Noorani, and noted academicians and historians like Sumantra Bose, Christopher Snedden and Victoria Schofield.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Booksellers and owners could face prison<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The order was issued on Tuesday by the region\u2019s Home Department, which is under the direct control of Lt. Gov. Manoj Sinha, New Delhi\u2019s top administrator in Kashmir. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Sinha wields substantial power in the region as the national government&#8217;s representative, while elected officials run a <a href=\"https:\/\/apnews.com\/article\/kashmir-election-india-pakistan-conflict-4493b9cd496de1aadf1cddcb6194043d\" rel=\"nofollow noopener\" target=\"_blank\">largely powerless government<\/a> that came to power last year after the first local election since India <a href=\"https:\/\/apnews.com\/article\/a80782938fad458ba7d29643fe648843\" rel=\"nofollow noopener\" target=\"_blank\">stripped the disputed region of its special status<\/a> in 2019.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The order declared the 25 books \u201cforfeit\u201d under India\u2019s new criminal code of 2023, effectively banning the works from circulation, possession and access within the Himalayan region. Various elements of the code threaten prison terms of three years, seven years or even life for offenses related to forfeit media, although no one has yet been jailed under them.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cThe identified 25 books have been found to excite secessionism and endangering sovereignty and integrity of India,\u201d the Home Department said in its notice. It said such books played \u201ca critical role in misguiding the youth, glorifying terrorism and inciting violence against Indian State.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The action was taken following \u201cinvestigations and credible intelligence\u201d about \u201csystemic dissemination of false narratives and secessionist literature\u201d that was \u201coften disguised as historical or political commentary,\u201d it said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">India is cracking down on dissent in Kashmir<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Nuclear-armed rivals India and Pakistan each administer part of Kashmir, but both claim the territory in its entirety.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Militants in the Indian-controlled portion of Kashmir have been fighting New Delhi\u2019s rule since 1989. Many Muslim Kashmiris support the rebels\u2019 goal of uniting the territory, either under Pakistani rule or as an independent country.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">India insists the Kashmir militancy is Pakistan-sponsored terrorism. Pakistan denies the charge, and many Kashmiris consider it a legitimate freedom struggle. Tens of thousands of civilians, rebels and government forces have been killed in the conflict.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Since 2019, authorities have increasingly criminalized dissent and shown no tolerance for any narrative that questions India\u2019s sovereignty over Kashmir.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In February, <a href=\"https:\/\/apnews.com\/article\/kashmir-india-pakistan-books-seized-ee821dd0368ea2b76f6d9e118c76cb07\" rel=\"nofollow noopener\" target=\"_blank\">police raided bookstores and seized hundreds of books<\/a> linked to a major Islamic organization in the region.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In 2011, police filed charges against Kashmir education officials over a textbook for first graders that illustrated the word \u201ctyrant\u201d with a sketch resembling a police official. A year earlier to that, police arrested a college lecturer on charges he gave his students an English exam filled with questions attacking a crackdown on demonstrations challenging Indian rule in the region.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In some cases, the accused were freed after police questioning but most of these cases have lingered on in India\u2019s notoriously slow judicial system.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/apnews.com\/article\/kashmir-election-india-pakistan-ae53746027853ec36bdb0b39ab580264\" rel=\"nofollow noopener\" target=\"_blank\">Mirwaiz Umar Farooq<\/a>, a key resistance leader in Kashmir, condemned the book ban.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cBanning books by scholars and reputed historians will not erase historical facts and the repertoire of lived memories of people of Kashmir,\u201d Mirwaiz said in a statement. He questioned authorities for organizing an ongoing book festival to showcase its literary commitment but on ground banning some books.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cIt only exposes the insecurities and limited understanding of those behind such authoritarian actions, and the contradiction in proudly hosting the ongoing Book Festival.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">India rarely bans books, but has tightened grip on media<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/apnews.com\/general-news-movies-76c175f074a84d079c9ca3002be79999\" rel=\"nofollow noopener\" target=\"_blank\">Banning books<\/a> is not common in India, but authorities under Prime Minister Narendra Modi have increasingly <a href=\"https:\/\/apnews.com\/article\/india-press-freedom-newsclick-arrest-raid-3faa0830e9f3bcd4e75f1b7df404f432\" rel=\"nofollow noopener\" target=\"_blank\">raided independent media houses, jailed journalists<\/a> and sought to re-write history in school and university textbooks to promote the Hindu nationalist vision of his ruling Bharatiya Janata Party. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Meanwhile, curriculums related to <a href=\"https:\/\/apnews.com\/article\/politics-narendra-modi-new-delhi-india-religion-98335c46c3ecbe599699ee391248c664\" rel=\"nofollow noopener\" target=\"_blank\">Muslim Mughal rulers<\/a> who ruled much of India between sixteenth and nineteenth centuries have been altered or removed.
