{"id":650365,"date":"2026-05-18T13:20:16","date_gmt":"2026-05-18T13:20:16","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/650365\/"},"modified":"2026-05-18T13:20:16","modified_gmt":"2026-05-18T13:20:16","slug":"why-the-iran-war-is-breaking-the-us-european-strategic-alliance","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/650365\/","title":{"rendered":"Why the Iran war is breaking the US-European strategic alliance"},"content":{"rendered":"<p>Days after U.S. and Israeli strikes on Iran began on Feb. 28, 2026, Spanish Prime Minister <a href=\"https:\/\/www.aljazeera.com\/video\/newsfeed\/2026\/3\/4\/spanish-pm-says-no-to-war-in-middle-east\" rel=\"nofollow noopener\" target=\"_blank\">Pedro S\u00e1nchez denied American forces<\/a> the use of the Naval Station Rota and the Mor\u00f3n Air Base \u2013 installations that had <a href=\"https:\/\/www.navy.mil\/Press-Office\/Press-Releases\/display-pressreleases\/Article\/3814341\/secnav-travels-to-spain-announces-name-of-ffg-67-and-meets-with-key-leaders\/\" rel=\"nofollow noopener\" target=\"_blank\">hosted U.S. troops for more than 70 years<\/a>.<\/p>\n<p>\u201cWe are a sovereign country that does not wish to take part in illegal wars,\u201d <a href=\"https:\/\/www.aljazeera.com\/video\/newsfeed\/2026\/3\/4\/spanish-pm-says-no-to-war-in-middle-east\" rel=\"nofollow noopener\" target=\"_blank\">S\u00e1nchez said<\/a>. U.S. President Donald Trump responded by <a href=\"https:\/\/www.reuters.com\/business\/trump-says-us-will-cut-all-trade-with-spain-2026-03-03\/\" rel=\"nofollow noopener\" target=\"_blank\">threatening a full trade embargo<\/a> against Spain.<\/p>\n<p>Weeks later, Italian Prime Minister Giorgia Meloni \u2013 Trump\u2019s closest European ally and the only EU head of government invited to his second inauguration \u2013 broke publicly with Washington. <\/p>\n<p>\u201cWhen we don\u2019t agree, we must say it,\u201d <a href=\"https:\/\/www.aljazeera.com\/news\/2026\/4\/8\/melonis-trump-trouble-why-italian-pm-is-distancing-herself-from-us-leader\" rel=\"nofollow noopener\" target=\"_blank\">she said<\/a>. \u201cAnd this time, we do not agree.\u201d Rome then refused to <a href=\"https:\/\/www.theguardian.com\/world\/2026\/mar\/31\/italy-denies-sicily-airbase-us-planes-carrying-weapons-iran-war\" rel=\"nofollow noopener\" target=\"_blank\">let U.S. bombers refuel<\/a> at a base in southern Italy.<\/p>\n<p>These are not minor diplomatic frictions. As a <a href=\"https:\/\/ir.sas.upenn.edu\/people\/farah-jan\" rel=\"nofollow noopener\" target=\"_blank\">scholar of alliance politics and nuclear security<\/a>, I see something much larger than a tactical disagreement. The Iran war\u2019s most consequential casualty may not be in Tehran. It may be American credibility as an ally, and with it, the trans-Atlantic alliance itself.<\/p>\n<p>The Iraq comparison misleads<\/p>\n<p>The initial U.S. and Israeli strikes on Iran were launched with virtually <a href=\"https:\/\/www.nytimes.com\/2026\/03\/16\/world\/europe\/iraq-iran-us-allies.html\" rel=\"nofollow noopener\" target=\"_blank\">no advance consultation<\/a> with European allies. The Trump administration treated NATO partners not as participants in strategic decision-making but as logistical infrastructure to be commandeered or punished for refusing assistance.<\/p>\n<p>European governments, even those most invested with the U.S., <a href=\"https:\/\/thehill.com\/policy\/defense\/5873269-europe-strengthens-defense-nato\/\" rel=\"nofollow noopener\" target=\"_blank\">declined to join the campaign<\/a>. The Trump administration has responded with the <a href=\"https:\/\/www.reuters.com\/business\/trump-says-us-will-cut-all-trade-with-spain-2026-03-03\/\" rel=\"nofollow noopener\" target=\"_blank\">embargo threat against Spain<\/a> and the <a href=\"https:\/\/www.wsj.com\/world\/europe\/trump-orders-the-withdrawal-of-5-000-u-s-troops-from-germany-e6e7ca87\" rel=\"nofollow noopener\" target=\"_blank\">withdrawal of 5,000 U.S. troops<\/a> from Germany. <\/p>\n<p>\u201cThe U.S.A. will REMEMBER!!!