Aid to Israel is mostly military aid. The current U.S. commitment comes from a 10-year memorandum of understanding that runs through 2028 and provides $3.8 billion per year, including $3.3 billion in Foreign Military Financing and $500 million for missile defense. The Council on Foreign Relations summarizes that structure in its overview of U.S. aid to Israel<\/a>.<\/p>\n

Foreign Military Financing, or FMF, is a grant program that lets Israel buy U.S. military equipment and services. That means much of the money Congress votes as foreign aid comes back into American defense plants that build aircraft, precision weapons, communications gear and other systems.<\/p>\n

By 2028, Israel is slated to spend all FMF inside the United States. Even before that full phase-in, supporters note that well over 75 percent of security assistance is spent in the U.S., which strengthens the defense industrial base and supports jobs tied to aircraft, missile interceptors, tank and artillery ammunition and maintenance.<\/p>\n

The policy goal is Israel’s qualitative military edge. In plain language, Israel should have enough superior weapons, intelligence, surveillance and command systems to defeat credible conventional threats while taking fewer losses.<\/p>\n

Congress wrote that concept into law in 2008, and the statute requires U.S. arms sales to other countries in the Middle East to account for whether they would harm Israel’s edge.<\/p>\n

Missile defense shows how the relationship runs both ways. Israel developed Iron Dome, while David’s Sling and the Arrow system were developed jointly by Israel and the United States, and Congress approved $500 million in fiscal year 2026 for U.S.-Israeli missile defense cooperative programs including Iron Dome, David’s Sling and Arrow<\/p>\n

These systems matter because rockets and missiles often aim at civilian targets. Interceptors can save lives in Israel, but they also teach U.S. planners about short-range rockets, drones, ballistic missiles and layered defenses. American firms have participated in components and production, so Israeli technology and American manufacturing often meet inside the same system.<\/p>\n

Since the Hamas-led attacks of Oct. 7, 2023, U.S. military support surged. CFR counted at least $16.3 billion in enacted direct military aid to Israel after those attacks, while other researchers have estimated higher totals when they include transfers and spending through September 2025.<\/p>\n

That military assistance helped Israel fight Hamas in Gaza, Hezbollah in Lebanon and Iran-linked threats across the region.<\/p>\n

The support has included bombs, precision-guidance kits, air-defense interceptors and other military equipment. The Biden administration paused one shipment in 2024 over concerns about the possible use of 2,000-pound (907-kg) bombs and 500-pound (227-kg) bombs in dense parts of Gaza, including Rafah. That pause became a flashpoint because it showed that American support could be broad yet still subject to policy limits.<\/p>\n

By May 2026, President Donald Trump was again shaping U.S. policy. The Trump administration moved in a more openly pro-Israel direction than the Biden administration on several arms and diplomatic questions, while President Donald Trump also pressed his own regional deals and Iran strategy.<\/p>\n

The benefit to the U.S., in supporters’ view, is strategic cooperation: Israel tests, adapts and improves defense technology under real pressure. The drawback, critics argue, is that U.S. military aid can tie Washington to Israel’s conflicts and to allegations that weapons supplied by the U.S. were used in ways that violate international law.<\/p>\n","protected":false},"excerpt":{"rendered":"Aid to Israel is mostly military aid.
