The developer originally proposed placing panels on 750 acres.<\/p>\n<p>Courtesy of Grassland Bird Trust<\/p>\n<p>FORT EDWARD\u00a0\u2014 The Grassland Bird Trust expects to <a href=\"https:\/\/www.timesunion.com\/news\/article\/bird-advocates-argue-land-mitigation-boralex-22161587.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">withdraw its pending appeal<\/a> with the state Office of Renewable Energy Siting to limit a Canadian company\u2019s plans for a solar array in exchange for funding to buy more habitat for threatened and endangered birds.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/cdn-channels-pixel.ex.co\/events\/0012000001fxZm9AAE?integrationType=DEFAULT&amp;template=design%2Farticle%2Fplatypus_two_column.tpl\" alt=\"\" class=\"x1px y1px vh abs\" aria-hidden=\"true\" width=\"1\" height=\"1\"\/><\/p>\n<p>The agreement ends more than five years of conflict between the <a href=\"https:\/\/www.grasslandbirdtrust.org\/\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">not-for-profit land trust<\/a> and <a href=\"https:\/\/us.boralex.com\/en\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">Boralex<\/a>, an energy company. It also includes shrinking the footprint of a 100-megawatt array from the 750 acres\u00a0it originally proposed to 530 acres.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>Boralex\u2019s undisclosed financial contribution to the trust will expand the 153 acres it currently owns in the 102,000-acre Important Birding Area in Washington County. Trust leaders say the additional acreage will help the survival of short-eared owls, Northern harriers, bobolinks, Eastern meadowlarks and others that feast and nest on the ground.<\/p>\n<p>\u201cThis agreement is the result of years of meaningful engagement, thoughtful project design, and a shared understanding of what makes this landscape so important,\u201d said Darren\u00a0Suarez, Boralex\u2019s vice president of public affairs and communications. \u201cWe appreciate the opportunity to continue working with the Grassland Bird Trust and local stakeholders to help conserve this critical grassland habitat in Washington County Grassland Conservation Center while advancing New York\u2019s clean energy goals.\u201d<\/p>\n<p>In an interview Monday, Terry Griffin, chair of the Grassland Bird Trust, said the agreement will help the organization \u201cachieve our mission to preserve grassland habitat for grassland birds.\u201d<\/p>\n<p>Make the Times Union a Preferred Source on Google to see more of our journalism when you search.<\/p>\n<p><a href=\"https:\/\/www.google.com\/preferences\/source?q=timesunion.com\" data-link=\"native\" role=\"button\" aria-label=\"Add Preferred Source\" class=\"td300 cp f aic jcc disabled:cd wsn px24 y40px px16 py8 buttonSm fs13 xs:fs16 xs:buttonLg bg-primaryAccessible hover:o80 c-white disabled:bg-gray300 disabled:c-gray600 border bn tac br2\"><\/p>\n<p>Add Preferred Source<\/p>\n<p><\/a><\/p>\n<p>\u201cWe will be acquiring as much land as we can over the rest of our history,\u201d Griffin said. \u201cWe have not yet identified the properties, but it will be in Washington County\u2019s Important Birding Area.\u201d<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>Kathy Roome, the trust\u2019s board secretary, called the donation \u201csubstantial\u201d and said the trust will maintain the property to ensure the meadows are not overrun with invasive species and restored with native plants. She also said the fields will have to be mowed in a way \u201cconsistent with the birds\u2019 habit to maximize the birds\u2019 chances of surviving.\u201d<\/p>\n<p>Since 2020, Boralex has sought to build the Fort Edward Solar Project on private lands inside the designated Important Birding Area. That area, which includes the state Department of Environmental Conservation Wildlife Management Area and the Washington County Grassland Bird Conservation Center, is habitat for 100 species of birds. These include threatened and endangered species that nest, breed and winter there.<\/p>\n<p>The trust has always emphasized that it is not opposed to renewable energy development. However, it wanted Boralex to purchase, lease or conserve an equivalent number of acres for the birds. It also wanted Boralex to reconfigure its panels so that they were not boxing in meadows that it feared would discourage the birds from settling in the area.<\/p>\n<p>Without providing details,\u00a0Suarez said on Monday that \u201cwe have changed the layout \u2026 and that we will continue to optimize the layout to mitigate the impact going forward.\u201d<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>\u201cThere will be more opportunity to reduce the impact,\u201d Suarez said.<\/p>\n<p>The trust filed an appeal to the state Office of Renewable Energy Siting in December, which was argued at the end of March. A decision was expected by the end of this month.<\/p>\n<p>Fort Edward Supervisor Tim Fisher said in a statement he is pleased that an agreement has been reached and that the solar panels, expected to be operational by 2030, \u201cwill be well-received within the community.\u201d<\/p>\n<p>Boralex said that it will employ 120 people during construction. Suarez said construction will begin as soon as Boralex secures all of its permits for panels that will be built on private farmlands.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>\u201cWe developed a project that makes sense and we will continue to work with the (Trust) and private landowners,\u201d Suarez said, adding he \u201cenjoyed\u201d the working relationship with the Trust.<\/p>\n<p>Griffin said, \u201cWe didn\u2019t see it from the same perspective,\u201d but added, \u201cWe will continue to talk.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"This snowy owl was spotted in 2022 in the Fort Edward Important Birding Area.