\u201d <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/116323516183718262\" rel=\"nofollow noopener\" target=\"_blank\">Trump posted on Truth Social<\/a> on March 31, 2026. <\/p>\n<p>The reflex in Washington has been to read this as a rerun of 2003, when <a href=\"https:\/\/www.theguardian.com\/world\/2003\/jan\/22\/germany.france\" rel=\"nofollow noopener\" target=\"_blank\">France and Germany opposed the Iraq War<\/a>. In January 2003, Defense Secretary Donald Rumsfeld dismissed France and Germany as \u201c<a href=\"https:\/\/www.nytimes.com\/2026\/03\/16\/world\/europe\/iraq-iran-us-allies.html\" rel=\"nofollow noopener\" target=\"_blank\">old Europe<\/a>\u201d while courting the postcommunist \u201c<a href=\"https:\/\/www.nytimes.com\/2026\/03\/16\/world\/europe\/iraq-iran-us-allies.html\" rel=\"nofollow noopener\" target=\"_blank\">new Europe<\/a>,\u201d including Poland, the Czech Republic and Hungary.<\/p>\n<p>On the surface, the parallel is tempting: a unilateral American war in the Middle East, European refusal to participate, trans-Atlantic recriminations.<\/p>\n<p>            <a href=\"https:\/\/images.theconversation.com\/files\/735680\/original\/file-20260513-57-zlsfiv.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" alt=\"Protestors carry three posters depicting lawmakers with crowns on their heads.\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2026\/05\/file-20260513-57-zlsfiv.jpg\" class=\"native-lazy\" loading=\"lazy\"  \/><\/a><\/p>\n<p>              Protesters against the Iran war carry placards in Rome on March 28, 2026, depicting U.S. President Donald Trump, Italy\u2019s Prime Minister Giorgia Meloni and Israeli Prime Minister Benjamin Netanyahu.<br \/>\n              <a class=\"source\" href=\"https:\/\/www.gettyimages.com\/detail\/news-photo\/protesters-carry-placards-depicting-us-president-donald-news-photo\/2268303579?adppopup=true\" rel=\"nofollow noopener\" target=\"_blank\">Tiziana Fabi\/AFP via Getty Images<\/a><\/p>\n<p>But the comparison conceals more than it reveals. In 2003, the United States wanted Europe in its coalition. The George W. Bush administration <a href=\"https:\/\/www.cfr.org\/ten-best-ten-worst-us-foreign-policy-decisions\/the-iraq-war\/\" rel=\"nofollow noopener\" target=\"_blank\">sought United Nations authorization<\/a>, courted allies and treated European refusal as a problem to be managed. <\/p>\n<p>In 2026, the Trump administration explicitly <a href=\"https:\/\/carnegieendowment.org\/emissary\/2026\/04\/europe-iran-war-diplomacy-united-states\" rel=\"nofollow noopener\" target=\"_blank\">does not want European input<\/a>. It views <a href=\"https:\/\/www.nytimes.com\/2025\/12\/06\/world\/europe\/trump-europe-strategy-document.html\" rel=\"nofollow noopener\" target=\"_blank\">allies as freeloaders<\/a> and <a href=\"https:\/\/www.cfr.org\/articles\/europes-disjointed-response-to-the-u-s-israeli-war-with-iran\" rel=\"nofollow noopener\" target=\"_blank\">threatens them with economic coercion<\/a>. It treats their hesitation as cause for retribution rather than negotiation. <\/p>\n<p>The deeper difference is structural. In 2003, the trans-Atlantic alliance still rested on shared commitments to collective defense, open trade and an international, rules-based order.<\/p>\n<p>Today, the Trump administration does not share the commitments that traditionally bound the United States to its European partners, whether on NATO, the Russia-Ukraine war, or the rules governing trade and migration. <\/p>\n<p>The shared values that papered over the Iraq disagreement in 2003, and that allowed President Nicolas Sarkozy to <a href=\"https:\/\/www.rand.org\/pubs\/commentary\/2009\/03\/frances-creeping-reintegration.html\" rel=\"nofollow noopener\" target=\"_blank\">reintegrate France into NATO\u2019s<\/a> command by 2009, are no longer there to do the work of repair. <\/p>\n<p>The April 2026 collapse of <a href=\"https:\/\/www.cnn.com\/2026\/04\/12\/world\/live-news\/hungary-election-orban-magyar\" rel=\"nofollow noopener\" target=\"_blank\">Viktor Orb\u00e1n\u2019s 16-year rule in Hungary<\/a> left Trump without a serious political ally among major European governments. <\/p>\n<p>The real precedent is Suez<\/p>\n<p>A more illuminating precedent lies further back. In 1956, <a href=\"https:\/\/history.state.gov\/milestones\/1953-1960\/suez\" rel=\"nofollow noopener\" target=\"_blank\">Britain and France went to war with Egypt<\/a> over the Suez Canal, in coordination with