Arnold & Porter secured a complete victory for NRCO
\nEngineering, S.A. in an ICDR arbitration in Houston arising from a
\ncross-border liquefied natural gas (LNG) supply venture in Eastern
\nEurope. NRCO is owned by Ovik Mkrtchyan, an engineer and
\nbusinessman from Uzbekistan who founded Gor Investment Limited, a
\nglobal enterprise focused on advancing sustainable, innovative
\ntechnologies. The tribunal found a Texas energy company and its
\npresident liable for breach of contract and ordered them to pay all
\ndamages, attorneys\u2019 fees, and interest that NRCO
\nrequested.<\/p>\n

The dispute arose from an LNG project to supply natural gas to
\nBulgaria. The underlying transaction involved multiple
\nenergy-infrastructure components, including potential supply
\nstrategies through Poland and Lithuania, equity participation in an
\nenergy company, project development obligations, and a performance
\nsecurity bond connected to a European gas pipeline. Following a
\nfive-day final hearing, the tribunal awarded NRCO the complete
\nrelief it sought. The tribunal also rejected the Respondents\u2019
\nequitable and other defenses, finding that the president of the
\nTexas energy company had spread false and disparaging information
\nabout Mr. Mkrtchyan that caused harm to him and his family in
\nUzbekistan.<\/p>\n

The arbitration team was led by litigation partner Ryan Hartman,
\nwho is co-chair of the firm\u2019s Energy and Infrastructure
\ngroup, with Sally Pei and Volodymyr Ponomarov, in close
\ncollaboration with John Bellinger, who leads the firm\u2019s
\nGlobal Law and Public Policy practice. The victory adds to Arnold
