\"true\" rel=\"nofollow noopener\">Atkins Says SEC Can &#8216;Fill in the Gaps&#8217; Without Crypto Bill, but Worries About &#8216;Future Proofing&#8217;<\/a><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\">FINRA estimated large firms (with 500 or more registered reps) would see an annual increase of about $415,000 by 2029, while small firms (with 10 to 150 registered reps) would see fees jump by about $4,135 per year; small firms make up about 42.8% of FINRA members.<\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" rel=\"noreferrer nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.finra.org\/media-center\/blog\/funding-finras-mission-111224\">In the 2024 release on the fee increase<\/a>, FINRA noted the board would review FINRA\u2019s \u201cfinancial outcomes on a regular basis\u201d to determine if any changes were needed (including potential rebates, reductions or deferrals), while relying on FINRA\u2019s reserves before considering a further fee increase if revenues fell short.<\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\">In speaking with CEO Robert Cook on Wednesday morning, Curtis said the fee increases were approved when the markets and interest rates were \u201cin a different place,\u201d and that the Board hadn\u2019t anticipated what would happen with transaction activity in an increasingly volatile market.<\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\">The funding boosts from the activity meant the agency exceeded its revenue projections, leading it to move forward on a\u00a0<a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" rel=\"noreferrer nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.finra.org\/media-center\/blog\/fee-rebate-for-member-firms\">$50 million member fee rebate in 2025<\/a>\u00a0and\u00a0<a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" rel=\"noreferrer nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.finra.org\/media-center\/blog\/member-firm-fee-rebate-20260318\">a $100 million member fee rebate earlier this year<\/a>. In the $100 million rebate, FINRA cited \u201cstrong 2025 results, driven by higher-than-expected net income resulting primarily from higher-than-expected trading activity and industry revenue.\u201d<\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\">\u201cWe are a nonprofit organization, and it made sense to rebate back to member firms,\u201d Curtis said.<\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\">Further details on potential fee increase changes (if any) were not available.