Israel, <a href=\"https:\/\/history.state.gov\/milestones\/1953-1960\/suez\" rel=\"nofollow noopener\" target=\"_blank\">deliberately concealing their plans<\/a> from the Eisenhower administration. Washington responded by <a href=\"https:\/\/www.imf.org\/external\/pubs\/ft\/fandd\/2001\/09\/boughton.htm\" rel=\"nofollow noopener\" target=\"_blank\">threatening to crash the British pound<\/a>, forcing London and Paris into humiliating retreat. <\/p>\n<p>The crisis is <a href=\"https:\/\/www.amazon.com\/Suez-Britains-Empire-Middle-East\/dp\/1848855338\" rel=\"nofollow noopener\" target=\"_blank\">conventionally remembered<\/a> as the moment Britain accepted that it was no longer an independent great power. <\/p>\n<p>But its more important legacy was strategic. <a href=\"https:\/\/www.amazon.com\/Suez-1956-Crisis-Its-Consequences\/dp\/0198201419\" rel=\"nofollow noopener\" target=\"_blank\">Suez exposed the depth of Europe\u2019s dependence on the United States<\/a>. That humiliation drove Charles de Gaulle\u2019s <a href=\"https:\/\/www.amazon.com\/Two-Strategies-Europe-Atlantic-Alliance\/dp\/084769531X\" rel=\"nofollow noopener\" target=\"_blank\">pursuit of an independent French nuclear deterrent<\/a>. It also accelerated European integration and planted the recognition that genuine <a href=\"https:\/\/doi-org.proxy.library.upenn.edu\/10.1080\/00396338.2020.1851080\" rel=\"nofollow noopener\" target=\"_blank\">strategic autonomy<\/a> would be a generational project.<\/p>\n<p>The Iran war inverts the conditions of that lesson. In 1956, Europeans learned that they could not act independently of Washington. What has changed is that Europe is now willing to use the financial, economic and military tools it has long possessed in ways it would not have considered before.<\/p>\n<p>The EU\u2019s <a href=\"https:\/\/www.cfr.org\/articles\/europes-disjointed-response-to-the-u-s-israeli-war-with-iran\" rel=\"nofollow noopener\" target=\"_blank\">\u20ac90 billion joint-debt loan to Ukraine<\/a> signals an autonomous European strategic stance. So do discussions of activating the <a href=\"https:\/\/carnegieendowment.org\/emissary\/2026\/04\/europe-iran-war-diplomacy-united-states\" rel=\"nofollow noopener\" target=\"_blank\">bloc\u2019s anti-coercion<\/a> trade instrument against U.S. tariffs, France\u2019s nuclear arsenal expansion and offers to \u201c<a href=\"https:\/\/www.iss.europa.eu\/publications\/commentary\/frances-nuclear-initiative-step-toward-europeanising-deterrence\" rel=\"nofollow noopener\" target=\"_blank\">Europeanize\u201d deterrence<\/a>.<\/p>\n<p>The strategic postures were debated for decades. The Iran war is making them operational.<\/p>\n<p>This is not yet European strategic independence. Europe remains militarily reliant on U.S. air defense, satellite capacity and intelligence. <\/p>\n<p>The closure of the <a href=\"https:\/\/www.cfr.org\/articles\/europe-has-leverage-in-the-iran-war-it-should-use-it\" rel=\"nofollow noopener\" target=\"_blank\">Strait of Hormuz<\/a>, for example, has forced an uncomfortable energy reckoning with American liquefied natural gas, Russian pipelines, Middle Eastern hydrocarbons and Chinese-dominated renewable supply chains. None of the available paths to energy security run through trusted partners. <\/p>\n<p><a href=\"https:\/\/www.institutmontaigne.org\/en\/expressions\/responsibility-vs-autonomy-strategic-rift-between-france-and-germany-under-merz\" rel=\"nofollow noopener\" target=\"_blank\">France and Germany still disagree<\/a> on nearly every detail of how integration should proceed. But the political condition for autonomy, a shared European belief that Washington can no longer be trusted to share strategic decision-making, has crystallized in a way that no previous crisis produced.<\/p>\n<p>The post-1945 trans-Atlantic bargain traded U.S. security guarantees for European deference on global strategy. Iraq 2003 strained that bargain. Trump\u2019s first term cracked it, and the Iran war has broken it. <\/p>\n<p>What replaces it will not be a renewed partnership. It will be a parallel relationship between two powers with sometimes overlapping interests and, increasingly, separate strategic horizons.<\/p>\n<p>In 1956, Europe learned how dependent it was on Washington.
