(AP) \u2014 Millions of soccer fans are expected to gather in 11 U.S. cities for the <a href=\"https:\/\/apnews.com\/hub\/fifa-world-cup\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/apnews.com\/hub\/fifa-world-cup\">World Cup<\/a>, and security planners have been coordinating with state, local and federal law enforcement agencies to monitor unprecedented security threats.<\/p>\n<p class=\"text | article-text\">\u201cThis is not just one national or one continental event,\u201d said Andrew Giuliani, the executive director of the White House Task Force on the World Cup. \u201cFor us in the United States, these are 11 regional events. And so we rely on the expertise of law enforcement in these areas to also understand the intricacies of this and come in with federal resources.\u201d<\/p>\n<p class=\"text | article-text\">The expanded tournament kicking off next week will include 48 teams, 104 matches and three host nations. Giuliani spoke Thursday at a World Cup kickoff event about the security challenges of preparing for an event of this magnitude, from monitoring trends across states to heat mitigation.<\/p>\n<p class=\"text | article-text\">\u201cWe also want to make sure that we\u2019re not siloing off Miami from Seattle,\u201d Giuliani said, \u201cbecause if a beat cop is seeing something in Miami Beach, let\u2019s say, or in Miami downtown, that somebody in Seattle is also seeing, we need to make sure that we are deconflicting that information if there\u2019s more of a trend that could be threatening to our other host cities. So that\u2019s where the complexity of this lies.\u201d<\/p>\n<p class=\"text | article-text\">Preparations have been ramping up for months. Giuliani and members of the task force have attended major U.S. events, <a href=\"https:\/\/apnews.com\/article\/college-football-playoff-world-cup-andrew-giuliani-aec5d62a21f4229c8b9acc2452b31f09\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/apnews.com\/article\/college-football-playoff-world-cup-andrew-giuliani-aec5d62a21f4229c8b9acc2452b31f09\">including the College Football Playoff<\/a> championship game in January, to observe how host cities coordinate security and logistics.<\/p>\n<p class=\"text | article-text\">Host cities also received $625 million in federal security funding to bolster preparations, and Giuliani said some of that money will be used to reimburse law enforcement officials for extra security measures.<\/p>\n<p class=\"text | article-text\">A recent challenge planners are monitoring is an <a href=\"https:\/\/apnews.com\/article\/congo-ebola-deadly-virus-bundibugyo-health-emergency-3c97cacf44e007127df5739199f32517\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/apnews.com\/article\/congo-ebola-deadly-virus-bundibugyo-health-emergency-3c97cacf44e007127df5739199f32517\">outbreak of a rare type of Ebola<\/a> virus that has plagued Congo and Uganda. The World Health Organization has declared it a public health emergency of international concern.<\/p>\n<p class=\"text | article-text\">Giuliani said security officials confirmed with the Congolese national team that they haven\u2019t been in the region for more than 21 days, and they have warned the team not to add anyone to its training camp who has been in Congo in the past three weeks.<\/p>\n<p class=\"text | article-text\">\u201cIf they were to do that, and if anybody were to become symptomatic, they would threaten not being able to travel to Houston for the World Cup,\u201d he said.<\/p>\n<p class=\"text | article-text\">Congo had already canceled a three-day World Cup <a href=\"https:\/\/apnews.com\/article\/congo-ebola-outbreak-world-cup-08222c2df62b37b7c1ab31d8e8f84fc8\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/apnews.com\/article\/congo-ebola-outbreak-world-cup-08222c2df62b37b7c1ab31d8e8f84fc8\">preparation training camp<\/a> and a planned farewell to fans in the capital Kinshasa because of the outbreak. And it was working on finding a way to play its qualifier against Chile after the mayor of the Spanish city of La Linea de la Concepcion denied authorization for the match because of health concerns related to the outbreak.<\/p>\n<p class=\"text | article-text\">Federal officials are also discussing FIFA\u2019s <a href=\"https:\/\/apnews.com\/article\/world-cup-fifa-stadiums-heat-water-bottles-29b2bdf8647cd59923807e62f6cac62d\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/apnews.com\/article\/world-cup-fifa-stadiums-heat-water-bottles-29b2bdf8647cd59923807e62f6cac62d\">change of policy<\/a> to bar fans from bringing refillable water bottles into the tournament\u2019s 16 stadiums across North America, including some with limited or no shade.<\/p>\n<p class=\"text | article-text\">\u201cCertainly understanding that fans with bottles \u2014 if anything is frozen there, they can throw that, utilize it as a weapon,\u201d Giuliani said, adding later: \u201cWe want to make sure that fans have access to water, so that way they can be hydrated. We also want to make sure that everybody is safe and that people can\u2019t bring a weapon in there. So those conversations are still ongoing.\u201d<\/p>\n<p>Copyright 2026 The Associated Press.
